Typhoon Pongsona was the last typhoon of the 2002 Pacific typhoon season,and was the second costliest United States disaster in 2002,only behind Hurricane Lili. [1] The name "Pongsona" was contributed by North Korea for the Pacific tropical cyclone list and is the Korean name for the garden balsam. [2] Pongsona developed out of an area of disturbed weather on December 2,and steadily intensified to reach typhoon status on December 5. On December 8 it passed through Guam and the Northern Mariana Islands while at peak intensity,with 10-minute sustained winds of 175 km/h (110 mph). It ultimately turned to the northeast,weakened,and became extratropical on December 11.
Typhoon Pongsona produced strong wind gusts peaking at 285 km/h (175 mph),which left the entire island of Guam without power and destroyed about 1,300 houses. With strong building standards and experience from repeated typhoon strikes,there were no fatalities directly related to Pongsona,although there was one indirect death from flying glass. Damage on the island totaled over $730 million (2002 USD,$1.24 billion2024 USD),making Pongsona among the five costliest typhoons on the island. The typhoon also caused extreme damage on Rota and elsewhere in the Northern Mariana Islands,and as a result of its impact the name was retired.
During late November, an area of convection persisted about 625 kilometers (388 miles) east-southeast of Pohnpei. Satellite imagery indicated broad cyclonic turning in the lower levels of the atmosphere, and a trough was located near the surface. The disturbance developed rainbands and gradually became better organized. By December 2, the system had an elongated low-level circulation, located to the south of the convection. [2] At 0600 UTC that day, the Japan Meteorological Agency (JMA) classified the system as a tropical depression about 735 km (457 mi) east-northeast of Pohnpei. [3] Shortly thereafter, the Joint Typhoon Warning Center (JTWC) issued a Tropical Cyclone Formation Alert, and at 1800 UTC on December 2 the agency classified the system as Tropical Depression 31W. Initially the depression moved to the west-northwest, and early on December 3 the JTWC classified the system as a tropical storm. [2]
Initially, the circulation was exposed from the convection, although it was able to intensify into Tropical Storm Pongsona at 1200 UTC on December 3 while located 375 km (233 mi) northeast of Pohnpei. [2] [3] It turned to the west on December 4, due to a ridge to the north. It slowly intensified, developing an eye feature on December 5. That day, both the JTWC and the JMA upgraded Pongsona to a typhoon about 1,150 km (710 mi) southeast of Guam. [2] [3]
While continuing generally to the west, the eye of Pongsona gradually became better organized. A baroclinic cyclone east of Japan weakened the ridge, which caused the typhoon to turn more to the northwest. By late on December 7, Pongsona developed a well-defined 55 km (34 mi) wide eye as it approached Guam. After the typhoon underwent rapid deepening, the JTWC estimated that Pongsona reached peak winds of 273 km/h (170 mph)1-min sustained), making it a supertyphoon. At 0500 UTC on December 8, the eyewall made landfall on Guam, and two hours later the northern portion of the eyewall crossed over nearby Rota. [2] Around that time, the JMA estimated Pongsona attained a peak intensity of 175 km/h (109 mph)10-min winds) just to the north of Guam. [3] The typhoon turned to the north-northwest through a weakness in the subtropical ridge a short distance west of the Northern Mariana Islands. On December 9, convection began to weaken as Pongsona began interacting with a mid-latitude system to its north. Dry air became entrained in the southwestern portion of the circulation, and the circulation became exposed from the diminishing convection. As a result, both the JTWC and the JMA declared Pongsona as an extratropical cyclone on December 11 about 1,400 km (870 mi) northwest of Wake Island. [2]
The National Weather Service in Guam issued a tropical storm watch for the Marshall Islands shortly after Pongsona developed into a tropical storm, and a day later watches were issued for Chuuk. On December 5, the service issued tropical storm warnings for parts of the Federated States of Micronesia. [4] As Pongsona became a typhoon, the Guam National Weather Service office issued a typhoon watch for Guam, Rota, Saipan, and Tinian, which was upgraded to a typhoon warning about 23 hours prior to the onset of tropical storm-force winds; typhoon warnings were also issued for the unpopulated island of Aguigan. By one day before the typhoon moved through the Mariana Islands, JTWC predicted Pongsona to pass well east of the area. Despite a more westward track than anticipated, forecasts remained stagnant until the morning of December 8, when forecasters reluctantly predicted much greater threat to the Mariana Islands. As a result, many citizens felt they were unprepared and insufficiently warned for the typhoon. [4]
