Food quality is a concept often based on the organoleptic characteristics (e.g., taste, aroma, appearance) and nutritional value of food. Producers reducing potential pathogens and other hazards through food safety practices is another important factor in gauging standards. A food's origin, and even its branding, can play a role in how consumers perceive the quality of products. [1]
Consumer acceptability of foods is typically based upon flavor and texture, as well as its color and smell. [1]
The International Organization for Standardization identifies requirements for a producer's food safety management system, including the processes and procedures a company must follow to control hazards and promote safe products, through ISO 22000.[ permanent dead link ] Federal and state level departments, specifically The Food and Drug Administration, are responsible for promoting public health by, among other things, ensuring food safety. Food quality in the United States is enforced by the Food Safety Act 1990. The European Food Safety Authority provides scientific advice and communicates on risks associated with the food chain on the continent. [2]
There are many existing international quality institutes testing food products in order to indicate to all consumers which are higher quality products. Founded in 1961 in Brussels, The international Monde Selection quality award is the oldest [3] in evaluating food quality. [4] The judgements are based on the following areas: taste, health, convenience, labelling, packaging, environmental friendliness and innovation. [5] As many consumers rely on manufacturing and processing standards, the Institute Monde Selection takes into account the European Food Law. [5]
Food quality in the United States is enforced by the Food Safety Act 1990. Members of the public complain to trading standards professionals, [specify] who submit complaint samples and also samples used to routinely monitor the food marketplace to public analysts. Public analysts carry out scientific analysis on the samples to determine whether the quality is of sufficient standard. It is an important food manufacturing requirement because food consumers are susceptible to any form of contamination that may occur during the manufacturing process. [6]
Food quality also deals with product traceability, (e.g., of ingredient, and packaging suppliers), should a recall of the product be required. It also deals with labeling issues to ensure there is correct ingredient and nutritional information. It is an important food manufacturing requirement, because food consumers are susceptible to any form of contamination that may occur during the manufacturing process. [6] There are also sanitation requirements because it is important to ensure that the food processing environment is as clean as possible in order to produce the safest possible food for the consumer.[ citation needed ]
Environmentally sustainable practices, animal welfare, and authenticity play a subjective role when considering the quality of food. [1]
Many consumers also rely on manufacturing and processing standards, particularly to know what ingredients are present, due to dietary, nutritional requirements (kosher, halal, vegetarian), or medical conditions (e.g., diabetes, or allergies).[ citation needed ]
General food labeling is required by law to be present on food packages. [7] Food containers and packages should be labeled on the front label panels or the principal display panel (PDP). [8]
The Food Allergen Labeling and Consumer Protection Act of 2004 covers the eight food groups that qualify as "major food allergens": milk, eggs, fish, crustacean shellfish, tree nuts, wheat, peanuts, and soybeans. [9]
The United States Department of Agriculture requires food labels to ensure the quality of food products sold. [10] There are different types of food labeling guidelines depending on the type of food group, this includes: dairy, beef, poultry, eggs, USDA Certified Organic, Plant Variety Protection, fruits, vegetables, and specialty crops. [11] Grade shields, official seals and labels are all granted to products that have completed review through USDA’s Agricultural Marketing Service as well as following required labeling guidelines. [12] To consumers and buyers, these shields, seals, and labels ensure the quality and integrity of products. [12]
In Sweden, food labeling is regulated by the Swedish Food Agency (Livsmedelsverket) and follows the guidelines set by the European Union. The EU's primary regulation on food labeling is Regulation (EU) No 1169/2011 on the provision of food information to consumers. [13] [14]
Good agricultural practice (GAP) is a certification system for agriculture, specifying procedures that must be implemented to create food for consumers or further processing that is safe and wholesome, using sustainable methods. While there are numerous competing definitions of what methods constitute good agricultural practice, there are several broadly accepted schemes that producers can adhere too.
A farmers' market is a physical retail marketplace intended to sell foods directly by farmers to consumers. Farmers' markets may be indoors or outdoors and typically consist of booths, tables or stands where farmers sell their produce, live animals and plants, and sometimes prepared foods and beverages. Farmers' markets exist in many countries worldwide and reflect the local culture and economy. The size of the market may be just a few stalls or it may be as large as several city blocks. Due to their nature, they tend to be less rigidly regulated than retail produce shops.
Organic certification is a certification process for producers of organic food and other organic agricultural products, in the European Union more commonly known as ecological or biological products. In general, any business directly involved in food production can be certified, including seed suppliers, farmers, food processors, retailers and restaurants. A lesser known counterpart is certification for organic textiles that includes certification of textile products made from organically grown fibres.
