Madagascar is divided into 22 regions (faritra). These formerly second-tier administrative divisions became first-level administrative divisions when the former six provinces were dissolved on 4 October 2009.
Elections for the regional councils were held on 16 March 2008.
In the administrative divisions of France, the department is one of the three levels of government under the national level, between the administrative regions and the communes. Ninety-six departments are in metropolitan France, with an additional five constituting overseas departments, which are also classified as overseas regions. Departments are further subdivided into 333 arrondissements and 2,054 cantons. These last two levels of government have no political autonomy, instead serving as the administrative basis for the local organisation of police, fire departments as well as, in certain cases, elections.
France is divided into eighteen administrative regions, of which thirteen are located in metropolitan France, while the other five are overseas regions.
The overseas departments and regions of France are departments of the French Republic which are outside the continental Europe situated portion of France, known as "metropolitan France". The distant parts have exactly the same status as mainland France's regions and departments. The French Constitution provides that, in general, French laws and regulations apply to French overseas regions the same as in metropolitan France, but can be adapted as needed to suit the region's particular needs. Hence, the local administrations of French overseas regions cannot themselves pass new laws. On occasion referendums are undertaken to re-assess the sentiment in local status.
Antananarivo Province is a former province of Madagascar with an area of 58,283 square kilometres (22,503 sq mi). It had a population of 5,370,900 in 2004. Its capital was Antananarivo, which is also the capital of the country. Established in 1965, it was the most important province of Madagascar in terms of industrial production. It was one of the most literate provinces and was dominated by the Merina people. Along with the other five provinces, it was abolished in 2007 after a referendum in favour of creation of smaller regions to help in development was approved. It was badly affected by plagues in the 20th century. In 2002 a state of emergency was proclaimed by the then president Didier Ratsiraka. The events that followed led to the other five provinces announcing the creation of a new republic that would have excluded Antananarivo Province. Peace was restored only when Marc Ravalomanana was installed as the country's president.
Antsiranana is a former province of Madagascar with an area of 43,406 km2. It had a population of 1,188,425. Its capital was Antsiranana. A diversity of ethnic groups are found in the province, including Anjoaty, Sakalava, Antakarana, Tsimihety, Antemoro, Betsimisaraka, Antandroy, etc.

Befandriana-Nord or Befandriana-Avaratra is a district in northern Madagascar. It is a part of Sofia Region and borders the districts of Bealanana in north, Andapa to the northeast, Maroantsetra to the east, Mandritsara to the south, Boriziny-Vaovao to the southwest and Antsohihy to the north-west. The area is 8,718.98 km2 (3,366 sq mi) and the population was estimated to be 271,314 in 2020.
Mampikony is a district in northern Madagascar. It is a part of Sofia Region and borders the districts of Boriziny (Port-Bergé) in north, Marovoay and Ambatoboeny in west, Tsaratanana in south and Andilamena in east. The area is 4,611 km2 (1,780 sq mi) and the population was estimated to be 204,840 in 2020.
Districts are second-level administrative divisions of Madagascar below the regions. There are 114 districts in Madagascar. Districts are themselves divided into communes; while some of the districts in urban areas and offshore islands each consist of only one commune, most of the districts are divided typically into 5–20 communes.
Antsirabe II is a rural district in Vakinankaratra Region, Madagascar. The district surrounds the urban district and city of Antsirabe. It also borders the district of Faratsiho to the north, Antanifotsy to the east and Betafo to the west, in addition to the region of Antanifotsy to the south. The district covers a total area of 2,471.31 km2, with a population estimated at 475,556 in 2020.
Beloha District is a district in the Androy Region, located in southeastern Madagascar. Beloha is situated near the Cape Sainte Marie, the southernmost point of Madagascar. The district has an area of 4,787 km2 (1,848 sq mi), and the estimated population in 2020 was 167,650.
Antananarivo-Avaradrano is a district of Analamanga in Madagascar.
Boriziny-Vaovao is a district of Sofia in Madagascar. The capital of Boriziny-Vaovao is the city of Boriziny, formerly called Port-Bergé. The Sofia River flows into the sea in this district. The district has an area of 7,088 km2 (2,737 sq mi), and the estimated population in 2020 was 248,906.
Farafangana is a district of Atsimo-Atsinanana in Madagascar. The district has an area of 2,824 km2 (1,090 sq mi), and the estimated population in 2020 was 436,226.
Ifanadiana is a district of Vatovavy in Madagascar. The district has an area of 3,971 km2 (1,533 sq mi), and the estimated population in 2020 was 183,553.
Mahabo is a district of Menabe in Madagascar. The district has an area of 13,716 km2 (5,296 sq mi), and the estimated population in 2020 was 157,104.
Maroantsetra is a district of Analanjirofo in Madagascar. It hosts part of Masoala National Park and part of Makira Natural Park. The district has an area of 6,965 km2 (2,689 sq mi), and the estimated population in 2020 was 264,234.
Tsihombe is a municipality and a district of Androy in Madagascar. The district has an area of 3,316 km2 (1,280 sq mi), and the estimated population in 2020 was 158,954.