Nine shelters throughout the Northern Mariana Islands were opened to accommodate families needing assistance. Several schools opened classrooms as evacuation centers. [5] On Guam, ten schools were used as shelters, [6] and on the day of impact 2,271 people were in shelters. On Rota, 159 people sought shelter, and in Saipan, 549 were in shelters by the day of impact. [7] The Guam Memorial Hospital officials advised all pregnant women within 32 weeks of their delivery date to check in. The Guam Office of Civil Defense filed the paperwork for the Federal Emergency Management Agency to declare the island a disaster area. Governor Carl T.C. Gutierrez took similar measures to declare a state of emergency for the area. [6] Following experience from previous typhoons, Guam newspaper Pacific Daily News underwent preparations to provide internet updates for the storm, including reinforcing the building, maintaining sufficient food supplies for the staff, and stationing two reporters elsewhere on the island; the paper was the only immediate source of information about the typhoon outside of Guam. [8]
Early in its duration, Pongsona first affected Pohnpei as a tropical storm. There, it produced heavy rains and gusty winds, though little damage was reported. Later, it brought tropical storm force winds to Chuuk. High waves from the storm washed over and covered some atolls. [4]
Typhoon Pongsona maintained a 65 km (40 mi) wide eye upon crossing the northern portion of the island of Guam; the Andersen Air Force Base was in the eye for two hours. Sustained winds from the typhoon peaked at 232 km/h (144 mph) with gusts peaking at 278 km/h (173 mph); gusts of at least 160 km/h (99 mph) affected the entire island. The lowest pressure on the island was 935 millibars (27.6 inHg ), making Pongsona the third most intense typhoon to strike Guam; it is behind only a typhoon in 1900 (926 mbar, 27.3 inHg) and Typhoon Karen of 1962 (932 mbar, 27.5 inHg). [4]
Communications on the island failed due to the winds; [4] the entire island was left without power and phone service. [9] The winds greatly damaged 715 power poles and 513 transformers, leaving about $52 million in electrical damage reported (2002 USD$, 88.1 million2024 USD). [7] The local weather office's communication link was cut off after flooding damaged a telecommunication facility, causing the National Weather Service in Honolulu, Hawaii, to provide backup support by temporarily issuing warnings and advisories. Many anemometers near the northern coastline failed from the winds. [4] The winds collapsed several walls at the Guam Memorial Hospital, resulting in major damage throughout the northern two-thirds of the facility and several units being shut down. Several hotels, churches, and schools received moderate damage, and the Antonio B. Won Pat International Airport received damage to navigation equipment. [7] Typhoon Pongsona also left 65% of the island's water wells inoperable, [7] with most of Guam left without water service following the storm. [9] Officials estimate the typhoon destroyed 1,300 homes, severely damaged 1,825, and lightly damaged 4,800. [10]
Tracking slowly across the center of the island, the intense inner rainbands dropped heavy rainfall which peaked at 650 mm (26 in) at the University of Guam. [4] The precipitation led to record river flow on the Pago and Asan Rivers; overflown rivers caused damage to some roads and bridges. The rainfall also caused extensive flooding in several villages. Pongsona produced a storm surge of up to 6 m (20 ft) at some locations, with 3–4 m (9.8–13.1 ft) recorded near the eyewall. Considerable storm surge flooding occurred from Tumon southward to Piti, leaving some buildings on the west coast of the island flooded with 1 m (3.3 ft) of water. The combination of strong storm surge and rough waves caused considerable beach erosion and severe coastal damage. [7]
Across Guam, damage totaled over $700 million (2002 USD$, 1.19 billion2024 USD), placing it among the five costliest typhoons on the island. The typhoon injured 193 people, as reported by the Guam Department of Health; most were lacerations and fractures caused by flying glass and other debris. There was one indirect death attributed to the storm, when a 71-year-old woman was cut by flying glass and subsequently suffered a fatal heart attack; medical help could not reach her due to the intensity of the storm. As six typhoons had passed directly over the island during the previous ten years, officials in Guam enacted strong building standards, keeping deaths and injuries to a minimum. The typhoon was considered by the public the worst typhoon to ever strike the island due to the large eye affecting most of the population. [4]
