The Ike Dike is a proposed coastal barrier that, when completed, would protect the Galveston Bay in Texas, United States. The project would be a dramatic enhancement of the existing Galveston Seawall, complete with floodgates, which would protect more of Galveston, the Bolivar Peninsula, the Galveston Bay Area, and Houston. The barrier would extend across Galveston Island and the Bolivar Peninsula and would provide a barrier against all Gulf surges into the bay. [1] The project is primarily the suggestion of Dr. Bill Merrell of Texas A&M University at Galveston. [2] The Ike Dike would be able to withstand a 10000 year storm. [3]
The proposal is, as the name suggests, motivated by the damage caused by Hurricane Ike in 2008 (as well as the disastrous 1900 Galveston Hurricane). [1] [4] Storm surges from Hurricane Ike caused severe damage to Galveston and the Bolivar Peninsula and caused significant damage to other areas around the bay. The damage to critical industries was minimal and most heavy industries returned to normal quickly. Still, Ike was not nearly as destructive as meteorologists predict a future hurricane will eventually be.[ citation needed ]
Proponents argue that there is a national security concern that must be addressed. [1] The Houston area (particularly the Bay Area) is home to the largest and most important concentration of petroleum refining and petrochemical processing plants in the United States, and most of these plants are on the coast or on the ship channel. Additionally, the Port of Houston is the second-busiest port in the nation. The economic damage to the United States, not to mention Texas, in the event of a catastrophic impact on the coast would be nationally serious. Indeed, some researchers have argued that had Ike tracked a few miles further southwest it could have sidelined 40% of U.S. jet-fuel production, not to mention serious setbacks to the production of gasoline and other chemicals [5]
Opponents of the project worry that it is simply too expensive--with escalating costs. Originally conceived as $2-$4 billion project, [6] a fall 2021 estimated cost was $29 billion, [7] and it was projected to cost a total of $34 billion; the 2023 Defense Authorization bill included $31 billon for the project. [8] In 2017 the Sierra Club and other environmentalists warned about the risk to marine life in the area. [9] Several groups were proving their own recommendations on the technical aspects and design of the storm-surge protection system.
In 2010 the Texas Governor publicly expressed support for the idea. [1] The Governor's Commission on Disaster Recovery and Renewal recommended that a 6-county (Harris, Galveston, Chambers, Brazoria, Orange and Jefferson) public corporation be established to examine regional approaches to storm surge suppression. That corporation, the Gulf Coast Community Protection and Recovery District, Inc., was established on April 20, 2010. Galveston County Judge Jim Yarborough was elected chair of the board of directors and Robert Eckels, former county judge of Harris County, was elected president. Dannenbaum Engineering was appointed as the engineering consultant. Despite this, though, the declining economy in 2010 stifled efforts to secure funding and the project remains stalled. [10] By the end of 2012 momentum toward building the structure had waned significantly, in large part due to Hurricane Sandy, which seriously damaged the U.S. Northeast and attracted attention away from the Gulf Coast. [11] Nevertheless, in 2013 Bay Area Houston Economic Partnership, a local community organization, began efforts to raise funds for a comprehensive study that could convince the U.S. Congress to fund the project. [5] In addition, throughout 2013 researchers at Delft University of Technology worked out several flood defense concepts for closing off the Bolivar Roads Inlet. On Monday August 4, 2014 Texas legislators lamented a disagreement on how to protect the Houston region against storm surge and urged that a plan be brought to the Legislature as soon as possible.
The project manager named by Dannenbaum Engineering to study the Ike Dike and alternatives, Christopher W. Sallese, is a retired U.S. Army Corps of Engineer colonel. He was the district engineer and commanding officer of the Galveston District. Sallese is named as one of several defendants in an April 19, 2013 federal lawsuit filed in United States District Court, Southern District of Texas, Galveston Division, as Civil Action No. 3:13-CV-00126. [12] This lawsuit is significant because the East Galveston Bay complex and neighboring counties would be changed greatly if the dike was constructed. Property owners and the economic base of the area would face tremendous changes. In addition, the Rollover Pass area is a federally protected critical habitat for endangered species [13] and is a key point for marine species migration.
In 2018, the Army Corps of Engineers gave its approval to a dike plan estimated to cost between $23 and $31 billion. The proposal is similar to, but not identical to, Merrell's original proposal. Additional studies for the proposal are expected to be completed in 2021 at which time Congress would be expected to debate funding. [14]
In May 2021, the Texas legislature approved the barrier proposal. [15] As of August 2021 [update] , the plan had been submitted to the U.S. Congress for consideration to be funded as part of the infrastructure plans proposed by President Biden. [7]
In the summer of 2022, the U.S. Congress approved the Water Resources and Development Act which would authorize the U.S. Army Corps of Engineers to begin planning the Ike Dike, though funding has not been secured. [16]
In January 2023, the Defense budget authorized $31 billion (of a $34 billion project total project cost) for the Ike Dike. [8] In June 2023, the Texas legislature authorized $550 million for the Ike Dike. [17]

Galveston is a coastal resort city and port off the Southeast Texas coast on Galveston Island and Pelican Island in the U.S. state of Texas. The community of 211.31 square miles (547.3 km2), with a population of 53,695 at the 2020 census, is the county seat of surrounding Galveston County and second-largest municipality in the county. It is also within the Houston–The Woodlands–Sugar Land metropolitan area at its southern end on the northwestern coast of the Gulf of Mexico.
