Registration districts were created in England and Wales with the introduction of civil registration by the Births and Deaths Registration Act 1836. Each district is headed by a superintendent registrar who holds overall responsibility for the administration of civil registration within their district. Historically, each district was divided into sub-districts, which were each headed by a registrar. [1]
The boundaries of registration districts were originally coterminous with poor law unions; however, the number of districts and their boundaries varied considerably over time, with smaller districts being merged and larger districts split in line with population changes. Registration districts were not always coterminous with county boundaries, even following the creation of administrative counties and districts by the Local Government Act 1888, and so were grouped into registration counties for census purposes until the 1930s, when their boundaries were fully aligned with local counties and county boroughs.
In England and Wales, the responsibility for civil registration is today held by the relevant county council, unitary authority, metropolitan district, or London borough. Local government areas often contained several registration districts operating under the supervision of the local authority; however, a series of mergers in the late 2000s and early 2010s means that the boundaries of registration districts are now identical to those of local authorities.

Local government in Wales is primarily undertaken by the twenty-two principal councils. The councils are unitary authorities, meaning they are responsible for providing local government services within their principal area, including education, social work, environmental protection, and most highway maintenance. The principal areas are divided into communities, most of which have an elected community council. The services provided by community councils vary, but they will typically maintain public spaces and facilities. Local councils in Wales are elected; the most recent local elections in Wales took place in 2022, and the next are due to take place in 2027.
The counties of England are divisions of England. Counties have been used as administrative areas in England since Anglo-Saxon times. There are two main legal definitions of the counties in modern usage: the 84 counties for the purposes of local government, and the 48 counties for the purposes of lieutenancy, also termed the ceremonial counties.
In England, a civil parish is a type of administrative parish used for local government. It is a territorial designation which is the lowest tier of local government. Civil parishes can trace their origin to the ancient system of parishes, which for centuries were the principal unit of secular and religious administration in most of England and Wales. Civil and religious parishes were formally split into two types in the 19th century and are now entirely separate. Civil parishes in their modern form came into being through the Local Government Act 1894, which established elected parish councils to take on the secular functions of the parish vestry.
The General Register Office for England and Wales (GRO) is the section of the United Kingdom HM Passport Office responsible for the civil registration of births, adoptions, marriages, civil partnerships and deaths in England and Wales and for those same events outside the UK if they involve a UK citizen and qualify to be registered in various miscellaneous registers. With a small number of historic exceptions involving military personnel, it does not deal with records of such events occurring within the land or territorial waters of Scotland, Northern Ireland or the Republic of Ireland; those entities' registration systems have always been separate from England and Wales.
Civil registration is the system by which a government records the vital events of its citizens and residents. The resulting repository or database has different names in different countries and even in different subnational jurisdictions. It can be called a civil registry, civil register, vital records, and other terms, and the office responsible for receiving the registrations can be called a bureau of vital statistics, registry of vital records and statistics, registrar, registry, register, registry office, or population registry. The primary purpose of civil registration is to create a legal document that can be used to establish and protect the rights of individuals. A secondary purpose is to create a data source for the compilation of vital statistics.
Non-metropolitan districts, or colloquially "shire districts", are a type of local government district in England. As created, they are sub-divisions of non-metropolitan counties in a two-tier arrangement. Non-metropolitan districts with borough status are known as boroughs, able to appoint a mayor and refer to itself as a borough council.

General Register Office or General Registry Office (GRO) is the name given to the civil registry in the United Kingdom, many other Commonwealth nations and Ireland. The GRO is the government agency responsible for the recording of vital records such as births, deaths, and marriages, which may also include adoptions, stillbirths, civil unions, etc., and historically, sometimes included records relating to deeds and other property transactions.
In England and Wales, an extra-parochial area, extra-parochial place or extra-parochial district was a geographically defined area considered to be outside any ecclesiastical or civil parish. Anomalies in the parochial system meant they had no church or clergymen and were therefore exempt from payment of poor or church rates and usually tithes. They were formed for a variety of reasons, often because an area was unpopulated or unsuitable for agriculture, but also around institutions and buildings or natural resources. Extra-parochial areas caused considerable problems when they became inhabited as they did not provide religious facilities, local governance or provide for the relief of the poor. Their status was often ambiguous and there was demand for extra-parochial areas to operate more like parishes. Following the introduction of the New Poor Law, extra-parochial areas were effectively made civil parishes by the Extra-Parochial Places Act 1857 and were eliminated by the Poor Law Amendment Act 1868. This was achieved either by being integrated with a neighbouring or surrounding parish, or by becoming a separate civil parish if the population was high enough.

The wards and electoral divisions in the United Kingdom are electoral districts at sub-national level, represented by one or more councillors. The ward is the primary unit of English electoral geography for civil parishes and borough and district councils, the electoral ward is the unit used by Welsh principal councils, while the electoral division is the unit used by English county councils and some unitary authorities. Each ward/division has an average electorate of about 5,500 people, but ward population counts can vary substantially. As of 2021 there are 8,694 electoral wards/divisions in the UK. An average area of wards or electoral divisions in the United Kingdom is 28.109 km2 (10.853 sq mi).
The House of Commons Act 1944 was an Act of the Parliament of the United Kingdom that established permanent boundary commissions for each of the constituent countries of the United Kingdom, and provided for the periodic review of the number and boundaries of parliamentary constituencies.
A civil parish is a country subdivision, forming the lowest unit of local government in England. There are 218 civil parishes in the ceremonial county of Cornwall, which includes the Isles of Scilly. The county is effectively parished in its entirety; only the unpopulated Wolf Rock is unparished. At the 2001 census, there were 501,267 people living in the current parishes, accounting for the whole of the county's population. The final unparished areas of mainland Cornwall, around St Austell, were parished on 1 April 2009 to coincide with the structural changes to local government in England.
National Records of Scotland is a non-ministerial department of the Scottish Government. It is responsible for civil registration, the census in Scotland, demography and statistics, family history, as well as the national archives and historical records.
Greater London is the administrative area of London, England, which is coterminous with the London region. It contains 33 local government districts: the 32 London boroughs, which form a ceremonial county also called Greater London, and the City of London. The Greater London Authority is responsible for strategic local government across the region, and regular local government is the responsibility of the borough councils and the City of London Corporation. Greater London is bordered by the ceremonial counties of Hertfordshire to the north, Essex to the north-east, Kent to the south-east, Surrey to the south, and Berkshire and Buckinghamshire to the west.
Eastbourne Borough Council is the local authority for Eastbourne, a non-metropolitan district with borough status in East Sussex, England. The council meets at Eastbourne Town Hall.
The 2022 Rochdale Metropolitan Borough Council election took place as of 5 May 2022. Due to boundary changes, all 60 councillors were elected at the same time. The election took place alongside other local elections across the United Kingdom.
