The 2023 Virginia Senate election was held on Tuesday, November 7, 2023, concurrently with elections for the Virginia House of Delegates, to elect senators to all 40 seats in the Senate of Virginia for the 163rd and 164th Virginia Assembly. Nomination primaries held through the Department of Elections were held June 20, 2023. [3] These were the first elections held following redistricting as a result of the 2020 census. [4] The Democrats retained control of the Senate. [5]

Contents

Background

Following the 2019 election, the Democratic Party gained 2 seats in the Senate, and gained control of both chambers of the General Assembly, marking the first time that Democrats held a government trifecta in Virginia since 1993. [6] This was short-lived, however, as Republicans regained the governorship and the House of Delegates in the 2021 elections.

This Senate election as well as those for the House of Delegates were held following the U.S. Supreme Court's decision to overturn Roe v. Wade with the Dobbs v. Jackson Women's Health Organization decision, which ruled that abortion is not a constitutional right in the United States. This has led to disappointing election results for the national Republican Party, such as their surprise underperformance in last year's midterm elections and this year's off-year elections, losing or underperforming in many elections and losing state referendums on abortion rights by landslide margins. [7] [8]

Governor Youngkin hoped to sell to the people of Virginia a 15-week "limit" on abortion instead of using the word "ban", fearing such a word to be alienating to voters, this strategy was to help Republicans' message on abortion in a way that doesn't offend swing voters, and Youngkin wanted a Republican trifecta to enact a conservative agenda as well. [9] but Democrats were able to out message Youngkin and convince Virginians that his abortion "limit" is a ban.

The Democrats retained their majority in the Senate, dashing Youngkin's hopes of a GOP trifecta even if Republicans retained the House of Delegates, which was also won by Democrats simultaneously, re-establishing full control of the Virginia General Assembly that was lost by Democrats in 2021. After the election, Glenn Youngkin said he will not be a candidate for President of the United States in the presidential election. [10]

One seat was left vacant on the day of the general election due to resignation in 2023.

Republicans

One Republican resigned before the end of his term.

  1. District 14: John Cosgrove resigned September 30 to become deputy commissioner of the Virginia Marine Resources Commission. [19] Cosgrove's former chief of staff Christie New Craig won the seat in the general election. [20]

Five incumbent senators, four Democrats and one Republican, were defeated in the June 20 primary election. [21]

  2. District 18: Lionell Spruill lost a redistricting race to fellow incumbent Louise Lucas. [23]
  3. District 36: George Barker lost renomination to Fairfax County School Board Member Stella Pekarsky. [24]
  4. District 37: Chap Petersen lost renomination to financial consultant Saddam Azlan Salim. [24]

  1. District 12: Amanda Chase lost renomination to former state senator Glen Sturtevant. [25]

Elizabeth Rosalina Guzmán is a Peruvian-American politician and social worker who represented Virginia's 31st House of Delegates district in Virginia's House of Delegates. She served on the House committees on Privileges and Elections and Cities, Counties, and Towns. Guzman was a Democratic candidate for Virginia Lieutenant Governor in 2021. In 2023, she ran to represent Virginia's 29th Senate district, failing to unseat incumbent Jeremy McPike by only 50 votes.

The 2021 Virginia gubernatorial election was held on November 2, 2021, to elect the next governor of Virginia. The election was concurrent with other elections for Virginia state offices. Incumbent Democratic Governor Ralph Northam was ineligible to run for re-election, as the Constitution of Virginia prohibits governors from serving consecutive terms. Businessman Glenn Youngkin won the Republican nomination at the party's May 8 convention, which was held in 37 polling locations across the state, and was officially declared the nominee on May 10. The Democratic Party held its primary election on June 8, which former Governor Terry McAuliffe easily won.

The 2022 United States House of Representatives elections in Virginia were held on November 8, 2022, to elect the 11 U.S. representatives from the state of Virginia, one from each of the state's 11 congressional districts. The elections coincide with other elections to the House of Representatives. Pursuant to state law, primaries organized through the Department of Elections were held on June 21, 2022. However, some Republican firehouse primaries were held on dates as late as May 21, 2022.

