Minden is a census-designated place (CDP) in Fayette County, West Virginia, United States. As of the 2010 census, its population was 250. [2] It has possessed a post office since 1905. [3]
The community was named after Minden, Germany, the native town of a local coal-mining official. [4] The Arbuckle creek runs through Minden.
In 1984, the West Virginia Division of Natural Resources reported PCB transformers at Shaffer Mine, which is on land owned by Berwind Land Co to the EPA. Soil samples from the old Shaffer mine showed PCB levels of 250,000 parts per million (ppm) and the EPA declared it a Superfund Site. [5] There were two clean-ups one in the 1980s and in 1992, including sealing of one part of the mine site. The United States Occupational Safety and Health Administration nevertheless did not monitor employee exposure to PCB. [6] A local doctor said that already in the 1980s he had told EPA agents that he believed PCB exposure was causing a higher number of cancer. [6]
In 2015, the community was annexed into the city of Oak Hill to acquire and upgrade the failing Arbuckle Public Service District. After a lengthy court battle, the annexation was upheld on November 18, 2016 by the West Virginia Supreme Court of Appeals. The Public Service District had been discharging sewage into Arbuckle Creek, investigated for loss and misappropriation of funds, and defaulted on bonds to the United States Department of Agriculture. [7]
In June 2017, the EPA started sampling soil because of a higher than expected frequency of cancers. More than 30 percent of residents have been diagnosed with a form of cancer (80% per Men's Health, Jan/Feb 2020), [8] and 100 people who have lived or live in Minden have reported that one or more family members have been cancer patients. Some have multiple myeloma, a very aggressive blood cancer. [5] [9]
Polychlorinated biphenyls (PCBs) are highly carcinogenic chemical compounds, formerly used in industrial and consumer products, whose production was banned in the United States by the Toxic Substances Control Act in 1976 and internationally by the Stockholm Convention on Persistent Organic Pollutants in 2001.
Polychlorinated dibenzodioxins (PCDDs), or simply dioxins, are a group of long-lived polyhalogenated organic compounds that are primarily anthropogenic, and contribute toxic, persistent organic pollution in the environment.
Roundup is the brand name of a systemic, broad-spectrum glyphosate-based herbicide originally produced by Monsanto, which Bayer acquired in 2018. Glyphosate is the most widely used herbicide in the United States. As of 2009, sales of Roundup herbicides still represented about 10 percent of Monsanto's revenue despite competition from Chinese producers of other glyphosate-based herbicides. The overall Roundup line of products, which includes genetically modified seeds, represented about half of Monsanto's yearly revenue. The product is marketed to consumers by Scotts Miracle-Gro Company.
Toxicity is the degree to which a chemical substance or a particular mixture of substances can damage an organism. Toxicity can refer to the effect on a whole organism, such as an animal, bacterium, or plant, as well as the effect on a substructure of the organism, such as a cell (cytotoxicity) or an organ such as the liver (hepatotoxicity). By extension, the word may be metaphorically used to describe toxic effects on larger and more complex groups, such as the family unit or society at large. Chlorpyrifos (CPS), also known as Chlorpyrifos ethyl, is an organophosphate pesticide that has been used on crops, animals, and buildings, and in other settings, to kill several pests, including insects and worms. It acts on the nervous systems of insects by inhibiting the acetylcholinesterase enzyme. Chlorpyrifos was patented in 1966 by Dow Chemical Company.
The Toxic Substances Control Act (TSCA) is a United States law, passed by the 94th United States Congress in 1976 and administered by the United States Environmental Protection Agency (EPA), that regulates chemicals not regulated by other U.S. federal statutes, including chemicals already in commerce and the introduction of new chemicals. When the TSCA was put into place, all existing chemicals were considered to be safe for use and subsequently grandfathered in. Its three main objectives are to assess and regulate new commercial chemicals before they enter the market, to regulate chemicals already existing in 1976 that posed an "unreasonable risk of injury to health or the environment", as for example PCBs, lead, mercury and radon, and to regulate these chemicals' distribution and use.
Hexavalent chromium (chromium(VI), Cr(VI), chromium 6) is chromium in any chemical compound that contains the element in the +6 oxidation state (thus hexavalent). Virtually all chromium ore is processed via hexavalent chromium, specifically the salt sodium dichromate. Hexavalent chromium is key to all materials made from chromium. Approximately 136,000 tonnes (150,000 tons) of hexavalent chromium were produced in 1985.

In 1990, the Allied Paper, Inc./Portage Creek/Kalamazoo River in southwestern Michigan was declared by the Environmental Protection Agency (EPA) to be a Superfund site – in other words, an abandoned industrial site containing significant amounts of toxic waste. The EPA and companies responsible for the waste in this area, which includes a three-mile section of Portage Creek as well as part of the Kalamazoo River, into which it flows, are currently involved in an effort to reduce the amount of toxic waste at the site, which is contaminated by PCBs from paper mills and other factories.