Bolivar Peninsula is a census-designated place (CDP) in Galveston County, Texas, United States. The population was 2,769 at the 2020 census. The communities of Port Bolivar, Crystal Beach, Caplen, Gilchrist, and High Island are located on Bolivar Peninsula.
Texas City is a city in Galveston County, Texas, United States. Located on the southwest shoreline of Galveston Bay, Texas City is a busy deepwater port on Texas's Gulf Coast, as well as a petroleum-refining and petrochemical-manufacturing center. The population was 51,898 at the 2020 census, making it the third-largest city in Galveston County, behind League City and Galveston. It is a part of the Houston metropolitan area. The city is notable as the site of a major explosion in 1947 that demolished the port and much of the city.
Hurricane Alicia was a small but powerful tropical cyclone that caused significant destruction in the Greater Houston area of Southeast Texas in August 1983. Although Alicia was a relatively small hurricane, its track over the rapidly growing metropolitan area contributed to its $3 billion damage toll, making it the costliest Atlantic hurricane at the time. Alicia spawned from a disturbance that originated from the tail-end of a cold front over the northern Gulf of Mexico in mid-August 1983. The cyclone was named on August 14 when it became a tropical storm, and the combination of weak steering currents and a conducive environment allowed Alicia to quickly intensify as it drifted slowly westward. On August 17, Alicia became a hurricane and continued to strengthen, topping out as a Category 3 major hurricane as it made landfall on the southwestern end of Galveston Island. Alicia's eye passed just west of Downtown Houston as the system accelerated northwestwards across East Texas; Alicia eventually weakened into a remnant area of low pressure over Oklahoma on August 20 before they were last noted on August 21 over eastern Nebraska.
The 1900 Galveston hurricane, also known as the Great Galveston hurricane and the Galveston Flood, and known regionally as the Great Storm of 1900 or the 1900 Storm, is the deadliest natural disaster in United States history. The strongest storm of the 1900 Atlantic hurricane season, it left between 6,000 and 12,000 fatalities in the United States; the number most cited in official reports is 8,000. Most of these deaths occurred in and near Galveston, Texas, after the storm surge inundated the coastline and the island city with 8 to 12 ft of water. As of 2024, it remains the fourth deadliest Atlantic hurricane on record, behind Hurricane Fifi of 1974. In addition to the number killed, the storm destroyed about 7,000 buildings of all uses in Galveston, which included 3,636 demolished homes; every dwelling in the city suffered some degree of damage. The hurricane left approximately 10,000 people in the city homeless, out of a total population of fewer than 38,000. The disaster ended the Golden Era of Galveston, as the hurricane alarmed potential investors, who turned to Houston instead. In response to the storm, three engineers designed and oversaw plans to raise the Gulf of Mexico shoreline of Galveston Island by 17 ft (5.2 m) and erect a 10 mi (16 km) seawall.
Galveston Bay is a bay in the western Gulf of Mexico along the upper coast of Texas. It is the seventh-largest estuary in the United States, and the largest of seven major estuaries along the Texas Gulf Coast. It is connected to the Gulf of Mexico and is surrounded by sub-tropical marshes and prairies on the mainland. The water in the bay is a complex mixture of sea water and fresh water, which supports a wide variety of marine life. With a maximum depth of about 10 feet (3 m) and an average depth of only 6 feet (2 m), it is unusually shallow for its size.
Port Bolivar is an unincorporated community located on the northern shore of the western tip of the Bolivar Peninsula, separated from Galveston Island by the entrance to Galveston Bay. The Bolivar Peninsula itself is a census-designated place, in Galveston County, Texas, United States, and part of the Houston–Sugar Land–Baytown metropolitan area. The entire peninsula was severely damaged during Hurricane Ike on September 13, 2008; re-building efforts were still continuing as late as 2013.
High Island is an unincorporated community located in the Bolivar Peninsula census-designated place, Galveston County, Texas, United States. The community is located in the extreme eastern part of the county on Bolivar Peninsula, less than one mile from Chambers County and less than two miles from Jefferson County. As of 2000, 500 people resided in High Island. The 2010 census did not record a population for High Island.
Rollover Pass, also called Rollover Fish Pass, was a strait that linked Rollover Bay and East Bay with the Gulf of Mexico in extreme southeastern Galveston County. It has been closed by filling it in with dirt. Rollover Pass was opened in 1955 by the Texas Game and Fish Commission to improve local fishing conditions. Seawater was introduced into East Bay to promote vegetation growth, and to provide access for marine fish to spawn and feed. The name came from the days of Spanish rule, when barrels of merchandise would be rolled over that part of the peninsula to avoid excise tax. The Pass is about 1600 feet long and 200 feet wide.