Current good manufacturing practices (cGMP) are those conforming to the guidelines recommended by relevant agencies. Those agencies control the authorization and licensing of the manufacture and sale of food and beverages, cosmetics, pharmaceutical products, dietary supplements, and medical devices. These guidelines provide minimum requirements that a manufacturer must meet to assure that their products are consistently high in quality, from batch to batch, for their intended use. The rules that govern each industry may differ significantly; however, the main purpose of GMP is always to prevent harm from occurring to the end user. Additional tenets include ensuring the end product is free from contamination, that it is consistent in its manufacture, that its manufacture has been well documented, that personnel are well trained, and that the product has been checked for quality more than just at the end phase. GMP is typically ensured through the effective use of a quality management system (QMS).
The National Organic Program (NOP) is the federal regulatory framework in the United States of America governing organic food. It is also the name of the United States Department of Agriculture (USDA) Agricultural Marketing Service (AMS) program responsible for administering and enforcing the regulatory framework. The core mission of the NOP is to protect the integrity of the USDA organic seal. The seal is used for products adhering to USDA standards that contain at least 95% organic ingredients.
Quality Assurance International (QAI) is a U.S.-based international organic certification company that is authorized by the United States Department of Agriculture (USDA) as "a USDA-accredited certifying agent that operates globally to certify organic operations to National Organic Program standards." It is a for-profit corporation, established in 1989, and headquartered in San Diego, California. It is one of the world's largest certifiers, operating in the United States, Canada, Latin America, European Union, and Japan.
The Agricultural Marketing Service (AMS) is an agency of the United States Department of Agriculture; it maintains programs in five commodity areas: cotton and tobacco; dairy; fruit and vegetable; livestock and seed; and poultry. These programs provide testing, standardization, grading and market news services for those commodities, and oversee marketing agreements and orders, administer research and promotion programs, and purchase commodities for federal food programs. The AMS enforces certain federal laws such as the Perishable Agricultural Commodities Act and the Federal Seed Act. The AMS budget is $1.2 billion. It is headquartered in the Jamie L. Whitten Building in Washington, D.C.
The law in the United Kingdom on food information and labelling is multifaceted and is spread over many reforms and parliamentary acts. UK law is based on the relevant European Union rules, chiefly Regulation (EU) 1169/2011, which is implemented in the UK in the Food Information Regulations 2014, the Food Information (Wales) Regulations 2014, the Food Information (Scotland) Regulations 2014 and the Food Information Regulations 2014. Regulations apply to the labelling of goods pre-packaged for sale and to the provision of information regarding non-prepacked (loose) foods.
Natural food and all-natural food are terms in food labeling and marketing with several definitions, often implying foods that are not manufactured by processing. In some countries like the United Kingdom, the term "natural" is defined and regulated; in others, such as the United States, the term natural is not enforced for food labels, although there is USDA regulation of organic labeling.
Food policy is the area of public policy concerning how food is produced, processed, distributed, purchased, or provided. Food policies are designed to influence the operation of the food and agriculture system balanced with ensuring human health needs. This often includes decision-making around production and processing techniques, marketing, availability, utilization, and consumption of food, in the interest of meeting or furthering social objectives. Food policy can be promulgated on any level, from local to global, and by a government agency, business, or organization. Food policymakers engage in activities such as regulation of food-related industries, establishing eligibility standards for food assistance programs for the poor, ensuring safety of the food supply, food labeling, and even the qualifications of a product to be considered organic.
A tree nut allergy is a hypersensitivity to dietary substances from tree nuts and edible tree seeds causing an overreaction of the immune system which may lead to severe physical symptoms. Tree nuts include almonds, Brazil nuts, cashews, chestnuts, filberts/hazelnuts, macadamia nuts, pecans, pistachios, shea nuts and walnuts.
Food safety is used as a scientific method/discipline describing handling, preparation, and storage of food in ways that prevent foodborne illness. The occurrence of two or more cases of a similar illness resulting from the ingestion of a common food is known as a food-borne disease outbreak. This includes a number of routines that should be followed to avoid potential health hazards. In this way, food safety often overlaps with food defense to prevent harm to consumers. The tracks within this line of thought are safety between industry and the market and then between the market and the consumer. In considering industry-to-market practices, food safety considerations include the origins of food including the practices relating to food labeling, food hygiene, food additives and pesticide residues, as well as policies on biotechnology and food and guidelines for the management of governmental import and export inspection and certification systems for foods. In considering market-to-consumer practices, the usual thought is that food ought to be safe in the market and the concern is safe delivery and preparation of the food for the consumer. Food safety, nutrition and food security are closely related. Unhealthy food creates a cycle of disease and malnutrition that affects infants and adults as well.
