In 2005, an international conference titled Avoiding Dangerous Climate Change: A Scientific Symposium on Stabilisation of Greenhouse Gases examined the link between atmospheric greenhouse gas concentration and global warming and its effects. The conference name was derived from Article 2 of the charter for the United Nations Framework Convention on Climate Change [1] The conference explored the possible impacts at different levels of greenhouse gas emissions and how the climate might be stabilized at a desired level. The conference took place under the United Kingdom's presidency of the G8, with the participation of around 200 "internationally renowned" scientists from 30 countries. It was chaired by Dennis Tirpak and hosted by the Hadley Centre for Climate Prediction and Research in Exeter, from 1 February to 3 February. [2] The conference was one of many meetings leading up to the 2015 Paris Agreement, at which the international community agreed to limit global warming to no more than 2 °C in order to have a 50-50 chance of avoiding dangerous climate change.[ citation needed ] However, a 2018 published study points at a threshold at which temperatures could rise to 4 or 5 degrees through self-reinforcing feedbacks in the climate system, suggesting the threshold (or 'tipping point') is below the 2 degree temperature target. [3]
The conference was called to bring together the latest research into what would be necessary to achieve the objective of the 1992 United Nations Framework Convention on Climate Change:
It was also intended to encourage further research in the area. In the 2001 IPCC Third Assessment Report, an initial assessment of the subject had been included; however, the topic had received relatively little international discussion. [4]
Specifically, the conference explored three issues:
Among the conclusions reached, the most significant was a new assessment of the link between the concentration of greenhouse gases in the atmosphere and the increase in global temperature levels. Some researchers have argued that the most serious consequences of global warming might be avoided if global average temperatures rose by no more than 2 °C (3.6 °F) above pre-industrial levels (1.4 °C above present levels). It had generally been assumed that this would occur if greenhouse gas concentrations rose above 550 ppm carbon dioxide equivalent by volume. This concentration was, for example, informing government in certain countries, including the European Union. [5]
The conference concluded that, at the level of 550 ppm, it was likely that 2 °C would be exceeded, according to the projections of more recent climate models. Stabilising greenhouse gas concentrations at 450 ppm would only result in a 50% likelihood of limiting global warming to 2 °C, and that it would be necessary to achieve stabilisation below 400 ppm to give a relatively high certainty of not exceeding 2 °C. The conference also claimed that, if action to reduce emissions is delayed by 20 years, rates of emission reduction may need to be 3 to 7 times greater to meet the same temperature target. [6]
As a result of changing opinion on the 'safe' atmospheric concentration of greenhouse gases, to which this conference contributed, the UK government changed the target in the Climate Change Act from 60% to 80% by 2050. [8]
Efforts to scientifically ascertain and attribute mechanisms responsible for recent global warming and related climate changes on Earth have found that the main driver is elevated levels of greenhouse gases produced by human activities, with natural forces adding variability. The likely range of human-induced surface-level air warming by 2010–2019 compared to levels in 1850–1900 is 0.8 °C to 1.3 °C, with a best estimate of 1.07 °C. This is close to the observed overall warming during that time of 0.9 °C to 1.2 °C, while temperature changes during that time were likely only ±0.1 °C due to natural forcings and ±0.2 °C due to variability in the climate.
The greenhouse effect occurs when greenhouse gases in a planet's atmosphere cause some of the heat radiated from the planet's surface to build up at the planet's surface. This process happens because stars emit shortwave radiation that passes through greenhouse gases, but planets emit longwave radiation that is partly absorbed by greenhouse gases. That difference reduces the rate at which a planet can cool off in response to being warmed by its host star. Adding to greenhouse gases further reduces the rate a planet emits radiation to space, raising its average surface temperature.
Global warming potential (GWP) is a measure of how much infrared thermal radiation a greenhouse gas added to the atmosphere would absorb over a given time frame, as a multiple of the radiation that would be absorbed by the same mass of added carbon dioxide. GWP is 1 for CO2. For other gases it depends on how strongly the gas absorbs infrared thermal radiation, how quickly the gas leaves the atmosphere, and the time frame being considered. The carbon dioxide equivalent is calculated from GWP. For any gas, it is the mass of CO2 that would warm the earth as much as the mass of that gas. Thus it provides a common scale for measuring the climate effects of different gases. It is calculated as GWP times mass of the other gas.
