The inaugural West Yorkshire mayoral election was held on Thursday 6 May 2021 to elect the Mayor of West Yorkshire. It took place simultaneously on the same day as other local elections across the United Kingdom, including council elections in each of the five metropolitan boroughs of West Yorkshire.
It was conducted using the supplementary vote (SV) electoral system. The new mayor would chair and lead the West Yorkshire Combined Authority, and incorporate the previous responsibilities of the police and crime commissioner for West Yorkshire, with the latter being abolished. [1]
The contest was the first election for a governing body for the West Yorkshire region since the last West Yorkshire County Council election in 1981, before the county council's abolition in 1986. An initial three-year term was granted for the inaugural mayor, with four-year terms thereafter. [2] [3]
The West Yorkshire Combined Authority (WYCA) was first proposed in 2012 as part of the City Deal for the Leeds City Region. It was negotiated between the coalition government, Leeds City Region Enterprise Partnership and the five West Yorkshire boroughs of Bradford, Calderdale, Kirklees, Leeds and Wakefield. [4] [5] The combined authority was established on 1 April 2014, following a public consultation and statutory approval on 31 March 2014. [6] [7] There was support from the five boroughs for a "One Yorkshire" proposal, which would have elected a mayor for the entire Yorkshire region. However it was rejected by the government in 2019. [8] [9]
The devolution deal was formally signed on 12 March 2020 in the Nexus building at the University of Leeds. After further negotiations, the Chancellor of the Exchequer Rishi Sunak announced in the March 2020 UK budget that the government and the West Yorkshire authorities had agreed a proposed West Yorkshire devolution deal. The mayor's role includes handling of a £38 million a year investment from central government for 30 years. [13] The mayor has control over regional transport (including creating a regional mass transit system), housing, land (with responsibility for creating a city region spatial plan) and adult skills. [3] [14] Though the role was initially planned to absorb the responsibilities of the West Yorkshire Police and Crime Commissioner – similar to the mayor of London and the mayor of Greater Manchester – in 2024, [2] [3] changes in January 2021 meant that the role was being incorporated into the Mayor's office for May 2021. [15]
Prior to the election, the Labour Party had control of all five boroughs of the city-region. However, in the 2019 general election, Labour lost four seats in West Yorkshire to the Conservative Party. [16]

Matthew Robinson was selected by party members as the Conservative Party's candidate on 20 February 2021. Robinson, a Leeds City Councillor for Harewood ward, had been the party's candidate for the cancelled 2021 West Yorkshire Police and Crime Commissioner election and prospective parliamentary candidate for Leeds East in 2017. He defeated Narinder Sekhon for the nomination, a barrister and parliamentary candidate for Bradford South in 2019. [19] [20] [21]
It had previously been speculated that Ken Davy, businessman and the party's former candidate for Huddersfield in 2019, could potentially stand in the election. [22] Baroness Sayeeda Warsi, peer and former co-chair of the Conservative Party, declined to stand. [22] [23]
Andrew Cooper, the leader of the Green Party group on Kirklees Council and councillor for Newsome ward, was announced as the Green Party's mayoral candidate on 16 September 2020. Cooper was parliamentary candidate for Huddersfield in 2010, 2015, 2017 and 2019. [24] [25] Hawarun Hussain, a former Bradford Councillor for Shipley ward, was also confirmed as the party's candidate for deputy mayor. [26]
During the final public round of selection process, Cooper received 58% of party members' votes, defeating Hussain in second place with 42% of the vote. [27] Lyn Morton, the party's parliamentary candidate in 2019 for Hemsworth, was eliminated in the earlier selection process. [25]
Tracy Brabin, the former MP for Batley and Spen, a former actor and television writer, was announced as the Labour and Co-operative candidate on 11 December 2020 following a ballot of party members. [28] [29] Upon her selection, Brabin resigned as Shadow Minister for the Cultural Industries and would step down as an MP when elected. [30] [31] [32] She defeated Susan Hinchcliffe, the chair of the West Yorkshire Combined Authority, the leader of Bradford Council and councillor for Windhill and Wrose ward, and Hugh Goulbourne, solicitor and the chair of the Huddersfield branch of the Co-operative Party. [33] [34] [35]
Labour opened candidate nominations in October 2020, with a deadline for self-nomination on 14 October. To progress to the next interview stage, each candidate required a nomination from at least two Constituency Labour Parties or two affiliated groups by 8 November. A joint committee of the party's National Executive Committee and the Regional Executive Committee then selected a shortlist of Brabin, Goulbourne and Hinchcliffe to be voted on and selected in a ballot of party members. Peter Judge, a former Calderdale Councillor, nominated himself but was not short-listed. [38] [ failed verification ] Paula Sherriff, the former MP for Dewsbury, had announced her intention to stand as a candidate but later withdrew in March 2020 due to receiving treatment for breast cancer. Stewart Golton, the leader of the Liberal Democrat group on Leeds City Council, was announced as the Liberal Democrat candidate on 17 December 2020. Golton is a councillor for Rothwell ward and former parliamentary candidate for Elmet and Rothwell in 2010, 2015, 2017 and 2019. [48]
Bob Buxton, the leader of the Yorkshire Party, was announced as the party's candidate on 11 August 2020. Buxton is a Rawdon Parish Councillor and was the party's parliamentary candidate for Pudsey in 2017 and 2019. [49] [50]
There was prior speculation around additional individuals, who did not eventually stand:
Batley and Spen was a constituency in the House of Commons of the UK Parliament. The most recent MP was Kim Leadbeater, a Labour politician, elected in a 2021 by-election by a 323-vote margin. The seat had returned Labour MPs since the 1997 general election.
