Hermogenes "Jun" Edejer Ebdane,Jr. (born December 30,1948) is a Filipino politician and retired police officer with the rank of Director General. He is the Governor of Zambales since 2019,previously held this position from 2010 until 2016. He was also the Secretary of the Department of Public Works and Highways from 2005 to February 2007 and again from July 2007 to 2009.
He was a member of the Philippine Military Academy class of 1970,and has a Bachelor of Science in Civil Engineering (BSCE) from the Mapúa Institute of Technology.
In Mid-1990s,Ebdane served as PNP-NCR director,and the 9th Chief of the Philippine National Police serving from July 2002 to August 23,2004. [1] After the escape from jail of Islamic militant Fathur Rohman al-Ghozi on July 14,2003,Ebdane stated he would be satisfied with any recovery,including "even if he is dead and torn to pieces". [2] He went to view the body after Al-Ghozi was shot dead by police on October 13,2003,saying the militant was killed in a brief gunfight after opening fire at a military checkpoint. [3] One of the demands of the Oakwood mutiny on July 27,2003,was the resignation of Ebdane as national police chief,but the mutiny was unsuccessful and short-lived. [4] He was chief of the PNP during the Hello Garci scandal,and admitted providing a vehicle to Virgilio Garcillano,but only when Garcillano was still with the Commission on Elections. [5] He said violence for the May 2004 election was lower than previous years. [6]
After serving as the chief of the PNP,Ebdane was named National Security Adviser,a post he held from August 2004 to February 2005. [1] In February 2005,he was appointed to a cabinet position as Secretary of Public Works and Highways,which he returned to in July 2007,after serving as Secretary of National Defense from February 2007.
He is married to Alma Cabanayan.
Panfilo "Ping" Morena Lacson Sr. is a Filipino former politician and police general who served as a senator for three terms:from 2001 to 2013 and from 2016 to 2022. On July 27,2003,the Oakwood mutiny was staged by a group of about 300 armed defectors from the Armed Forces of the Philippines (AFP) and the Philippine National Police (PNP) led by Army Capt. Gerardo Gambala and Navy Lt. Senior Grade Antonio Trillanes IV against the Arroyo administration. The group forcibly seized and occupied Oakwood Premier in Glorietta,Makati for almost 20 hours. They expressed grievances against the government's supervision of the military,and demanded the resignation of Defense Secretary Angelo Reyes,PNP Director General Hermogenes Ebdane,and AFP Chief of Intelligence Service Victor Corpus;They also aired their grievances against the military establishment and anomalies on the AFP. The mutiny was covered heavily by the local press,who dubbed the group as "Magdalo" in reference to their insignia,which alludes to the Magdalo faction during the Philippine Revolution,despite the group officially calling themselves "Bagong Katipuneros". The mutiny ended after the government successfully negotiated with the group. Several prominent participants of the mutiny,including Trillanes and Gambala,were later charged.
The Manila Peninsula siege occurred on November 29,2007,at The Peninsula Manila hotel in Makati,Philippines. Senator Antonio Trillanes IV,Brigadier General Danilo Lim,and 25 other Magdalo Group officers walked out of their trial for the 2003 Oakwood mutiny coup attempt and marched through the streets of Makati. The mutineers called for the ousting of President Gloria Macapagal Arroyo,and seized the Rizal function room on the second floor of the Manila Peninsula Hotel along Ayala Avenue. Former Vice-president Teofisto Guingona,Jr. as well as some of the soldiers from the Armed Forces of the Philippines joined the march to the hotel.
