This is a list of diplomatic missions of Finland. Finland's foreign affairs ministry was established shortly after its independence in 1917. To encourage its international recognition and promote its frontier, trade and maritime interests, Finland had commissioned twelve missions abroad by the end of 1918. By the time of the Second World War broke out there were 20 Finnish embassies (of which four were outside Europe) and six consulates. [1] Today Finland has a streamlined diplomatic network that uses consulates sparingly. [2] In countries without Finnish representation, Finnish citizens can seek assistance from public officials in the foreign services of any of the other Nordic countries, in accordance with the Helsinki Treaty. The foreign relations of Finland are the responsibility of the president of Finland, who leads foreign policy in cooperation with the government. Implicitly the government is responsible for internal policy and decision making in the European Union. Within the government, preparative discussions are conducted in the government committee of foreign and security policy, which includes the Prime Minister and at least the Minister of Foreign Affairs and the Minister of Defence, and at most four other ministers as necessary. The committee meets with the President as necessary. Laws concerning foreign relations are discussed in the parliamentary committee of foreign relations. The Ministry of Foreign Affairs implements the foreign policy.
