The leader of the opposition in the Uttarakhand Legislative Assembly is the politician who leads the official opposition in the Uttarakhand Legislative Assembly.

Eligibility

Official Opposition [1] is a term used in Uttarakhand Legislative Assembly to designate the political party which has secured the second largest number of seats in the assembly. In order to get formal recognition, the party must have at least 10% of total membership of the Legislative Assembly. A single party has to meet the 10% seat criterion, not an alliance. Many of the Indian state legislatures also follows this 10% rule while the rest of them prefer single largest opposition party according to the rules of their respective houses.

Role

The opposition's main role is to question the government of the day and hold them accountable to the public. The opposition is equally responsible in upholding the best interests of the people of the country. They have to ensure that the Government does not take any steps, which might have negative effects on the people of the country. [2]

The role of the opposition in legislature is basically to check the excesses of the ruling or dominant party, and not to be totally antagonistic. There are actions of the ruling party which may be beneficial to the masses and opposition is expected to support such steps. [3]

In legislature, opposition party has a major role and must act to discourage the party in power from acting against the interests of the country and the common man. They are expected to alert the population and the Government on the content of any bill, which is not in the best interests of the country.

Bhagat Singh Koshyari is an Indian politician who served as the 22nd governor of Maharashtra from 2019 to 2023. An RSS veteran, Koshyari served as National Vice-President of BJP and party's 3rd State president for Uttarakhand. He also served as 2nd Chief Minister of Uttarakhand from 2001 to 2002 and thereafter, was the leader of the opposition in the Uttarakhand Legislative Assembly from 2002 to 2003. He also served as an MLC in Uttar Pradesh Legislative Council and MLA in Uttarakhand Legislative Assembly. He later served as an MP in Rajya Sabha from 2008 to 2014 from Uttarakhand and then the MP in the 16th Lok Sabha from Nainital-Udhamsingh Nagar constituency, earning him the distinction of being elected in both houses of State Legislature and both houses of National Parliament respectively.

Elections for the Uttarakhand Legislative Assembly in Uttarakhand state, India are conducted in accordance with the Constitution of India. The legislative assembly of Uttarakhand creates laws regarding the conduct of local body elections unilaterally while any changes by the state legislature to the conduct of state level elections need to be approved by the Parliament of India. In addition, the state legislature may be dismissed by the Parliament according to Article 356 of the Indian Constitution and President's rule may be imposed.

The 2012 Uttarakhand Legislative Assembly election were the third Vidhan Sabha election of the state. Elections were held on 30 January 2012 when Indian National Congress emerged as the largest party with 32 seats in the 71-seat legislature and formed the government with the help of Bahujan Samaj Party, Uttarakhand Kranti Dal (P) and Independents. The Bharatiya Janata Party with 31 seats served as the official opposition.

<span class="mw-page-title-main">4th Uttarakhand Assembly</span>

The 2017 Uttarakhand Legislative Assembly election were the fourth Vidhan Sabha election of the state. Elections were held on 15 February 2017 when Bharatiya Janata Party emerged as the single largest party with 57 seats in the 70-seat legislature and formed the government. The Indian National Congress with 11 seats served as the official opposition.