Pongsona produced sustained winds of 126 km/h (78 mph) with a gust to 137 km/h (85 mph) on Rota. The combination of winds and other effects from the typhoon destroyed 114 houses, severely damaged 154, and caused minor damage to 306; on the island, about 200 families were left homeless. The typhoon produced a storm surge of 6.7 m (22 ft) at the village of Songsong, which crossed about 80% of the southwestern peninsula on Rota. The surge caused moderate beach erosion on the island and destroyed a fuel pier and a loading pipeline. Additionally, the typhoon caused severe crop damage on the island. In all, the typhoon caused ten minor injuries on Rota and resulted in over $30 million in damage (2002 USD, 50.8 million2024 USD). [7]
On Tinian, the passage of Pongsona destroyed two homes; seven received major damage, and another eight sustained minor damage. The winds damaged power lines, causing two island-wide power outages. Major crop damage was reported. [7]
On Saipan, two houses were destroyed and fifteen were damaged, seven severely. Sustained winds on the island peaked at 71 km/h (44 mph), which caused scattered power outages. Six minor injuries were reported, and damage totaled about $100,000 (2002 USD, 169,3992024 USD). [7]
On the same day that Typhoon Pongsona struck Guam, President George W. Bush declared the island a major disaster area. [11] Around the time of the cyclone passing over the island, 2,271 residents were in shelters, and by the next day it increased to 3,467 after people discovered their homes were uninhabitable. [7] With thirteen Red Cross shelters across Guam, [12] most remained in shelters for about three weeks before disaster tents were distributed. [7] The American Red Cross worked with the United States Department of Agriculture to provide meals for shelter attendees for a two-week period following the typhoon. [12] Through the collaboration of federal and other agencies, disaster assistance on Guam totaled over $300 million (2003 USD, $335 million 2007 USD) by 100 days after the typhoon struck, including $60 million (2002 USD$, 102 million2024 USD) in initial disaster response. Nearly 29,000 individuals registered for disaster assistance, with the first assistance check arrived ten days after the disaster declaration. By three months after the storm, the United States Small Business Administration approved $130 million (2003 USD$, 215 million2024 USD) in low-interest loans. [1]
During the height of the typhoon at Cabras Island on Guam, a gasoline tank caught fire, believed to be from friction caused by extremely high winds running through its ventilation system. The tank exploded, sending its lid airborne and spreading the fire to other nearby tanks. The proximity of the tanks as well as low water pressure hampered firefighting efforts, and the fire was extinguished five days later; it resulted in three destroyed gasoline tanks with two more caught on fire. [7]
On December 11, 2002, President Bush extended the disaster declaration to include the Northern Mariana Islands, which allocated emergency disaster aid for the territory. The declaration provided funding for 75% of the budget for debris removal and emergency protective measures. [13] Immediately following the typhoon, FEMA assigned various federal agencies to respond to the island of Rota. Officials airlifted about 3,600 kg (7,900 lb) of emergency supplies including tents, tarps, water containers, coolers, cooking kits and electrical equipment. Military personnel were transported to assist in recovery efforts. By four months after the typhoon, 749 individuals on the island registered through FEMA's teleregistration number. The United States Small Business Administration approved 147 low– interest loans for $9.1 million (2003 USD$, 15.1 million2024 USD) to individuals and businesses and for economic injury on Rota. In all, disaster aid to Rota totaled $17.4 million (2003 USD$, 28.8 million. [14] Additionally, President Bush authorized disaster assistance for the Federated States of Micronesia. [15]
Due to the damage resulted from the storm, the name Pongsona was retired during the 38th session of the Economic and Social Commission for Asia and the Pacific and World Meteorological Organization typhoon committee in November 2005; it was replaced with the name Noul. [16]
Typhoon Paka, known in the Philippines as Typhoon Rubing, was an extremely powerful and long-lived storm that devastated Guam and the Marshall Islands in December 1997. One of the strongest Pacific typhoons ever recorded in the month of December, Paka was the last tropical cyclone of the 1997 Pacific hurricane and typhoon seasons and the last of a record eleven super typhoons that formed in 1997. Paka, which is the Hawaiian name for Pat, developed on 28 November from a trough well to the southwest of Hawaii. The storm tracked generally westward for much of its duration, and on 7 December it crossed into the western Pacific Ocean. Much of its track was characterized by fluctuations in intensity, and on 10 December the cyclone attained typhoon status as it crossed the Marshall Islands. On 16 December, Paka struck Guam and Rota with winds of 230 km/h (140 mph), and it strengthened further to reach peak winds on 18 December over open waters as the final super typhoon of the year. Subsequently, it underwent a steady weakening trend, and on 23 December Paka dissipated.
