The 2020 elections for members of the Virginia Beach City Council were held on November 3, 2020. Five seats on the council, including the Mayor of Virginia Beach in the 2020 Virginia Beach mayoral election, were up for election in this cycle. [1] While officially nonpartisan, most of the candidates were affiliated with and endorsed by various political parties. [2]
On January 9, 2020, hotel worker C. Conrad Schesventer II announced his campaign for the Virginia Beach City Council to represent the Rose Hall district. [3]
On May 1, 2020, sales representative Mike Anderson declared his candidacy for the Kempsville seat on the City Council. [4] On June 3, 2020, City Council member Michael Berlucchi announced that he would be running for re-election to keep his seat in the Rose Hall district. [5] A day later, retired businessman Garry Hubbard announced his candidacy for the Rose Hall district seat as well. [6] On June 10, 2020, healthcare network support consultant Brandon Hutchins announced that he would be running for the At-Large seat on the council. [7] Nine days later, former delegate from Virginia's 85th house district Cheryl Turpin announced that she would also be challenging council member Berlucchi for his seat in the Rose Hall district. [8]
On July 4, 2020, City Council member Sabrina Wooten announced her re-election campaign for her seat on the council representing the Centerville district. [9] Two days later, financial advisor Bill Dale declared his candidacy for the Kempsville seat on the council. [10] On July 9, 2020, Turpin announced that she was withdrawing from the race for personal reasons specifically concerning her elderly mother. In a statement, she elaborated on her decision saying, "At this time I must intensify my advocacy on behalf of my mother, who is 87 years old and suffering from cognitive changes, as challenges attached to the current COVID-19 crisis increase." [11] A day later, City Council member Jessica Abbott announced that she would be running for her incumbent seat representing the Kempsville district. [12] Two days after that, funeral director Eric Wray II declared that he would be challenging Wooten for her seat on the council serving the Centerville district. [13]
On July 22, 2020, Lucia Owen, a candidate for an at-large seat on the Virginia Beach City Council, announced that she was withdrawing from the race due to family priorities. She said that she had recently been involved in a car accident and she was currently pregnant and concerned about going out campaigning during the ongoing COVID-19 pandemic. [14] That same day, longtime City Council member Rosemary Wilson announced that she would be running for a sixth term representing the at-large seat. [15]
On August 4, 2020, businesswoman Nadine Marie Paniccia announced that she too would be seeking to challenge council member Wilson for the at-large seat on the council. [16] On September 14, 2020, Anderson announced that he was withdrawing from the Kempsville election. [17]
On November 4, 2020, results confirmed that all five incumbents on the council, including Wilson, Wooten, Abbott, Berlucchi, and Dyer, had won re-election. [18]

Virginia Beach, officially the City of Virginia Beach, is the most populous city in the Commonwealth of Virginia in the United States. The population was 459,470 at the 2020 census. Located on the southeastern coast of Virginia, it is the sixth-most populous city in the Mid-Atlantic and the 43rd-most populous city in the U.S. Located on the Atlantic Ocean at the mouth of the Chesapeake Bay, Virginia Beach is a principal city in the Hampton Roads metropolitan area which has more than 1.8 million inhabitants and is the 37th-largest metropolitan area in the U.S.
County of Princess Anne is a former county in the British Colony of Virginia and the Commonwealth of Virginia in the United States, first incorporated in 1691. The county was merged into the city of Virginia Beach on January 1, 1963, ceasing to exist.
Kempsville is a borough in the City of Virginia Beach, Virginia, a historic section with origins in US colonial times located in the former Princess Anne County. In modern times, it is a community within the urbanized portion of the independent city of Virginia Beach, the largest city in Virginia.

Elaine Goodman Luria is an American politician and US Navy veteran who served as the U.S. representative from Virginia's 2nd congressional district from 2019 to 2023. Luria's congressional district included most of Hampton Roads, including all of Virginia Beach, Williamsburg, and Poquoson and parts of Norfolk and Hampton. Before running for Congress, she served as a naval officer for 20 years. Luria rose to the rank of commander and spent most of her career aboard ship. She defeated Republican incumbent Scott Taylor in 2018 and defeated him again in 2020, before losing her bid for a third term to Republican Jen Kiggans in 2022.

Richmond, Virginia, held a general election on November 3, 2020. Voters elected the mayor of Richmond, Virginia, members of the Richmond City Council, and several other local officials. The incumbent, Levar Stoney, who was elected in 2016, ran for reelection, facing five challengers. While local races in Virginia are officially nonpartisan elections, four candidates identified with the Democratic party while Griffin ran as an independent. Stoney won the most votes in six out of nine city council districts, and therefore won reelection. In order to win election, a candidate must receive the most votes in five or more districts.

The elections coincide with other elections to the House of Representatives. Pursuant to state law, primaries organized through the Department of Elections were held on June 21, 2022. However, some Republican firehouse primaries were held on dates as late as May 21, 2022.
The Virginia Beach City Council is the legislative branch that governs the City of Virginia Beach and its more than 450,000 citizens. It has 11 members that serve four-year terms and are elected on a staggered basis. General elections are held the Tuesday following the first Monday in November in even-numbered years. All registered voters are eligible to vote for all members of City Council. Three Council Members and the Mayor serve "At Large" with no district residency requirement. All other Council Members are required to live in the districts they represent: Bayside, Beach, Centerville, Kempsville, Lynnhaven, Princess Anne, and Rose Hall. The Council holds regular meetings on alternate Tuesday evenings on the second floor of the Virginia Beach City Hall.
New York City's 32nd City Council district is one of 51 districts in the New York City Council. It has been represented by Republican Joann Ariola since 2022. She replaced Eric Ulrich, who was term limited in 2021 and could not seek re-election. Until 2021, it was the only district in the city outside of Staten Island to be represented by a Republican.

New state legislative maps took effect on January 11, 2023, at the start of 2023 legislative. However, this special election took place under previous district lines. As a result of the redistricting process, the 7th district became the 22nd district in November,. Final official vote tallies were not released until January 13 because mail-in ballots were accepted after election day if postmarked for January 10. Democrat Aaron Rouse, an at-large Virginia Beach City Council member and former professional football player defeated Republican Kevin Adams, a retired U.S. Navy lieutenant commander and small business owner.
