This is a list of European commissioners by member state of the European Union. Each name is a member of the European Commission and hold a specific portfolio within the college, led by the president of the European Commission. They operate similarly as European-level equivalents to national government ministers. Each member state of the European Union has the right to a single commissioner (before the Barroso I Commission in November 2004, the five largest states—France, Germany, Italy, Spain and the United Kingdom—were granted two) and appoints them in consultation with the president.
The accession of Romania and Bulgaria in 2007 raised the number of commissioners from 25 to 27, and after the accession of Croatia in 2013 the number of commissioners raised to 28. The United Kingdom left the EU on 31 January 2020, and did not nominate a commissioner when the Juncker Commission ended on 1 December 2019.
Below is a list of all past and present European commissioners according to the member state they were nominated by, including the presidents of the European Coal and Steel Community and European Atomic Energy Community. The colours indicate their European political family background (blue for conservative or centre-right, mainly the European People's Party; red for left-wing or social democrats, mainly the Party of European Socialists; yellow for centrist or liberals, mainly the Alliance of Liberals and Democrats for Europe Party; green for green politicians, mainly the European Green Party; grey for independents or unknowns; and their pan-European predecessors).

A number of commissioners were formally nominated and assigned portfolios before being withdrawn after their hearing with the European Parliament, with the exception of Thorvald Stoltenberg, who withdrew after the rejection of Norway's accession referendum.[ citation needed ]

At the end of the Juncker Commission, some were initially named by the member states to succeed commissioners who took seats in the European Parliament before an agreement to not fill the seats under the start of the next commission.[ citation needed ]
The Von der Leyen I Commission requested member states name female and male candidates in order to have gender parity. She would then chose the one candidate to be formally nominated, or request new names. She usually continued her request for female and male candidates for vacancies throughout her first commission.[ citation needed ]

The European Commission (EC) is the primary executive arm of the European Union (EU). It operates as a cabinet government, with a number of members of the Commission corresponding to two thirds of the number of member states, unless the European Council, acting unanimously, decides to alter this number. The current number of Commissioners is 27, including the President. It includes an administrative body of about 32,000 European civil servants. The commission is divided into departments known as Directorates-General (DGs) that can be likened to departments or ministries each headed by a Director-General who is responsible to a Commissioner.
The president of the European Commission, also known as president of the College of Commissioners or prime commissioner, is the head of the European Commission, the executive branch of the European Union (EU). The president of the commission leads a cabinet of commissioners, referred to as the college. The president is empowered to allocate portfolios among, reshuffle, or dismiss commissioners as necessary. The college directs the commission's civil service, sets the policy agenda and determines the legislative proposals it produces. The commission is the only body that can propose, or draft, bills to become EU laws.
A European commissioner is a member of the 27-member European Commission. Each member within the Commission holds a specific portfolio. The commission is led by the president of the European Commission. In simple terms they are the equivalent of government ministers.
The European People's Party (EPP) is a European political party with Christian democratic, liberal-conservative, and conservative member parties. A transnational organisation, it is composed of other political parties. Founded by primarily Christian-democratic parties in 1976, it has since broadened its membership to include liberal-conservative parties and parties with other centre-right political perspectives. On 31 May 2022, the party elected as its President Manfred Weber, who was also EPP's Spitzenkandidat in 2019.
The Barroso Commission was the European Commission in office from 22 November 2004 until 31 October 2014. Its president was José Durão Barroso, who presided over 27 other commissioners. On 16 September 2009 Barroso was re-elected by the European Parliament for a further five years and his Commission was approved to take office on 9 February 2010.
Elisa Maria da Costa Guimarães Ferreira, GCC is a Portuguese politician and economist who has served as the European Commissioner for Cohesion and Reforms in the administration of President Ursula von der Leyen between 2019 and 2024. She previously served as vice-governor of the Bank of Portugal from 2016 until 2019. She was as Member of the European Parliament (MEP) for the Socialist Party; part of the Party of European Socialists between 2004 and 2016. In 2019, she was selected by Portugal to serve as a European Commissioner. Previously, she was in charge of the Ministries of Environment (1995-1999) and Public Works (1999-2001) during the governments of António Guterres.
Valdis Dombrovskis is a Latvian politician serving as Executive Vice President of the European Commission for An Economy that Works for People since 2019 and European Commissioner for Trade since 2020. He previously served as European Commissioner for Financial Stability, Financial Services and Capital Markets Union from 2016 to 2020 and Prime Minister of Latvia from 2009 to 2014.
Manfred Weber is a German politician who has been serving as President of the European People's Party (EPP) since 2022 and as Leader of the EPP Group in the European Parliament since 2014. He has been a Member of the European Parliament (MEP) from Germany since 2004. He is a member of the Christian Social Union (CSU), part of the European People's Party.
Margrethe Vestager is a Danish politician currently who formerly served as Executive Vice President of the European Commission for A Europe Fit for the Digital Age between December 2019 and November 2024 in the Von Der Leyen Commission and was European Commissioner for Competition between 2014 and 2024 under Commission Presidents Juncker and Von Der Leyen. Vestager is a member of the Danish Social Liberal Party, and of the Alliance of Liberals and Democrats for Europe Party (ALDE) on the European level.
The European Commissioner for Trade is the member of the European Commission responsible for the European Union's common commercial policy.
The European Commissioner for Energy is a member of the European Commission. The current Commissioner is Dan Jørgensen, in office since 1 December 2024.
Franciscus Cornelis Gerardus Maria "Frans" Timmermans is a Dutch politician who served as Executive Vice President of the European Commission for the European Green Deal and European Commissioner for Climate Action in the von der Leyen Commission from 2019 until his resignation in 2023. He has been Leader of the Labour Party (PvdA) since 2023.

Maroš Šefčovič is a Slovak diplomat and politician serving as Executive Vice-President of the European Commission for the European Green Deal since 2023, as well as Vice-President of the European Commission for Interinstitutional Relations since 2019, previously holding the office from 2010 to 2014. He has been a member of the European Commission since 2009. Šefčovič also stood for office in the 2019 Slovak presidential election, which he lost against Zuzana Čaputová.
Margaritis Schinas is a Greek politician and former civil servant. He took office in December 2019 as a vice-president in the Von der Leyen Commission with the portfolio of European Commissioner for Promoting our European Way of Life. A member of the New Democracy party, he previously was a Member of the European Parliament (MEP) from 2007 to 2009 and served as chief spokesperson of the European Commission from 2014 to 2019, and as a deputy director-general of the European Commission's Directorate-General for Communication between 2015 and 2019.
The Juncker Commission was the European Commission in office from 1 November 2014 to 30 November 2019. Its president was Jean-Claude Juncker, who presided over 27 other commissioners. In July 2014, Juncker was officially elected to succeed José Manuel Barroso, who completed his second five-year term in that year.
The Spitzenkandidat process is the method of linking the choice of President of the Commission to the outcome of the European Parliament elections, with each major European political party nominating their candidate for Commission President prior to the Parliamentary elections. The Spitzenkandidat of the largest party would then be proposed by the European Council to the European Parliament for election to the Commission Presidency.

The Conference on the Future of Europe was a proposal of the European Commission and the European Parliament, announced at the end of 2019, with the aim of looking at the medium- to long-term future of the EU and what reforms should be made to its policies and institutions. It is intended that the Conference should involve citizens, including a significant role for young people, civil society, and European institutions as equal partners and last for two years. It will be jointly organised by the European Parliament, the EU Council and the European Commission. On 19 April 2021, the multilingual digital platform of the Conference futureu.europa.eu was launched.
