Hills and Dales is located in northeastern Jefferson County on a hill overlooking Goose Creek to the north. Interstate 71 runs along the community's southern border without direct access. U.S. Route 42 passes through the northwest corner of the community, leading southwest 9 miles (14 km) to downtown Louisville.

As of the census [5] of 2000, there were 153 people, 61 households, and 51 families residing in the city. The population density was 1,567.7 inhabitants per square mile (605.3/km2). There were 62 housing units at an average density of 635.3 per square mile (245.3/km2). The racial makeup of the city was 96.08% White, 2.61% Asian, and 1.31% from two or more races.
There were 61 households, of which 29.5% had children under 18 living with them, 83.6% were married couples living together, and 14.8% were non-families. 9.8% of all households comprised individuals, and 6.6% had someone who was 65 or older living alone. The average household size was 2.51, and the average family size was 2.69.
