The military districts in Russia serve as administrative divisions for the Russian Armed Forces. Each has a headquarters administering the military formations within the Russian federal subjects that it includes.
As of March 2024, there are five military districts in Russia: Leningrad, Moscow, Central, Eastern, and Southern.
After the dissolution of the Soviet Union, Russia maintained a diminishing number of former Soviet Armed Forces military districts.

Volga Military District and Urals Military District was merged into the Volga-Urals Military District according to Decree of the President of Russia № 337с on 24 March 2001. [2] The new district was to be with the boundaries of the Republic of Bashkortostan, Mari El, Republic of Mordovia, the Republic of Tatarstan, the Udmurtian Republic, the Chuvash Republic, the Kirov, Kurgan, Orenburg, Penza, Perm, Samara, Sverdlovsk, Tyumen, Ulyanovsk, and Chelyabinsk regions, the Komi-Permyak, Khanty-Mansi, and Yamal-Nemets autonomous areas.
Decree of the President of Russia No. 1764 (12 December 2008) [3] changed names of regions after federal subjects mergers.
Leningrad Military District, Moscow Military District and Kaliningrad Special Region were merged to form the Western Military District.
Since 1 December 2010, all military districts except the Western Military District had been replaced by three larger districts, based on recommendations of the 2008 Russian military reforms. The Central Military District was formed from a merger of the Volga-Urals Military District and most of the Siberian Military District, with the remainder (Buryatia and Zabaykalsky Krai) transferred to the Far East Military District to form the Eastern Military District. The North Caucasus Military District was replaced with the Southern Military District. The reform was according to Decree of the President of Russia No. 1144 on 20 September 2010. [4] [5]
The Southern Military District was enlarged to include disputed territories of the Republic of Crimea and Sevastopol following the 2014 Russian annexation of Crimea.
On 15 December 2014, the Northern Fleet of the Russian Navy was removed from the Western Military District and the boundaries of its jurisdiction expanded to form the Northern Fleet Joint Strategic Command. The new military command included Murmansk Oblast, Arkhangelsk Oblast, and numerous Russian islands in the Arctic Ocean. [6]
The Northern Fleet Joint Strategic Command was the only military command to be transformed into a fully fledged military district, according to President Vladimir Putin's Decree of 5 June 2020. [7] Since 1 January 2021, the Northern Fleet has held the status of a military district, and its joint strategic command has become the Northern Military District. [8]
Southern military district was expanded to include the occupied parts of Donetsk Republic, Luhansk Republic, Zaporizhzhia Oblast and Kherson Oblast. [9]
Russian authorities announced that the Moscow and Leningrad Military Districts would be reactivated in the course of 2023. [10] [11] It was also announced that a subordinate branch of the Black Sea Fleet in the Sea of Azov would be established. [12]
It appears that the creation of the new commands will take place in 2023. The creation of Moscow and Leningrad Military Districts will take place on 1 March 2024. The Northern Fleet will also lose its district status.
Russia is divided into several types and levels of subdivisions.
Ural Federal District is one of the eight federal districts of Russia. Its population was 12,080,523 according to the 2010 Census.
Anatoly Vasiliyevich Kvashnin was a Russian military officer, who served as the Chief of the General Staff of Russian Armed Forces from 1997 to 2004, when he was dismissed by President Vladimir Putin. In the period 2004–2010, he was the Plenipotentiary Envoy of the President of Russia to the Siberian Federal District.
The 150th Idritsa-Berlin Order of Kutuzov 2nd Class Motor Rifle Division of the Russian Ground Forces is a tank and artillery division that was re-instituted in 2016. It is part of the 8th Guards Army, which was reformed in 2017, in the Southern Military District.
The City of Military Glory is an honorary title bestowed upon the citizenry of Russian cities, where soldiers had displayed courage and heroism during the Second World War. The award, which to date has been bestowed upon 45 cities, is similar to the Hero City title awarded during the era of the Soviet Union and no city has yet received both awards.
The North Caucasian Federal District is one of the eight federal districts of Russia. It is located in extreme southern Russia, in the geographical area of the North Caucasus. The federal district was split from the Southern Federal District on 19 January 2010. The population of the federal subjects comprising the federal district was 10,171,434 according to the 2021 Census, living in an area of 170,400 square kilometers (65,800 sq mi). The current Envoy is Yury Chaika.

Colonel General Vladimir Valentinovich Chirkin is a Russian military officer and a former commander of Russian Ground Forces.
Kaliningrad Special Region was a military district of the Russian Armed Forces from 1997 to 2010. It was tasked with the defense of the Kaliningrad Oblast and protection of national interests in the southern Baltic. The area of the KDA was unique in Russia, as separate branches of the armed forces existed under a single command. In recent years, the Kaliningrad Special Region played an important role in countering the U.S. missile defense system in Europe. On September 1, 2010, the district was merged with the Leningrad and Moscow military districts to create the Western Military District.
Sergey Ivanovich Menyaylo is a Russian military figure and statesman. He has been Head of the Republic of North Ossetia since 9 April 2021.
Dmitry Yuryevich Mironov is a Russian politician, currently serving as an Aide to the President of Russia.
General Nikolay Yevgenyevich Rogozhkin is a Russian politician and military commander who last served as the 4th Presidential Envoy to the Siberian Federal District from 2014 to 2016. Before that, he was Commander-in-Chief of the Internal Troops of the Ministry of Internal Affairs of Russia from 2004 to 2014. He was the general of the army since 23 February 2007.
Konstantin Borisovich Pulikovsky, is a Russian military commander and statesman, a lieutenant general of the reserve. He was the Plenipotentiary Representative of the President of the Russian Federation in the Far Eastern Federal District from 18 May 2000 to 14 November 2005. He last served as the Head of Rostekhnadzor from 5 December 2005 to 2 September 2008. He has the federal state civilian service rank of 1st class Active State Councillor of the Russian Federation.
Sergey Alimovich Melikov, is a Russian statesman and military leader, who has served as the 5th Head of the Republic of Dagestan since 14 October 2021.
Aleksandr Viktorovich Galkin, is a Russian military leader, a colonel general as of 2011, who was the Commander of the Southern Military District from 2010 to 2016.
Andrey Valeryevich Kartapolov is a Russian politician and former army officer of the Russian Army. From 30 July 2018 to October 2021 he served as Deputy Defence Minister, and headed the Main Military-Political Directorate of the Russian Armed Forces. He had commanded the Western Military District from 2015 to 2016, and again from 2017 to 2018. Kartapolov has held the rank of colonel general since 2015. He is currently a member of parliament, a deputy of the State Duma, elected on 19 September 2021.
Pavel Anatolyevich Popov, is a Russian army officer who is the Deputy Minister of Defense since 7 November 2013. He holds the rank of General of the Army as of 11 December 2015.
Viktor Nikolayevich Liina is an officer of the Russian Navy. He holds the rank of admiral and has served as the commander of the Pacific Fleet since 2023. Previously, he served as the commander of the Baltic Fleet from 2021 to 2023.