The 2002 Pacific typhoon season was a slightly above average Pacific typhoon season, producing twenty-six named storms, fifteen becoming typhoons, and eight super typhoons. It had an ACE over 400 units, making it one of the most active seasons worldwide. It was an event in the annual cycle of tropical cyclone formation, in which tropical cyclones form in the western Pacific Ocean. The season ran throughout 2002, though most tropical cyclones typically develop between May and October. The season's first named storm, Tapah, developed on January 11, while the season's last named storm, Pongsona, dissipated on December 11. The season's first typhoon, Mitag, reached typhoon status on March 1, and became the first super typhoon of the year four days later.
The 1997 Pacific typhoon season was a record-breaking season featuring 11 tropical cyclones reaching super typhoon intensity, tying the record with 1965 with the most violent tropical cyclones globally. It has no official bounds; it ran year-round in 1997, but most tropical cyclones tend to form in the northwestern Pacific Ocean between May and November. These dates conventionally delimit the period of each year when most tropical cyclones form in the northwestern Pacific Ocean.
Typhoon Chataan, known in the Philippines as Typhoon Gloria, was the deadliest natural disaster in the history of Chuuk, a state in the Federated States of Micronesia (FSM). The typhoon formed on June 28, 2002, near the FSM, and for several days it meandered while producing heavy rainfall across the region. On Chuuk, the highest 24-hour precipitation total was 506 mm (19.9 in), which was greater than the average monthly total. The rain produced floods up to 1.5 m (4.9 ft) deep, causing landslides across the island that killed 47 people. There was also one death on nearby Pohnpei, and damage in the FSM totaled over $100 million.
Typhoon Kong-rey was a moderate typhoon that affected Guam and the Northern Mariana Islands in early April 2007. The first named storm of the 2007 Pacific typhoon season, Kong-rey became the earliest-occurring typhoon since Typhoon Sudal in 2004. At its peak, it was considered to be a Category 2-equivalent typhoon by the Joint Typhoon Warning Center, though re-analysis increased it to a Category 3-equivalent. Typhoon Kong-rey caused about $10,000 in damages and no injuries along its path.
Typhoon Isa was the first of a record eleven super typhoons to occur during the 1997 Pacific typhoon season. The second tropical cyclone of the season, Isa developed from a disturbance in the monsoon trough near the Caroline Islands on April 12. It moved erratically at first, though after attaining tropical storm status it curved westward due to the subtropical ridge to its north. Isa very gradually intensified, and on April 20 the typhoon reached peak 1-min winds of 270 km/h (170 mph), as reported by the Joint Typhoon Warning Center; Japan Meteorological Agency reported maximum 10-min winds of 155 km/h (95 mph). After turning northward, it accelerated to the northeast, and merged with a larger extratropical cyclone on April 24.
Typhoon Tingting was a destructive tropical cyclone that produced record-breaking rains in Guam. The eighth named storm of the 2004 Pacific typhoon season, Tingting originated from a tropical depression over the open waters of the western Pacific Ocean. The storm gradually intensified as it traveled northwest, becoming a typhoon on June 28 and reaching its peak the following day while passing through the Mariana Islands. After maintaining typhoon intensity for three days, a combination of dry air and cooler sea surface temperatures caused the storm to weaken as it traveled northward. On July 1, the storm passed by the Bonin Islands, off the coast of Japan, before moving out to sea. By July 4, Tinting had transitioned into an extratropical cyclone. The remnants were last reported by the Japan Meteorological Agency, the Regional Specialized Meteorological Center for the western Pacific basin, near the International Date Line on July 13.
Tropical Depression 18W was a weak, short-lived tropical cyclone that brought heavy rains to parts of the Mariana Islands ahead of the more intense Typhoon Melor. Forming from an area of low pressure on September 26, 18W was first monitored by the Japan Meteorological Agency (JMA) as a tropical depression. Tracking generally towards the west, deep convection gradually developed around the system and the Joint Typhoon Warning Center (JTWC) issued their first advisory on the depression early on September 28. Although the depression initially struggled to maintain deep convection, it eventually became better organized and was upgraded to a tropical storm on September 29 by the JTWC. Several hours after reaching this intensity, the system began to rapidly dissipate as its inflow and outflow were severely disrupted by two nearby storms, Parma to the west and Melor to the east. The cyclone fully dissipated near Guam early on September 30 before being absorbed by Typhoon Parma.