Leeds City Council is the local authority of the City of Leeds in West Yorkshire, England. It is a metropolitan district council, one of five in West Yorkshire and one of 36 in the metropolitan counties of England, and provides the majority of local government services in Leeds. It has the second-largest population of any council in the United Kingdom with approximately 800,000 inhabitants living within its area; only Birmingham City Council has more. Since 1 April 2014, it has been a constituent council of the West Yorkshire Combined Authority.
Tracy Lynn Brabin is a British politician who has served as the Mayor of West Yorkshire since the office was established on 10 May 2021. She previously was the Member of Parliament (MP) for Batley and Spen from 2016 to 2021 under the Labour and Co-operative banner.
The 2012 City of Bradford Metropolitan District Council election took place on 3 May 2012. The elections took place shortly after the Bradford West by-election, in which the Respect Party's George Galloway pulled off a shock victory against the incumbent Labour Party. Held alongside was a referendum on directly elected mayors. The Labour Party were one seat short of an overall majority following the election, leaving the council in no overall control.
The West Yorkshire Combined Authority (WYCA) is the combined authority for West Yorkshire in England. It was established by statutory instrument under the Local Democracy, Economic Development and Construction Act 2009 on 1 April 2014. It is a strategic authority with powers over transport, economic development and regeneration. The metro-mayor of the authority is Tracy Brabin.
The Yorkshire Party is a regionalist political party in Yorkshire, a historic county of England. The party, which was founded in 2014, campaigns for the establishment of a devolved Yorkshire Parliament within the United Kingdom, with powers over education, environment, transportation and housing.
On 20 October 2016, a by-election was held in the UK parliamentary constituency of Batley and Spen. It was triggered by the murder of the incumbent member of parliament (MP), Jo Cox, on 16 June 2016. The Labour candidate, Tracy Brabin, won with 85.8% of the vote. Four parties with parliamentary representation did not enter candidates, out of respect for Cox. Nine candidates contested against Labour, and none reached the 5% threshold to keep their deposit.
The inaugural West of England mayoral election was held on 4 May 2017 to elect the Mayor of the West of England metropolitan area. The area is made up of Bath and North East Somerset, Bristol and South Gloucestershire. Subsequent elections will be held every four years. The election was won by Conservative Tim Bowles. The overall turnout for the election was low, with only 29.7% of the electorate voting.
The 2021 West Midlands Mayoral Election was held on 6 May 2021 to elect the mayor of the West Midlands, on the same day as other local elections across England and Wales, including councillors in six of its seven boroughs and the police and crime commissioner for the West Midlands city region. This was the second election for the post, which had its first election in 2017 due to the Cities and Local Government Devolution Act 2016. The mayor was elected using the supplementary vote system. The election was originally due to take place in May 2020, but was postponed due to the coronavirus pandemic.
The 2018 Leeds City Council election took place on Thursday 3 May 2018 to elect members of Leeds City Council in England. It was held on the same day as other UK local elections across England.
The 2021 United Kingdom local elections were held on Thursday 6 May 2021. More than 145 English local councils, around 5,000 councillor seats, thirteen directly elected mayors in England, and 39 police and crime commissioners in England and Wales were contested. On the same day, the 2021 Hartlepool by-election took place, and there were also elections to the Scottish Parliament, Senedd and London Assembly, the last in conjunction with the London mayoral election.
Alison Natalie Kay Lowe is a British Labour politician and deputy mayor of West Yorkshire for Policing and Crime. She was the first black woman Leeds city councillor, serving from 1990 to 2019, and has served as the chief executive of Touchstone, a mental health charity based in Leeds, from 2004 to 2021.
The second Liverpool City Region mayoral election was held in May 2021 to elect the mayor of the Liverpool City Region, alongside other local elections across England and Wales, to elect councillors, the mayor of Liverpool, and police and crime commissioners across the city region. The election was originally due to take place in May 2020, but was postponed due to the COVID-19 pandemic.
The Mayor of West Yorkshire is a directly elected mayor responsible for the metropolitan county of West Yorkshire in England. The Mayor chairs and leads the West Yorkshire Combined Authority, and assumes the office and powers of the West Yorkshire Police and Crime Commissioner.
A by-election was held in the UK parliamentary constituency of Batley and Spen on 1 July 2021, following the resignation of the previous Member of Parliament (MP) Tracy Brabin, who was elected Mayor of West Yorkshire on 10 May. Under the devolution agreement, the position holds the powers and responsibilities of a police and crime commissioner, meaning the occupant of the office cannot simultaneously sit as an MP. The by-election was the fourth of the 58th Parliament, elected in 2019.
The 2022 South Yorkshire mayoral election took place on 5 May 2022 to elect the Mayor of South Yorkshire, the leader of the South Yorkshire Mayoral Combined Authority. It took place alongside other local elections across the United Kingdom. The Labour Party candidate, Oliver Coppard, won the election in the second round with 71.4% of the vote.
The 2022 City of Bradford Metropolitan District Council election took place on 5 May 2022 to elect one third of councillors to the City of Bradford Metropolitan District Council. The election took place at the same time as other local elections across the United Kingdom.
The 2022 Kirklees Metropolitan Borough Council election took place on 5 May 2022. One third of councillors—23 out of 69—on Kirklees Metropolitan Borough Council were elected. The election took place alongside other local elections across the United Kingdom.
The 2024 West Yorkshire mayoral election was held on 2 May 2024 to elect the mayor of West Yorkshire alongside the 2024 United Kingdom local elections. Tracy Brabin of the Labour Party won with 275,430 votes.
The 2024 City of Bradford Metropolitan District Council election took place on 2 May 2024. One third of councillors were elected. The election took place alongside other local elections across England and Wales.
