Social issues in China

Social issues in China are wide-ranging, and are a combined result of Chinese economic reforms set in place in the late 1970s, the nation's political and cultural history, and an immense population. Due to the significant number of social problems that have existed throughout the country, China's government has faced difficulty in trying to remedy the issues. Many of these issues are exposed by the Chinese media, while subjects that may contain politically sensitive issues may be censored. Some academics hold that China's fragile social balance, combined with a bubble economy makes China a very unstable country, while others argue China's societal trends have created a balance to sustain itself.

Overview

According to Professor Jianrong, official statistics show the number of recorded incidents of mass unrest are "boiling ... to the point of explosion". They have risen from 8,709 in 1993 to more than 90,000 in each 2007 through 2009. Reasons cited include an aggrieved class of dispossessed migrants and unemployed workers, a deep loss of faith in the system among many Chinese, and a weakening in the traditional means of state control. [1]

Professor Hu Xingdou of the Beijing University of Technology said corruption, state monopolies, the yawning wealth gap, and the rising cost of housing, education and medical care all contribute significantly to unrest. He said land seizures and the widening wealth gap were the two top factors: Since the beginning of Deng Xiaoping's reforms in 1979, the disparity between the urban and rural populations has risen from 2.56:1 in 1978 to 3.33:1 in 2009.

Urban income in 1978 was 343 yuan whilst rural income stood at 134 yuan; in 2009, the corresponding figures were 17,175 yuan and 5,153 yuan respectively. Despite the overall increase in urban income, unemployment, unpaid wages, and police misconduct are sources of grievance. Corruption is a very big issue in china.

Regional imbalances

Since the economic reforms in China began, income inequality has increased significantly. The Gini Coefficient, an income distribution gauge, has worsened from 0.3 back in 1986 to 0.42 in 2011. [2] Poverty researchers recognize anything above 0.4 as potentially socially destabilizing.

The growing wealth gap can be seen as a byproduct of China's economic and social development policies. Market reforms were carried out in two stages. The first stage, in the late 1970s and early 1980s, involved the de-collectivization of agriculture, the opening up of the country to foreign investment, and permission for entrepreneurs to start businesses. A large percentage of industries still remained state-owned. The second stage of reform, in the late 1980s and 1990s, involved the privatization and contracting out of much state-owned industry. The 1985 lifting of price controls[10] was a major reform, and the lifting of protectionist policies and regulations soon followed, although state monopolies in the commanding heights of the economy such as banking and petroleum remained. These reforms may have resulted in the adverse effects of having a widening inequity between the rich and the poor which subsequently may cause social and political instability, discrimination in access to areas such as public health, education, pensions and unequal opportunities for the Chinese people. It is important to note that the inequality in income in China can also be seen as a rural-urban income gap especially with the widely criticized social development policy, the Hukou (household registration) System in place. Market income – mainly wages – has been the driving factor in shaping urban income inequality since the economic reforms in China while the widening rural-urban income gap is due to low salaries for employees and migrants in many companies coupled with rapidly growing profits for the management of State-owned enterprises, real estate developers and some private companies. The urban per capita net income stood at 17,175 yuan ($2,525) in 2009, in contrast to 5,153 yuan in the countryside, with the urban-to-rural income ratio being 3.33:1, according to figures from the National Bureau of Statistics. [3]

The Hukou System has been long seen as an institutionalized source of inequality and disparity among the population and source of population control [4] seen a deterrence factor for rural citizens to seek a higher standard of living in the cities as rural citizens will be denied access to urban housing and education for their children. It is also seen as a legacy of the dualistic economy, serving as a highly effective measure of limiting urban migration. [5]

Employment

Employment distribution has been an important issue for the Chinese Government ever since it began initiating reforms. [6] The previous state-led system of employment has been restructured to accommodate the market economy. Its negative effects include the massive layoffs and the cracks to the household registration system, which sent many rural Chinese to seek employment in the cities. [7] These factors gave rise to the competitive labor force and unemployment. Employment levels differ from region to region, with stronger concentrations of unemployment in the interior.