The Kyoto Protocol (Japanese: 京都議定書, Hepburn: Kyōto Giteisho) was an international treaty which extended the 1992 United Nations Framework Convention on Climate Change (UNFCCC) that commits state parties to reduce greenhouse gas emissions, based on the scientific consensus that global warming is occurring and that human-made CO2 emissions are driving it. The Kyoto Protocol was adopted in Kyoto, Japan, on 11 December 1997 and entered into force on 16 February 2005. There were 192 parties (Canada withdrew from the protocol, effective December 2012) to the Protocol in 2020.
The United Nations Framework Convention on Climate Change (UNFCCC) established an international environmental treaty to combat "dangerous human interference with the climate system", in part by stabilizing greenhouse gas concentrations in the atmosphere. It was signed by 154 states at the United Nations Conference on Environment and Development (UNCED), informally known as the Earth Summit, held in Rio de Janeiro from 3 to 14 June 1992. Its original secretariat was in Geneva but relocated to Bonn in 1996. It entered into force on 21 March 1994.
There is a strong scientific consensus that the Earth is warming and that this warming is mainly caused by human activities. This consensus is supported by various studies of scientists' opinions and by position statements of scientific organizations, many of which explicitly agree with the Intergovernmental Panel on Climate Change (IPCC) synthesis reports.
Climate Change 2007, the Fourth Assessment Report (AR4) of the United Nations Intergovernmental Panel on Climate Change (IPCC), was published in 2007 and is the fourth in a series of reports intended to assess scientific, technical and socio-economic information concerning climate change, its potential effects, and options for adaptation and mitigation. The report is the largest and most detailed summary of the climate change situation ever undertaken, produced by thousands of authors, editors, and reviewers from dozens of countries, citing over 6,000 peer-reviewed scientific studies. People from over 130 countries contributed to the IPCC Fourth Assessment Report, which took six years to produce. Contributors to AR4 included more than 2,500 scientific expert reviewers, more than 800 contributing authors, and more than 450 lead authors.
The Stern Review on the Economics of Climate Change is a 700-page report released for the Government of the United Kingdom on 30 October 2006 by economist Nicholas Stern, chair of the Grantham Research Institute on Climate Change and the Environment at the London School of Economics (LSE) and also chair of the Centre for Climate Change Economics and Policy (CCCEP) at Leeds University and LSE. The report discusses the effect of global warming on the world economy. Although not the first economic report on climate change, it is significant as the largest and most widely known and discussed report of its kind.
The First Assessment Report (FAR) of the Intergovernmental Panel on Climate Change (IPCC) was completed in 1990. It served as the basis of the United Nations Framework Convention on Climate Change (UNFCCC). This report had effects not only on the establishment of the UNFCCC, but also on the first conference of the parties (COP), held in Berlin in 1995. The executive summary of the WG I Summary for Policymakers report that said they were certain that emissions resulting from human activities are substantially increasing the atmospheric concentrations of the greenhouse gases, resulting on average in an additional warming of the Earth's surface. They calculated with confidence that CO2 had been responsible for over half the enhanced greenhouse effect.
The Climate Change Act 2008 is an Act of the Parliament of the United Kingdom. The Act makes it the duty of the Secretary of State to ensure that the net UK carbon account for all six Kyoto greenhouse gases for the year 2050 is at least 100% lower than the 1990 baseline, toward avoiding dangerous climate change. The Act aims to enable the United Kingdom to become a low-carbon economy and gives ministers powers to introduce the measures necessary to achieve a range of greenhouse gas reduction targets. An independent Committee on Climate Change was created under the Act to provide advice to UK Government on these targets and related policies. In the act Secretary of State refers to the Secretary of State for Energy and Climate Change.
In Earth's atmosphere, carbon dioxide is a trace gas that plays an integral part in the greenhouse effect, carbon cycle, photosynthesis and oceanic carbon cycle. It is one of several greenhouse gases in the atmosphere of Earth. The current global average concentration of CO2 in the atmosphere is 421 ppm as of May 2022 (0.04%). This is an increase of 50% since the start of the Industrial Revolution, up from 280 ppm during the 10,000 years prior to the mid-18th century. The increase is due to human activity. Burning fossil fuels is the main cause of these increased CO2 concentrations and also the main cause of climate change. Other large anthropogenic sources include cement production, deforestation, and biomass burning.