The Galveston Seawall is a seawall in Galveston, Texas, that was built after the Galveston hurricane of 1900 for protection from future hurricanes. Construction began in September 1902, and the initial segment was completed on July 29, 1904. From 1904 to 1963, the seawall was extended from 3.3 miles (5.3 km) to over 10 miles (16 km).
A flood barrier, surge barrier or storm surge barrier is a specific type of floodgate, designed to prevent a storm surge or spring tide from flooding the protected area behind the barrier. A surge barrier is almost always part of a larger flood protection system consisting of floodwalls, levees, and other constructions and natural geographical features. Flood barrier may also refer to barriers placed around or at individual buildings to keep floodwaters from entering the buildings.
Crystal Beach is an unincorporated community in the Bolivar Peninsula census-designated place, in Galveston County, Texas, United States. Also known as Patton, Crystal Beach stretches 7 miles (10 km) along Texas State Highway 87 in the middle of Bolivar Peninsula.
Gilchrist, Texas is an unincorporated residential community and beachfront resort along State Highway 87, located seventeen miles east of Bolivar Point in the Bolivar Peninsula census-designated place, in Galveston County, Texas, United States.
The Texas City Dike is a levee located in Texas City, Texas, United States that projects nearly 5 miles (8.0 km) south-east into the mouth of Galveston Bay. It is flanked by the north-eastern tip of Galveston Island and the south-western tip of the Bolivar Peninsula. The dike, one of the area's most beloved and enduring landmarks, was originally designed to reduce the impact of sediment accumulation along the lower Bay.
Hurricane Ike was a powerful tropical cyclone that swept through portions of the Greater Antilles and Northern America in September 2008, wreaking havoc on infrastructure and agriculture, particularly in Cuba and Texas. Ike took a similar track to the 1900 Galveston hurricane. The ninth tropical storm, fifth hurricane, and third major hurricane of the 2008 Atlantic hurricane season, Ike developed from a tropical wave west of Cape Verde on September 1 and strengthened to a peak intensity as a Category 4 hurricane over the open waters of the central Atlantic on September 4 as it tracked westward. Several fluctuations in strength occurred before Ike made landfall on eastern Cuba on September 8. The hurricane weakened prior to continuing into the Gulf of Mexico, but increased its intensity by the time of its final landfall in Galveston, Texas, on September 13 before becoming an extratropical storm on September 14. The remnants of Ike continued to track across the United States and into Canada, causing considerable damage inland, before dissipating on the next day.
Hurricane Ike caused major destruction in Texas with crippling and long-lasting effects, including death, widespread damage, and impacts to the price and availability of oil and gas. Hurricane Ike also had a long-term impact on the U.S. economy. Making landfall over Galveston as a Category 2 hurricane, at 2:10 a.m. CDT on September 13, 2008, Hurricane Ike caused extensive damage in Texas, with sustained winds of 110 mph (180 km/h), a 22 ft (6.7 m) storm surge, and widespread coastal flooding.
The history of Galveston, Texas, begins with the archaeological record of Native Americans who used the island. The first European settlements on the island were constructed around 1816. The Port of Galveston was established in 1825 by the Congress of Mexico following its successful revolution from Spain. The city served as the main port for the Texas Navy during the Texas Revolution. Galveston was founded in 1836 by Michel Menard, Samuel May Williams, and Thomas F. McKinney, and briefly served as the capital of the Republic of Texas. The Battle of Galveston was fought in Galveston Bay during the American Civil War when Confederate forces under Major General John B. Magruder attacked and expelled occupying Union troops from the city.
East Bay also known as East Galveston Bay, is the eastern extension of Galveston Bay found in Chambers County, Texas. The bay is oriented northeast to southwest, and is approximately five miles wide and twenty miles in length. It covers the area north of the entire Bolivar Peninsula, and south of mainland Texas, including the small community of Smith Point at the western extreme. The bay's one extension is Rollover Bay, which is found to the extreme east near the town of Gilchrist.
The effects of the 1919 Florida Keys hurricane in Texas were the deadliest of any tropical cyclone in the Texas Coastal Bend, killing at least 284 people. The hurricane produced a widespread swath of devastation across the region, exacerbated by the large extent of its winds. The city of Corpus Christi bore the brunt of the hurricane's impacts, contributing to the largest portion of the damage toll in Texas; nearly all of the confirmed fatalities were residents of the city. The storm originated from the Leeward Islands early in September 1919 and took a generally west-northwestward course, devastating the Florida Keys en route to the Gulf of Mexico. On the afternoon of September 14, the center of the hurricane made landfall upon the Texas coast at Baffin Bay. The storm's winds were estimated at 115 mph (185 km/h) at landfall, making it a Category 3 hurricane on the Saffir–Simpson hurricane wind scale. After slowly moving ashore, it weakened and straddled the Rio Grande before dissipating on September 16 over West Texas.