The unemployment trend is attributed in part to the efforts of the Chinese Government to make its SOEs (State Owned Enterprises), which had a redundancy rate at an estimated 25-30% in 1999, [6] more efficient. [8] On the other hand, as of late 2011, the heavily industrialized coastal areas and cities are in fact experiencing an employment shortage due to the runaway growth of the economy. [9] Guangdong province alone needs at least 1 million workers to cover the shortage. [10] It is important to note, however, that unemployment elsewhere causes millions to leave home in the rural areas. By the end of 2009, for instance, 120 million workers, who lost their jobs due to the global economic crisis that affected China's manufacturing industry, trooped to areas such as Guangdong to find better opportunities. [11] The government's recent response to the unemployment problem has been viewed favorably because of a shift in perspective. Today, the state approaches the issue, not as a political problem but a socio-economic problem that require socio-economic solutions. [12] China's legal system is facing the intricate challenges posed by the political and social dynamics resulting from its rapid economic expansion. A significant issue within contemporary China revolves around the treatment of workers within the framework of a capitalist economy operating within a socialist political system. [13]

There are also related social problems to unemployment. These include the fact that the country's social insurance system is considered within the primitive stage of development, exposing employees to further problems in cases when the government allows the companies they work for to be liquidated. [11]

Since the establishment of the Chinese constitution, gender equality gained unprecedented importance for the Chinese state. [17] Their efforts were focused towards extending women's rights politically, economically, culturally and socially. [17] [18] For example, throughout the past few decades China integrated a series of laws and programs forbidding sex-selective abortions, protecting mothers' rights, improving the livelihood of girls, and criminalizing discriminatory employer practices. [19] [17] However, despite being a pillar of their constitution, gender equality failed to translate as effectively in practice. [20] In multiple sectors of Chinese society women still face discrimination. First, the employment sector reveals several mechanisms disadvantaging women from an equal position in the work force. Notably, the rising wage gap, the reproduction of stereotypes in job opportunities, the confinement of women to lower paid posts, and the unfair practices of penalizing women for motherhood duties. [21] [22] [17] The gender wage gap remains a tough struggle for China to conquer, with studies showing its continued rise rather than its decline– especially amongst lower income groups. [21] This is partly due to the restricted employment opportunities offered to women– notably, their limitation to lower level administrative and sales jobs–, and to their greater lack of education. [17] Additionally, while men are hired for their experience, women are employed for their youth, height, and attractiveness; consequently, further limiting them to stereotypical career choices. [22] Furthermore, despite it being illegal, employers refuse to recruit women to avoid child bearing costs, or even fire women over their "inefficiency" during pregnancies. [17] Similarly, the family sector reveals countless instances of discrimination against women in China. For starters, China still suffers from excess female child mortality, as a result of the one child policy and sex-selective abortions, which favor sons over daughters. [19] Although the practice is illegal, sons provide a greater cultural and economic advantage for Chinese families: they carry the family lineage, they support parents in old-age, and they generally dominate the family power structure. [19] Additionally, even when daughters are born, they still face gender inequalities. Using Engel's curve, scholars measured the extent to which food shares per family rise during a male versus a female birth, and found that they increase significantly more for sons than daughters; thus, signaling the family's greater care and importance for male than female offsprings. [18] The discrimination of women continues to be an important social issue for China to overcome, and is continuously affected by cultural, political, and economic factors.

Culturally, Confucianism has had an important impact in establishing women as "subservient", and men as dominant patriarchal figures. [17] Politically, since the establishment of communist China, women have become valued as equals through the constitution. [17] Economically, however, reforms have weakened the state's presence in the market, and consequently, also weakened their protection over women's rights. [17] Thus, while political attempts have been made to empower women, cultural and economic traditions fuel gender discrimination in China. However, while many authors highlight the evidence for gender inequality, other scholars find opposite results claiming that Chinese society does not favor men. [23] [24] These contradicting claims are likely due to the complex nature of measuring gender discrimination; specifically, not accounting for factors such as: location, sector, or biological differences. [18]

Lastly, Chinese society has a loud community of women's rights and feminist activists fighting against gender inequalities. [25] Feminists in China speak out on issues of violence against women, employment inequalities, and discriminatory Chinese traditions and policies. [25] Despite Chinese censorship laws, activists remain motivated to challenge gender discrimination, by relying on online social protests. [26] For instance, in 2018 more than 30 million Chinese citizens participated in the #MeToo movement on social media platforms in order to raise awareness against sexual harassment. [25] Thus, the internet has become an important tool for Chinese society to fight against gender discrimination, and eradicate this social issue.