The Center for Food Safety and Applied Nutrition is the branch of the United States Food and Drug Administration (FDA) that regulates food, dietary supplements, and cosmetics, as opposed to drugs, biologics, medical devices, and radiological products, which also fall under the purview of the FDA.
Nutritional rating systems are used to communicate the nutritional value of food in a more-simplified manner, with a ranking, than nutrition facts labels. A system may be targeted at a specific audience. Rating systems have been developed by governments, non-profit organizations, private institutions, and companies. Common methods include point systems to rank foods based on general nutritional value or ratings for specific food attributes, such as cholesterol content. Graphics and symbols may be used to communicate the nutritional values to the target audience.
The Organic Foods Production Act of 1990 (OFPA) authorizes a National Organic Program (NOP) to be administered by USDA's Agricultural Marketing Service (AMS). The program is based on federal regulations that define standard organic farming practices and on a National List of acceptable organic production inputs. Private and state certifiers visit producers, processors, and handlers to certify that their operations abide by the standards. Once certified, these operations may affix the USDA Organic Seal. USDA has established four distinct categories for labeling organic products—100 percent organic, organic, "made with" organic ingredients, and specific organic ingredients—and only 100 percent organic and organic categories can use the USDA Organic Seal. It is illegal for anyone to use the word "organic" on a product if it does not meet the standards set in the law and regulations. The regulations under the OFPA are intended to set uniform minimum standards for organic production. However, states may adopt additional requirements after review and approval by USDA. AMS re-accredits certifying agents every 5 years, maintains federal oversight to assure truth in labeling, and provides assurance that imported organic products have been produced under standards that are equivalent to the U.S. standards.
The Food Safety and Inspection Service (FSIS), an agency of the United States Department of Agriculture (USDA), is the public health regulatory agency responsible for ensuring that United States' commercial supply of meat, poultry, and egg products is safe, wholesome, and correctly labeled and packaged. The FSIS draws its authority from the Federal Meat Inspection Act of 1906, the Poultry Products Inspection Act of 1957 and the Egg Products Inspection Act of 1970. The FSIS also acts as a national health department and is responsible for the safety of public food-related establishments as well as business investigation.
Federal responsibility for Canadian food labelling requirements is shared between two departments, Health Canada and the Canadian Food Inspection Agency (CFIA). All labelling information that is provided on food labels or in advertisements, as required by legislation, must be accurate, truthful and not misleading. Ingredient lists must accurately reflect the contents and their relative proportions in a food. Nutrition facts tables must accurately reflect the amount of a nutrient present in a food. Net quantity declarations must accurately reflect the amount of food in the package. Certain claims, such as those relating to nutrient content, organic, kosher, halal and certain disease-risk reduction claims, are subject to specific regulatory requirements in addition to the prohibitions in the various acts. For claims that are not subject to specific regulatory requirements, the Canadian Food Inspection Agency (CFIA) and/or Health Canada provide interpretive guidance that assist industry in compliance.
An expiration date or expiry date is a previously determined date after which something should no longer be used, either by operation of law or by exceeding the anticipated shelf life for perishable goods. Expiration dates are applied to selected food products and to some other manufactured products like infant car seats where the age of the product may impact its safe use.
Consumer Health Laws are laws that ensure that health products are safe and effective and that health professionals are competent; that government agencies enforce the laws and keep the public informed; professional, voluntary, and business organizations that serve as consumer advocates, monitor government agencies that issue safety regulations, and provide trustworthy information about health products and services; education of the consumer to permit freedom of choice based on an understanding of scientific data rather than misleading information; action by individuals to register complaints when they have been deceived, misled, overcharged, or victimized by frauds.
A Certified Organic Sunscreen, also known as Petrochemical-Free Sunscreen, is a third party certified sunscreen product consisting of certified and approved organic ingredients, with typically zinc oxide acting as the photo-protector. An organic sunscreen is verified and approved by a certifier to international or national organic standards, such as NSF/ANSI 305 and USDA organic, which define production and labelling requirements for personal care products containing organic ingredients. These standards are complemented by existing sunscreen regulatory bodies such as the FDA that regulate the efficacy of the sunscreen, safety and permitted ingredients. Generally speaking, sunscreen has photo-protective properties that reduce the risk of skin cancer and ageing with relation to the SPF value and proper application.