Typhoon Mirinae, known in the Philippines as Typhoon Santi, was the 34th depression and the 14th typhoon in the 2009 Pacific typhoon season. It came several weeks after Typhoons Ketsana and Parma devastated the Philippines, thus adding additional damage wrought by the two preceding typhoons.
Typhoon Roy, known in the Philippines as Typhoon Asiang, was the second-most intense January tropical cyclone on record in the Western Pacific basin. Forming out of an area of disturbed weather on January 7, 1988, Roy quickly intensified as it moved through the Marshall Islands. By January 9, the storm intensified into a typhoon and attained its peak intensity the following day. At its peak, sustained winds reached 215 km/h (135 mph). Slight weakening took place before the storm moved through the Mariana Islands. Continuing westward, the system eventually struck the Philippines as a minimal typhoon before dissipating over the South China Sea on January 19.
Typhoon Keith was the tenth of a record eleven super typhoons to develop during the unusually intense 1997 Pacific typhoon season. Originating from a near-equatorial trough on October 26, the precursor depression to Keith slowly organized into a tropical storm. After two days of gradual strengthening, the storm underwent a period of rapid intensification on October 30 as winds increased to 195 km/h (121 mph). On November 1, the storm further intensified into a super typhoon and later attained peak winds of 285 km/h (177 mph). The following day, the powerful storm passed between Rota and Tinian in the Northern Mariana Islands. After fluctuating in strength over the following few days, a steady weakening trend established itself by November 5 as the typhoon accelerated towards the northeast. On October 8, Keith transitioned into an extratropical cyclone and was last noted early the following day near the International Dateline.
Typhoon Sudal, known in the Philippines as Typhoon Cosme, was the strongest typhoon to strike the island of Yap in the Federated States of Micronesia (FSM) in about 50 years. Yap is one of the four administrative divisions of the FSM. The entire island, only 17 km (11 mi) in length, experienced typhoon force winds, and 90% of the structures were damaged or destroyed. Damage was most severe in southeastern Yap, where the eyewall struck and winds exceeded 185 km/h (115 mph), but the center of the typhoon passed south of the island.
Typhoon Lynn, more commonly known in the Philippines as Typhoon Pepang, was responsible for the worst flooding in Taiwan in 40 years. Typhoon Lynn originated from an area of disturbed weather in the central north Pacific in mid-October 1987. On October 15, the system was upgraded into a tropical storm. Moving west-northwest, it slowly deepened over the next few days, though the intensification process briefly stopped on October 15. Two days later, Lynn was upgraded into a typhoon, while passing northwest of Guam. Lynn maintained low-end typhoon strength until October 19, when the storm began to rapidly intensify. On October 21, Lynn attained its peak intensity while tracking towards the west. Weakening then commenced soon after Lynn interacted with Luzon. However, the core of the typhoon remained well offshore both the Philippines and Taiwan. On October 25, Lynn weakened to a severe tropical storm. Three days later, it dissipated, though its remains later brought rain to China.
Typhoon Yuri was the most intense tropical cyclone in 1991 in terms of minimum central pressure. The nineteenth typhoon and final super typhoon of the 1991 Pacific typhoon season, Yuri was a tropical disturbance that strengthened into a tropical depression on November 22 in the Philippine Sea. Moving rather slowly at first, the system continued to intensify, and was given the name Yuri. It had become a severe tropical storm about 1,480 kilometers east of Truk Island and took on a west-northwestward track at 22 km/h. Typhoon intensity was attained that night when Yuri was 1,050 km. Yuri turned more to the west on 26 November and reached peak intensity the following morning packing winds of over 220 km/h near its centre. Moving northwestwards at 30 km/h, Yuri passed 140 km to the south-southwest of Guam on the evening of November 27. After recurving November 29, Yuri accelerated northeastwards on November 30 and weakened to a severe tropical storm that night. By the morning of December 1, it had degenerated into a tropical storm about a few hundred kilometers east-northeast of Iwo Jima. Extratropical transition was completed soon afterward, and the storm's remnants persisted until December 3.
