The Balkans, corresponding partially with the Balkan Peninsula, is a geographical area in southeastern Europe with various geographical and historical definitions. The region takes its name from the Balkan Mountains that stretch throughout the whole of Bulgaria. The Balkan Peninsula is bordered by the Adriatic Sea in the northwest, the Ionian Sea in the southwest, the Aegean Sea in the south, the Turkish straits in the east, and the Black Sea in the northeast. The northern border of the peninsula is variously defined. The highest point of the Balkans is Musala, 2,925 metres (9,596 ft), in the Rila mountain range, Bulgaria.

The Slavs or Slavic people are groups of people who speak Slavic languages. Since the breakup of the Socialist Federal Republic of Yugoslavia in the early 1990s, the foreign policy of the newly established Federal Republic of Yugoslavia was characterized primarily by a desire to secure its political and geopolitical position and the solidarity with ethnic Serbs in other former Yugoslav republics through a strong nationalist campaign. While the country was involved in Yugoslav Wars and therefore exposed to several rounds of devastating sanctions against Yugoslavia this involvement was often denied for political or ideological reasons. In the initial period Federal Republic of Yugoslavia unsuccessfully aspired to gain international recognition as the sole legal successor state to SFR Yugoslavia, the country which was one of the most prominent foreign policy subjects during the Cold War.

Succession of states is a concept in international relations regarding a successor state that has become a sovereign state over a territory that was previously under the sovereignty of another state. The theory has its roots in 19th-century diplomacy. A successor state often acquires a new international legal personality, which is distinct from a continuing state, also known as a continuator or historical heir, which despite changes to its borders retains the same legal personality and possess all its existing rights and obligations.

UN M49 or the Standard Country or Area Codes for Statistical Use is a standard for area codes used by the United Nations for statistical purposes, developed and maintained by the United Nations Statistics Division. Each area code is a 3-digit number which can refer to a wide variety of geographical and political regions, like a continent and a country. Codes assigned in the system generally do not change when the country or area's name changes, but instead change when the territorial extent of the country or area changes significantly, although there have been exceptions to this rule.

The breakup of Yugoslavia was a process in which the Socialist Federal Republic of Yugoslavia was broken up into constituent republics, and over the course of which the Yugoslav wars started. The process generally began with the death of Josip Broz Tito on 4 May 1980 and formally ended when the last two remaining republics proclaimed the Federal Republic of Yugoslavia on 27 April 1992. At that time the Yugoslav wars were still ongoing, and FR Yugoslavia continued to exist until 2003, when it was renamed and reformed as the state union of Serbia and Montenegro. This union lasted until 5 June 2006 when Montenegro proclaimed independence. The former Yugoslav autonomous province of Kosovo subsequently proclaimed independence from Serbia in February 2008.