All 100 Delegates are elected to two-year terms in single-member constituencies. Primary elections took place on June 8. This election coincided with the 2021 Virginia Gubernatorial election, the Lieutenant Gubernatorial election, and lastly, the Attorney General election, all of which were won by Republicans. The upper house of the Virginia General Assembly, the Senate of Virginia, held it's next elections on November 7, 2023.

The 2022 Tennessee State Senate election was held on November 8, 2022, to elect 17 of the 33 seats for the Tennessee's State Senate. The elections coincided with the Governor, U.S. House, and State House elections. The primary elections were held on August 4, 2022.

An election was held on November 8, 2022, to elect all 50 members to North Carolina's Senate. The election coincided with the elections for other offices, including the U.S. Senate, U.S. House of Representatives, and state house. The filing period lasted from February 24, 2022, to March 4, 2022, with the primary election being held on May 17, 2022. The elections were originally to be held under new districts passed by the General Assembly in Senate Bill 739 to account for population changes following the 2020 census; however, following a ruling by the North Carolina Supreme Court, the General Assembly redrew the maps to comply with the court's ruling.

The 2022 West Virginia Senate elections were held on November 8, 2022, and elected 17 of the chamber's 34 members. Following the 2020 census, this was the first West Virginia Senate election held after redistricting. Primary elections were held on May 10, 2022.

The 2023 Virginia House of Delegates election took place on November 7, 2023, concurrently with elections for the Virginia Senate, to elect members of the 163rd Virginia General Assembly. All 100 delegates were elected to two-year terms from single-member districts. Nomination primaries held through the Department of Elections were held June 20, 2023. Democrats gained 3 seats, winning back control with a 51–49 majority after having previously lost it in 2021.

The 2024 United States House of Representatives elections in Virginia will be held on November 5, 2024, to elect the U.S. representatives from the U.S. Commonwealth of Virginia, one from each of the state's eleven congressional districts. The elections will coincide with the 2024 U.S. presidential election, as well as other elections to the House of Representatives, elections to the United States Senate, and various state and local elections. The primary elections took place on June 18, 2024.

<span class="mw-page-title-main">2023 Virginia's 4th congressional district special election</span>

The 2023 Virginia's 4th congressional district special election was a special election to the U.S. House of Representatives that was held to fill Virginia's 4th congressional district for the remainder of the 118th United States Congress. The seat became vacant after incumbent Democrat Donald McEachin died on November 28, 2022, of colorectal cancer. State Senator Jennifer McClellan was declared the victor shortly after the polls closed, winning in a landslide against her Republican opponent.

The 2023 Virginia elections took place on November 7, 2023. All 40 seats of the Virginia Senate and 100 seats in the Virginia House of Delegates were up for election, as are many local offices.

<span class="mw-page-title-main">2023 Virginia's 7th Senate district special election</span>

On January 10, 2023, voters in the 7th district of the Virginia Senate voted in a special election to fill the seat left vacant by Republican Jen Kiggans, the previous incumbent, who had resigned on January 3, 2023, after having been elected to Congress the preceding November. New state legislative maps took effect on January 11, 2023, at the start of 2023 legislative. However, this special election took place under previous district lines. As a result of the redistricting process, the 7th district became the 22nd district in November,. Final official vote tallies were not released until January 13 because mail-in ballots were accepted after election day if postmarked for January 10. Democrat Aaron Rouse, an at-large Virginia Beach City Council member and former professional football player defeated Republican Kevin Adams, a retired U.S. Navy lieutenant commander and small business owner.

<span class="mw-page-title-main">2024 Florida House of Representatives election</span>

The 2024 Florida House of Representatives elections will take place on November 5, 2024, as part of the 2024 United States elections. Florida voters will elect state representatives in all 120 of the state's house districts.
