The 1847 Philadelphia mayoral election saw John Swift reelected to office for an eleventh overall non-consecutive term. [1]
This was the last regularly-scheduled mayoral election in which the City Council selected the mayor, as all subsequent mayoral elections either reached a majority in the general election or used a different electoral system. [1]
Beginning in 1839, the city operated under a mixed electoral system. Citizens voted for mayor in a general election. If a candidate receive a majority of the vote, they would be elected mayor. However, if no candidate received a majority, the City Council would select a mayor from the top-two finishers. [1]

The Philadelphia City Council, the legislative body of Philadelphia, Pennsylvania, consists of ten members elected by district and seven members elected at-large. The council president is elected by the members from among their number. Each member's term is four years, and there are no limits on the number of terms a member may serve.
Block plurality voting is a winner-take-all method for multi-winner elections. Each voter may cast as many votes as the number of seats to be filled. The usual result when the candidates divide into parties is that the most popular party in the district sees its full slate of candidates elected.