Homelessness in China is a significant social issue. In 2011, there were approximately 2.41 million homeless adults and 179,000 homeless children living in the country. [29] However, one publication estimated that there were between 1 to 1.5 million homeless children in China in 2012. [30]

Hukou is a system of household registration used in mainland China. The system itself is more properly called "huji", and has origins in ancient China; hukou is the registration of an individual in the system. A household registration record officially identifies a person as a permanent resident of an area and includes identifying information such as name, parents, spouse and date of birth. A hukou can also refer to a family register in many contexts since the household register is issued per family, and usually includes the births, deaths, marriages, divorces, and moves, of all members in the family.

Feminization of poverty refers to a trend of increasing inequality in living standards between men and women due to the widening gender gap in poverty. This phenomenon largely links to how women and children are disproportionately represented within the lower socioeconomic status community in comparison to men within the same socioeconomic status. Causes of the feminization of poverty include the structure of family and household, employment, sexual violence, education, climate change, "femonomics" and health. The traditional stereotypes of women remain embedded in many cultures restricting income opportunities and community involvement for many women. Matched with a low foundation income, this can manifest to a cycle of poverty and thus an inter-generational issue.

The social structure of China has an expansive history which begins from the feudal society of Imperial China to the contemporary era. There was a Chinese nobility, beginning with the Zhou dynasty. However, after the Song dynasty, the powerful government offices were not hereditary. Instead, they were selected through the imperial examination system, of written examinations based on Confucian thought, thereby undermining the power of the hereditary aristocracy.

Internal migration in the People's Republic of China is one of the most extensive in the world according to the International Labour Organization. This is because migrants in China are commonly members of a floating population, which refers primarily to migrants in China without local household registration status through the Chinese Hukou system. In general, rural-urban migrant most excluded from local educational resources, citywide social welfare programs and many jobs because of their lack of hukou status. Migrant workers are not necessarily rural workers; they can simply be people living in urban areas with rural household registration.

Social welfare in China has undergone various changes throughout history. The Ministry of Human Resources and Social Security is responsible for the social welfare system. Currently the form of social welfare is in between 40-75% according to their means of production.

In China today, poverty refers mainly to the rural poor. Decades of economic development has reduced urban extreme poverty. According to the World Bank, more than 850 million Chinese people have been lifted out of extreme poverty; China's poverty rate fell from 88 percent in 1981 to 0.7 percent in 2015, as measured by the percentage of people living on the equivalent of US$1.90 or less per day in 2011 purchasing price parity terms, which still stands in 2022.

Globalization affected women's rights and the gender hierarchy in China, in aspects of domestic life such as marriage and primogeniture, as well as in the workplace. These changes altered the quality of life and the availability of opportunities to women at different junctures throughout the modern globalization process.

As the economy of China has rapidly developed, issues of labor relations have evolved. Prior to this reform, Chinese citizens were only allowed to work where they originated from. Since 1978, when China began labor force reforms, the overwhelming majority of the labor force were either working at State owned enterprises or as farm workers in the rural countryside. However, over time China began to reform and by the late 90's many had moved from the countryside into the cities in hopes of higher paying jobs and more opportunities. The only connection between the countryside and the city soon became that there was a huge floating population connecting them. Independent unions are illegal in China with only the All-China Federation of Trade Unions (ACTFU) permitted to operate. China has been the largest exporter of goods in the world since 2009. Not only that, in 2013 China became the largest trading nation in the world. As China moved away from their planned economy and more towards a market economy the government has brought on many reforms. The aim of this shift in economies was to match the international standards set by the World Trade Organization and other economic entities. The ACTFU that was established to protect the interests of national and local trade unions failed to represent the workers, but instead failed to do so leading to the 2010 crackdowns. However, these strikes were centered around foreign companies.

China's current mainly market economy features a high degree of income inequality. According to the Asian Development Bank Institute, “before China implemented reform and opening-up policies in 1978, its income distribution pattern was characterized as egalitarian in all aspects.”