Severe Tropical Storm Fern was a damaging storm that struck Yap in the 1996 Pacific typhoon season. A tropical depression formed on December 21, when a low-level circulation center began to produce deep convection. The depression strengthened into a tropical storm the next day, and was given the name Fern by the Joint Typhoon Warning Center (JTWC). The storm slowly intensified into a Category 1 typhoon on the Saffir–Simpson hurricane wind scale, according to JTWC. Fern peaked north of Yap on December 26, with JTWC assessing winds of 150 km/h (90 mph), while the Regional Specialized Meteorological Center, Japan Meteorological Agency (JMA) assessed peak winds of 110 km/h (70 mph), just below typhoon strength. The storm soon became sheared and weakened slowly. Fern continued to weaken to a tropical depression on December 30. Both agencies stopped advisories later on the same day.
Typhoon Dolphin was a powerful tropical cyclone that produced the first typhoon-force winds on Guam since Typhoon Pongsona in 2002. The seventh named storm of the 2015 Pacific typhoon season, Dolphin formed on May 6 in the vicinity of the Federated States of Micronesia (FSM). Moving eastward at first, the storm slowly organized before beginning a north and west-northwest trajectory. Dolphin intensified into a typhoon before passing between Guam and Rota on May 15, producing typhoon-force winds on both islands. It later rapidly intensified as it curved to the north. The American-based Joint Typhoon Warning Center (JTWC) designated Dolphin as a super typhoon, while the Japan Meteorological Agency (JMA) estimated 10 minute sustained winds of 185 km/h (115 mph). Dolphin turned to the northeast and weakened, becoming extratropical on May 20 and exiting the western Pacific basin on May 24.
Typhoon Wutip, known in the Philippines as Tropical Depression Betty, was the most powerful February typhoon on record, surpassing Typhoon Higos of 2015. The third tropical cyclone, second tropical storm, and the first typhoon of the 2019 Pacific typhoon season, Wutip originated from a low-pressure area on February 16, 2019, that generally tracked westward, passing just south of the Federated States of Micronesia (FSM), before organizing into a tropical depression on February 18. The depression was later classified a tropical storm a day later, attaining the name Wutip from the Japan Meteorological Agency. The storm gradually intensified as it turned northwest, before it underwent rapid intensification on February 23, while passing to the southwest of Guam, and reached its first peak intensity. With winds of 270 km/h (165 mph) estimated by the Joint Typhoon Warning Center, Wutip became the first Category 5-equivalent super typhoon on record in the month of February. Wutip underwent an eyewall replacement cycle shortly afterward and weakened. The storm finished its cycle on February 24, rapidly intensifying once again. Wutip reached a secondary peak intensity the following day, again attaining Category 5-equivalent winds. Thereafter, Wutip rapidly weakened for the rest of its lifespan from strong vertical wind shear, before dissipating over the Philippine Sea on March 2.
Typhoon Faxai was the strongest tropical cyclone worldwide in 2001. The twenty-fifth named storm and the sixteenth typhoon of the 2001 Pacific typhoon season, Faxai originated from a circulation in the monsoon trough. The system remained stationary for several days near Kosrae, pouring heavy rain that knocked down power. An indirect death occurred on the island as well. As the storm steadily intensified, Faxai moved west-northwestward at a very slow pace as it neared Pingelap, damaging crops, before bringing strong winds and rainfall that produced two landslides in Pohnpei on December 20. Intensity fluctuated, but convection in the core became more defined and by December 21, Faxai had intensified into a typhoon. A period of rapid intensification then followed, and by early December 23, Faxai reached its peak intensity.
Severe Tropical Storm Axel was a moderate tropical storm which affected the Marshall, Caroline, and Mariana islands in January 1992. The first tropical depression and storm of the 1992 Pacific typhoon season, Axel developed from a significant equatorial westerly wind burst east of New Guinea, alongside two other cyclones, Betsy and Mark, in the Southern Hemisphere, intensifying at an abnormally low latitude. By January 9, Axel had peaked as a high-end tropical storm, passing near Kosrae and Pingelap in the eastern Caroline Islands. Soon after, Axel began steadily weakening due to increased wind shear. As a result, just prior of passing south of Guam, Axel weakened into a tropical depression. Recurving northwards soon after, on January 15, Axel transitioned into an extratropical low, dissipating just a few hours later.
