The China Insurance Regulatory Commission (CIRC) was an agency of China authorized by the State Council to regulate the Chinese insurance products and services market and maintain legal and stable operations of insurance industry. It was founded on November 18,1998,upgraded from a semi-ministerial to a ministerial institution in 2003,and currently has 31 local offices in every province.
On 17 March 2018,the 13th National People's Congress announced a plan to overhaul China's financial regulatory system. The China Insurance Regulatory Commission (CIRC),and the banking regulator,the China Banking Regulatory Commission (CBRC),were merged into the China Banking and Insurance Regulatory Commission (CBIRC) with an aim to resolve problems such as unclear responsibilities and cross-regulation. The CBIRC was officially established on 8 April 2018.

In September 2008,CIRC set up a nonprofit state-owned corporation China Insurance Security Fund Co.,Ltd. (Chinese :中国保险保障基金有限责任公司) with a registered capital of 100 million yuan to manage its insurance protection fund,amounting to at least 7 billion yuan (about US$1 billion). [3]
The chief of the agency,Xiang Junbo,was appointed in October 2011 and has laid plans to introduce pricing and other market reforms. [4]
In April 2017,the Central Commission for Discipline Inspection (CCDI) of the Chinese Communist Party (CCP) announced online that Xiang was being investigated for suspected serious violation of the Party's code of conduct. [5] In early September,Xiang was expelled from the CCP and dismissed from public office,the CCDI said. [6]

Xiang Junbo is the former chairman of the China Insurance Regulatory Commission (CIRC).
Liu Shiyu is a Chinese banker and former public official. He was best known for his term as head of the China Securities Regulatory Commission between 2016 and 2018. Liu previously served as President of the Agricultural Bank of China from 2014 to 2016. He turned himself into the authorities for disciplinary violations in 2019,and was demoted given a party membership suspension. At the time,he was serving as Chairman of the All-China Federation of Supply and Marketing Cooperatives. Liu was the second ministerial-level official to hand in to anti-corruption authorities since the 18th National Congress of the Chinese Communist Party in late 2012.
Si Xinliang is a former Chinese politician. From 2010 to 2013,Si served as the Vice Chairman of the Zhejiang Provincial People's Political Consultative Conference,a mostly ceremonial legislative consultation body. Prior to that,Si served as the chief of the Organization Department of the Zhejiang provincial Chinese Communist Party Committee. He worked for several years under Xi Jinping,who was serving as the CCP Committee Secretary of Zhejiang.
Wei Minzhou is a Chinese politician who served as Chinese Communist Party Committee Secretary of Xi'an between 2012 and 2016.
Yao Gang is a Chinese executive who served as one of four vice-chairmen at the China Securities Regulatory Commission (CSRC),China's top security regulator. He was investigated by the Chinese Communist Party's anti-graft agency in November 2015,after a stock market rout rocked global markets. Yao's downfall marked the widened government crackdown on corruption in the financial industry. Zhang Yujun (张育军),former assistant chairman of the CSRC,was placed under investigation in the end of 2015.
Zhang Wenxiong is a former Chinese politician,and head of the Propaganda Department of the Hunan Provincial Committee of the Chinese Communist Party. He was dismissed from his position in November 2016 for investigation by the Central Commission for Discipline Inspection.
Sun Bo is a Chinese business executive and engineer who served as General Manager of China Shipbuilding Industry Corporation (CSIC). He was arrested for allegedly giving classified details about the Liaoning to the CIA.
Lai Xiaomin was a Chinese business executive and senior economist who served as Chinese Communist Party Committee Secretary and chairman of the board of China Huarong Asset Management from September 2012 to April 2018. He was sacked for graft on 17 April 2018.
Li Shixiang is a former Chinese politician who spent his entire career in Beijing. He served as Executive Vice Mayor of Beijing and Vice Chairman of the Beijing Municipal Committee of the Chinese People's Political Consultative Conference (CPPCC). He entered the workforce in August 1978,and joined the Chinese Communist Party (CCP) in March 1982. In September 2018,he was placed under investigation by the Central Commission for Discipline Inspection (CCDI),the Communist Party's internal disciplinary body,and the National Supervisory Commission,the highest anti-corruption agency of China.
Tong Daochi is a former Chinese politician who served as Chinese Communist Party Committee Secretary of Sanya between November 2018 and October 2020. He was a member of the Standing Committee of the Hainan Provincial Committee of the Chinese Communist Party. He was investigated by the Central Commission for Discipline Inspection in November 2020.
Zhang Qi is a former Chinese politician who spent most of his career in Hainan province. He was investigated by the Central Commission for Discipline Inspection and the National Supervisory Commission,the highest anti-corruption agency of China,in September 2019. Previously he served as Chinese Communist Party Committee Secretary of Haikou,capital of Hainan province. Zhang is the first senior official who was placed under investigation in Hainan since the 19th National Congress of the Chinese Communist Party (CCP) in late 2017 and the fourth incumbent provincial level official was sacked for graft since then.
Xiang Lili is a former Chinese politician who spent his entire career in his home-province Hunan. As of May 2019 he was under investigation by China's top anti-corruption agency. Previously he served as vice-chairman of the Standing Committee of Hunan Provincial People's Congress. Prior to that,he was vice-governor of Hunan (2016-2018),secretary general of Hunan (2015-2016),mayor and Chinese Communist Party Committee Secretary of Chenzhou (2008-2015),head of Hunan Provincial Commerce Department (2008-2008),and vice-mayor and executive vice-mayor of Changsha (1998-2007).
Wang Bin is a Chinese former business executive and senior economist who served as chairman and party secretary of China Life Insurance Company from 2018 to 2022 and chairman and party secretary of China Taiping Insurance Group Limited from 2012 to 2018. As of January 2022 he was under investigation by China's top anti-corruption agency. He was a representative of the 19th National Congress of the Chinese Communist Party and a member of the Social and Legal Affairs Committee of the 13th National Committee of the Chinese People's Political Consultative Conference.
Xie Jilai is a former Chinese politician who spent his entire career in north China's Hebei province. As of January 2022 he was under investigation by China's top anti-corruption agency. He has retired for four years. Previously he served as vice chairman of Hebei People's Congress.
Hao Chunrong is a former Chinese politician who spent her entire career in northeast China's Liaoning province. Previously she served as vice governor of Liaoning. She is a delegate to the 13th National People's Congress. In March 2022,she was investigated by China's top anti-corruption agency.
Yu Luming is a former Chinese politician. In April 2022,Yu was investigated by China's top anti-corruption agency,and in March 2023,Yu Luming was charged with bribery.
Li Yunze is a Chinese state banker and politician currently serving as the Director of the National Administration of Financial Regulation. He served as a vice governor of Sichuan from 2018 to 2023.
Fan Yifei is a former Chinese banker who served as vice governor of the People's Bank of China from 2015 to 2022. He was investigated by China's top anti-graft agency in November 2022. Fan was the first ministerial-level official in China to be targeted by China's top anticorruption watchdog since the 20th National Congress of the Chinese Communist Party in October 2022.
Cai Esheng is a retired Chinese politician who served as vice president of the China Banking Regulatory Commission between 2005 and 2013. He has retired for 8 years. As of July 2021 he was under investigation by China's top anti-corruption agency.
Li Xinran is a Chinese politician serving as the Secretary-General of the Central Commission for Discipline Inspection (CCDI) since 2022. Previously,he served as the Chief Inspector of the CCDI Discipline Inspection Office at the China Banking Regulatory Commission and the Chief Inspector of the CCDI and NSC Discipline Inspection Office at the China Banking and Insurance Regulatory Commission.