In the United States, despite the efforts of equality proponents, income inequality persists among races and ethnicities. Asian Americans have the highest median income, followed by White Americans, Hispanic Americans, African Americans, and Native Americans. A variety of explanations for these differences have been proposed—such as differing access to education, two parent home family structure, high school dropout rates and experience of discrimination and deep-seated and systemic anti-Black racism—and the topic is highly controversial.

In 2021, China ranked 48th out of 191 countries on the United Nations Development Programme's Gender Inequality Index (GII). Among the GII components, China's maternal mortality ratio was 32 out of 100,000 live births. In education 58.7 percent of women age 25 and older had completed secondary education, while the counterpart statistic for men was 71.9 percent. Women's labour power participation rate was 63.9 percent, and women held 23.6 percent of seats in the National People's Congress. In 2019, China ranked 39 out of the 162 countries surveyed during the year.

<span class="mw-page-title-main">Gender pay gap</span> Average difference in remuneration amounts between men and women

The gender pay gap or gender wage gap is the average difference between the remuneration for men and women who are working. Women are generally found to be paid less than men. There are two distinct numbers regarding the pay gap: non-adjusted versus adjusted pay gap. The latter typically takes into account differences in hours worked, occupations chosen, education and job experience. In other words, the adjusted values represent how much women and men make for the same work, while the non-adjusted values represent how much the average man and woman make in total. In the United States, for example, the non-adjusted average woman's annual salary is 79–83% of the average man's salary, compared to 95–99% for the adjusted average salary.

Education inequality in China exists on multiple levels, with significant disparities occurring along gender, geographical, and ethnic divides. More specifically, disparities exist in the distribution of educational resources nationwide, as well as the availability of education on levels, ranging from basic to higher education.

Even in the modern era, gender inequality remains an issue in Japan. In 2015, the country had a per-capita income of US$38,883, ranking 22nd of the 188 countries, and No. 18 in the Human Development Index. In the 2019 Gender Inequality Index report, it was ranked 17th out of the participating 162 countries, ahead of Germany, the UK and the US, performing especially well on the reproductive health and higher education attainment indices. Despite this, gender inequality still exists in Japan due to the persistence of gender norms in Japanese society rooted in traditional religious values and government reforms. Gender-based inequality manifests in various aspects from the family, or ie, to political representation, to education, playing particular roles in employment opportunities and income, and occurs largely as a result of defined roles in traditional and modern Japanese society. Inequality also lies within divorce of heterosexual couples and the marriage of same sex couples due to both a lack of protective divorce laws and the presence of restrictive marriage laws. In consequence to these traditional gender roles, self-rated health surveys show variances in reported poor health, population decline, reinforced gendered education and social expectations, and inequalities in the LGBTQ+ community.

Unemployment has been a serious social issue in China in recent years, regarding both an increase in quantity and an unequal impact on different social regions. The influence of foreign investment in China has greatly increased since the Open Door Policy was implemented in the early 1980s. The relationship between foreign-funded enterprises and urban labor market development is dual. Opponents influence the shape of labor-market regulation; however, foreign-funded enterprises have also become a major source of demand for urban and rural areas migrant workers. Demographic factors also affect unemployment in China, such as age and sex. The position of women in the labor market has been deteriorating, with a decline in labor force participation rate, rising unemployment, increased work intensity and a widening gender pay gap.

Rhonda Michèle Williams was an American professor, activist and political economist whose work combined economics with multiple other social fields including race and gender analysis, law, politics, public policy and cultural studies. She aimed to show how the examination of the roles of race and gender in economics benefitted from an inclusive approach rather than a separate and fragmented analysis in order to ensure that issues of economic inequality and discrimination were aptly addressed. Williams was also noted as being consistent in aligning her own ethics with economic analysis resulting in a legacy in the political economy of race and gender.

China has been one of the fastest growing economies in the world since the implementation of its reform policies in the late 1970s. This economic growth has been accompanied by a rapid increase in income inequality that China's Gini coefficient increased from 0.310 in 1981 to 0.468 in 2018. Several policies have been introduced with the aim to alleviate the income inequality in China.

According to data from 2010, low-income earners make up 37.8% of South Korea's labour force. Conversely, the highest income earners make up 1.4% of the labour force.
