As shareholder

The MOF also acted as the controlling shareholder for a number of financial service companies of China, such as People's Insurance Company of China, China Life Insurance Group (parent of China Life), China Taiping Insurance Group (parent of China Taiping Insurance Holdings), etc. The Ministry also owned Industrial and Commercial Bank of China, the Agricultural Bank of China, the Bank of Communications, China Great Wall Asset Management, China Cinda Asset Management, China Orient Asset Management, China Huarong Asset Management and China Re, etc.

MOF also owned China Railway, China Tobacco and CITIC Group.

Policy bank (政策性银行), or policy lender, refers to non-profit professional financial institutions established by the Chinese government with the goal of implementing the government's economic policies and carrying out financial business in specific fields. This measure separates policy finance from commercial finance and establishes a policy bank to undertake strictly defined policy businesses. Policy banks' sources of funds mainly rely on issuing financial bonds or borrowing from the central bank, and generally do not accept deposits from the public.

Within the State Council, the position is twelfth in order of precedence. The minister is responsible for leading the ministry, presiding over its meetings, and signing important documents related to the ministry. Officially, the minister is nominated by the premier of the State Council, who is then approved by the National People's Congress or its Standing Committee and appointed by the president.
