The 2023 Utah's 2nd congressional district special election was held on November 21, 2023, to choose a new member of the U.S. House of Representatives. The seat became vacant following Republican representative Chris Stewart's resignation on September 15, 2023, due to his wife's ongoing health issues. [1]
On June 7, 2023, Utah governor Spencer Cox declared that the special election would be held on November 21, 2023, with the primary being held on September 5, 2023. [2] This was the first congressional special election in Utah since the 2017 election in the 3rd district following the resignation of Jason Chaffetz, and only the second since 1930. [3]
Celeste Maloy, Stewart's legal counsel, won the Republican convention. Her victory was considered an upset, as former Utah House Speaker Greg Hughes led every round of voting except for the final. [4] Two other candidates, former Republican National Committee member Bruce Hough and former state representative Becky Edwards, qualified for the Republican primary via petition. [5] Some Republicans filed a lawsuit to remove Maloy from the ballot after it was revealed that her Utah voter registration was inactive, as she had moved to Virginia while working for Stewart; however, the lawsuit was rejected. [6]
Democrats nominated state senator Kathleen Riebe. [7] The 2nd district is considered a safe Republican seat, with a Cook PVI of R+11. Stewart was re-elected with 59.7% of the vote in 2022. [8] Donald Trump won the district with 56.7% of the vote in the 2020 presidential election. [9]
Eleven candidates competed at the Republican convention on June 24. Celeste Maloy won, guaranteeing her a spot on the primary ballot. [10] Two candidates who lost at the convention, Becky Edwards and Bruce Hough, also qualified for the ballot by collecting signatures. [5]
Edwards's candidacy attracted attention due to her controversial stances; she voted for Joe Biden in the 2020 presidential election, disagreed with the overturning of Roe v. Wade , supported the second impeachment of Donald Trump, and challenged U.S. Senator Mike Lee in his 2022 primary. [11]

The Utah Republican Party is the affiliate of the Republican Party in the U.S. state of Utah. It is currently the dominant party in the state, and has been for almost all of its history. It currently holds Utah's entire congressional delegation, all statewide executive offices, and supermajorities in both state legislative chambers.
Utah's 2nd congressional district currently serves Salt Lake City and the largely rural western and southern portions of Utah, including Saint George and Tooele. The district is currently represented by Republican Celeste Maloy, who was elected to the seat after she defeated Democrat Kathleen Riebe in the November 21, 2023 special election, caused by the resignation of incumbent Chris Stewart (R) on September 15, 2023. With a Cook Partisan Voting Index rating of R+11, it is the least Republican district in Utah, a state with an all-Republican congressional delegation.
Gregory Holden Hughes is an American politician who served as a member of the Utah House of Representatives representing District 51 from January 1, 2003 through December 31, 2018. Hughes is the former Speaker of the House for the House of Representatives in the state of Utah. He announced that he would not be seeking reelection as Speaker of the House or as a representative in 2018. In 2020, Hughes ran for the office of Governor of Utah. Spencer Cox became the Republican nominee after the Republican primary vote. Hughes ran to replace retiring U.S. Congressman Chris Stewart in the 2023 Utah 2nd congressional district special election, losing the primary to Celeste Maloy.

A member of the Republican Party, he is known for his bestsellers Seven Miracles That Saved America and The Miracle of Freedom: Seven Tipping Points That Saved the World, as well as his series The Great and Terrible.
The 2014 United States House of Representatives elections in Utah were held on November 4, 2014, to elect the four U.S. representatives from Utah, one from each of the state's four congressional districts. Representatives are elected for two-year terms; those elected would serve in the 114th Congress from January 2015 until January 2017.
Rebecca P. Edwards is politician and therapist who served as a member of the Utah House of Representatives from 2009 to 2018. Edwards was a candidate for the 2022 United States Senate election in Utah, challenging incumbent Senator Mike Lee in the Republican primary. On May 31, 2023, Edwards announced her candidacy in the 2023 Utah 2nd congressional district special election to replace U.S. representative Chris Stewart. Edwards went on to narrowly lose the September 5th Republican primary to Celeste Maloy, a former staffer for Stewart.
The 2020 Utah gubernatorial election was held on November 3, 2020, to elect the governor of Utah. Incumbent Republican governor Gary Herbert declined running for re-election to a third full term.

After previously stating that he would not run for re-election, Jason Chaffetz announced on May 19 that he was resigning his seat in the House, effective June 30. A special election was called to replace him with a filing period opening on May 19 and closing by June 30, an expected primary date of August 15, and an election day of November 7.
The United Utah Party (UUP) is a centrist political party in the United States. It was founded in 2017 and is active only in the state of Utah. The party identifies itself as politically moderate, and was created out of frustration with the Republican and Democratic parties.
Kathleen Riebe is an American politician from Salt Lake City, Utah. She was a member of the Utah State Board of Education through 2018, and now represents Utah's 15th senate district in the Utah State Senate. Prior to redistricting she represented the 8th district. On May 31, 2023, she announced to KSL News Radio that she was running in the 2023 Utah's 2nd congressional district special election. She was nominated by the Utah Democratic Party to be their candidate in the general election.

Celeste Maloy is an American attorney and Republican politician who is the U.S. representative for Utah's 2nd congressional district. She previously served as chief legal counsel to U.S. Representative Chris Stewart and as the deputy county attorney for Washington County, Utah. Prior to her legal career, Maloy worked as a conservationist for the Natural Resources Conservation Service.
Politically, the district is solidly Republican. It would have voted for Donald Trump by 17 points, 56-39 percent, in 2020, and by a similar margin for Trump in 2016: 47-31 percent, with the rest going to independent candidate Evan McMullin.
