In political science, an initiative is a means by which a petition signed by a certain minimum number of registered voters can force a government to choose to either enact a law or hold a public vote in parliament in what is called indirect initiative, or under direct initiative, the proposition is immediately put to a plebiscite or referendum, in what is called a Popular initiated Referendum or citizen-initiated referendum.
In California, a ballot proposition can be a referendum or an initiative measure that is submitted to the electorate for a direct decision or direct vote. If passed, it can alter one or more of the articles of the Constitution of California, one or more of the 29 California Codes, or another law in the California Statutes by clarifying current or adding statute(s) or removing current statute(s).
In the politics of the United States, the process of initiatives and referendums allow citizens of many U.S. states to place new legislation on a popular ballot, or to place legislation that has recently been passed by a legislature on a ballot for a popular vote. The Michigan gubernatorial election of 2010 was held on November 2, 2010. Incumbent Democratic Governor Jennifer Granholm was prohibited by the state's Constitution from seeking a third term. Both the Cook Political Report and the non-partisan Rothenberg Political Report rated the election as leaning Republican.

In California state elections, 2014 was the first year in which the top statewide offices were elected under the nonpartisan blanket primary, pursuant to Proposition 14, which passed with 53% voter approval in June 2010. Under this system, which first went into effect during the 2012 election year, all candidates will appear on the same ballot, regardless of party. In the primary, voters may vote for any candidate, regardless of their party affiliation. The top two finishers, regardless of party, then advance to face each other in the general election in November.

Maine Question 5, formally An Act to Establish Ranked-Choice Voting, is a citizen-initiated referendum question that qualified for the Maine November 8, 2016 statewide ballot. It was approved by a vote of 52% in favor, 48% opposed. It sought to change how most Maine elections will be conducted from a plurality voting system to a ranked-choice voting system. It appeared on the ballot along with elections for President of the United States, Maine's two U.S. House seats, the legislature, five other ballot questions, and various local elections. The referendum was successful, making Maine the first state to use ranked choice voting for its federal elections.

It sought to increase Maine's minimum wage from $7.50 per hour to $12 an hour by 2020, as well as increasing the minimum wage for tipped employees gradually to the same level by 2024. It would also index increases after 2024 to inflation. As the Maine Legislature and Governor Paul LePage declined to enact the proposal as written, it appeared on the ballot along with elections for President of the United States, Maine's two U.S. House seats, the Legislature, other statewide ballot questions, and various local elections. Efforts to place a competing, more moderate proposal alongside the citizen-initiated bill were unsuccessful.