In the 1950s, the Navajo Nation was situated directly in the uranium mining belt that experienced a boom in production, and many residents found work in the mines. Prior to 1962, the risks of lung cancer due to uranium mining were unknown to the workers, and the lack of a word for radiation in the Navajo language left the miners unaware of the associated health hazards. The cultural significance of water for the Navajo people and the environmental damage to both the land and livestock inhibits the ability of the Navajo people to practice their culture.
The Clyde cancer cluster was a childhood cancer cluster located in and around Clyde, Ohio, United States. The cluster was classified by the Ohio Department of Health in 2009. In an 11-year interval, ten childhood cancers were documented in an area where 5.3 were expected, and four pediatric brain and central nervous system cancers were reported, in an area where 0.92 were expected. According to the ODH, the odds of this happening without a common cause are less than 1 in 20. No known commonality exists between the cases, and despite years of investigation no cause has been found.
Water contamination in Lawrence and Morgan Counties, Alabama, revolves around the presence of perfluorooctanoic acid (PFOA) and perfluorooctanesulfonic acid (PFOS) in the water supply. After the US Environmental Protection Agency (EPA) released new health advisories in March 2016, there was concern over health risks of the levels of PFOA and PFOS present. The responses of different government officials, agencies, and companies raise questions as to whether or not there was any environmental injustice involved.
Environmental issues in Appalachia, a cultural region in the Eastern United States, include long term and ongoing environmental impact from human activity, and specific incidents of environmental harm such as environmental disasters related to mining. A mountainous area with significant coal deposits, many environmental issues in the region are related to coal and gas extraction. Some extraction practices, particularly surface mining, have met significant resistance locally and at times have received international attention.
Emmell's Septic Landfill (ESL) is located at 128 Zurich Ave, Galloway Township, New Jersey and takes up about 38 acres of space. The landfill was in operation from 1967 until 1979. ESL disposed of liquid and solid waste including many chemicals such as volatile organic compounds (VOCs), Polychlorinated Biphenyls (PCBs), Trichloroethene and Vinyl chloride which all had their own effect on the environment and community. These chemicals affected the groundwater required millions of dollars to reconstruct the groundwater pathways and provide clean water to residents. The landfill holds a Hazardous Ranking Score of a 50/100, qualifying for the Superfund National Priority List. In August 1999, the state acknowledged the site's contamination and held town meetings and provided research upon the site such as groundwater samples. In July 1997, a sitewide investigation was called upon by the United States Environmental Protection Agency. In total the clean up was estimated to cost $5 million to fund this superfund site, and a grant of $3.9 million was given by the Federal Government under the Recovery Act Funding (Previti). Today, the project is still ongoing however, greatly improved since the landfill was discovered.
The Diamond Head Oil Refinery is a former oil reprocessing facility located in Kearny, New Jersey, United States, that was designated as a Superfund site by the Environmental Protection Agency (EPA). It opened up in 1946, but then stopped production in 1979 and has been inactive since then. The refinery was shut down in 1980 and the EPA designated it as a Superfund site in 1991 due to the discovery of toxic chemicals in the soil and the surface water. This created a dangerous work environment for the workers at the facility. The EPA proposed a clean up plan for the site, but it has yet to take effect. So far, the Diamond Head site is still in the process of being cleaned up. Although cleanup plans were discussed and finalized, the future of the Diamond Head Oil Refinery and its cleanup state is unknown.
Price Landfill is a 26-acre site located in Pleasantville, Egg Harbor Township, Atlantic County, New Jersey. Price Landfill is also known as Price Sanitary Landfill, Prices Pit, Price Landfill No.1 and Price Chemical Dump. The United States Environmental Protection Agency (USEPA) added Price Landfill to the Superfund National Priorities List on September 20, 1983, because of the hazardous chemicals found on the site and in the groundwater. The site was originally owned by Mr. Charles Price and was used to mine sand and gravel, which was shut down in 1968. The site was then turned into a private landfill in 1969 and then a commercial solid waste landfill in 1971. At this point the landfill was used to dispose of liquid waste by companies, specifically Atlantic City Electric Company. The liquid waste consisted of industrial chemicals, oils and greases/sludges, septic tank and sewer wastes, which were disposed on the site for 8 years, ending altogether in 1976, but in the meantime, having contaminated the groundwater, soil, air, and nearby creeks, specifically Absecon Creek. Chemicals dumped on the site are believed to be 1,2-Dichloroethane, arsenic, benzene, chloroform, lead, and vinyl chloride, all of which contaminated the groundwater, soil, air, and nearby creeks. The USEPA originally got involved in 1982 by beginning to correct the damage. Currently the USEPA states that they are continuing to monitor and treat the groundwater and land, and that hazards to humans are controlled.

Environmental racism is a form of institutional racism, in which people of colour bear a disproportionate burden of environmental harms, such as pollution from hazardous waste disposal and the effects of natural disasters.