The Fifth Assessment Report (AR5) of the United Nations Intergovernmental Panel on Climate Change (IPCC) is the fifth in a series of such reports and was completed in 2014. As had been the case in the past, the outline of the AR5 was developed through a scoping process which involved climate change experts from all relevant disciplines and users of IPCC reports, in particular representatives from governments. Governments and organizations involved in the Fourth Report were asked to submit comments and observations in writing with the submissions analysed by the panel. Projections in AR5 are based on "Representative Concentration Pathways" (RCPs). The RCPs are consistent with a wide range of possible changes in future anthropogenic greenhouse gas emissions. Projected changes in global mean surface temperature and sea level are given in the main RCP article.
The 2008 United Nations Climate Change Conference took place at PIF Congress Centre, Poznań International Fair (PIF), in Poznań, Poland, between December 1 and December 12, 2008. Representatives from over 180 countries attended along with observers from intergovernmental and nongovernmental organizations.
Greenhouse gases are the gases in the atmosphere that raise the surface temperature of planets such as the Earth. What distinguishes them from other gases is that they absorb the wavelengths of radiation that a planet emits, resulting in the greenhouse effect. The Earth is warmed by sunlight, causing its surface to radiate heat, which is then mostly absorbed by water vapor (H2O), carbon dioxide (CO2), methane (CH4), nitrous oxide (N2O), and ozone (O3). Without greenhouse gases, the average temperature of Earth's surface would be about −18 °C (0 °F), rather than the present average of 15 °C (59 °F).
The Copenhagen Accord is a document which delegates at the 15th session of the Conference of Parties to the United Nations Framework Convention on Climate Change agreed to "take note of" at the final plenary on 18 December 2009.
The 2010 United Nations Climate Change Conference was held in Cancún, Mexico, from 29 November to 10 December 2010. The conference is officially referred to as the 16th session of the Conference of the Parties (COP 16) to the United Nations Framework Convention on Climate Change (UNFCCC) and the 6th session of the Conference of the Parties serving as the meeting of the Parties (CMP 6) to the Kyoto Protocol. In addition, the two permanent subsidiary bodies of the UNFCCC — the Subsidiary Body for Scientific and Technological Advice (SBSTA) and the Subsidiary Body for Implementation (SBI) — held their 33rd sessions. The 2009 United Nations Climate Change Conference extended the mandates of the two temporary subsidiary bodies, the Ad Hoc Working Group on Further Commitments for Annex I Parties under the Kyoto Protocol (AWG-KP) and the Ad Hoc Working Group on Long-term Cooperative Action under the Convention (AWG-LCA), and they met as well.
Climate change scenarios or socioeconomic scenarios are projections of future greenhouse gas (GHG) emissions used by analysts to assess future vulnerability to climate change. Scenarios and pathways are created by scientists to survey any long term routes and explore the effectiveness of mitigation and helps us understand what the future may hold this will allow us to envision the future of human environment system. Producing scenarios requires estimates of future population levels, economic activity, the structure of governance, social values, and patterns of technological change. Economic and energy modelling can be used to analyze and quantify the effects of such drivers.
A Representative Concentration Pathway (RCP) is a greenhouse gas concentration trajectory adopted by the IPCC. Four pathways were used for climate modeling and research for the IPCC Fifth Assessment Report (AR5) in 2014. The pathways describe different climate change scenarios, all of which are considered possible depending on the amount of greenhouse gases (GHG) emitted in the years to come. The RCPs – originally RCP2.6, RCP4.5, RCP6, and RCP8.5 – are labelled after a possible range of radiative forcing values in the year 2100. The higher values mean higher greenhouse gas emissions and therefore higher global temperatures and more pronounced effects of climate change. The lower RCP values, on the other hand, are more desirable for humans but require more stringent climate change mitigation efforts to achieve them.
The 2012 United Nations Climate Change Conference was the 18th yearly session of the Conference of the Parties (COP) to the 1992 United Nations Framework Convention on Climate Change (UNFCCC) and the 8th session of the Meeting of the Parties (CMP) to the 1997 Kyoto Protocol. The conference took place from Monday 26 November to Saturday 8 December 2012, at the Qatar National Convention Centre in Doha.
A global climate regime is a global framework that aims at regulating the interaction of human activity with the global climate system, to mitigate global climate change. The framework for such a regime was developed by the United Nations Framework Convention on Climate Change, or UNFCCC for short.
