Structural discrimination

Structural discrimination is a form of institutional discrimination against individuals of a given protected characteristic such as race or gender, Caste (social stratification) which has the effect of restricting their opportunities. It may be either intentional or unintentional, and it may involve either public or private institutional policies. [1] [2] Such discrimination occurs when these policies have disproportionately negative effects on the opportunities of certain social groups. [1] [3] [4]

Some conceptualizations of structural discrimination focus on past forms of discrimination that have resulted in present-day inequality, while others focus on policies that still exist today and can have disproportionately negative effects on minority groups. [5] One overt past example of structural discrimination was Jim Crow laws in the Southern United States, which were explicitly aimed at limiting the rights of black Americans in education, employment, and other areas of society. [4]

Racial discrimination is any discrimination against any individual on the basis of their race, ancestry, ethnicity, and/or skin color and hair texture. Individuals can discriminate by refusing to do business with, socialize with, or share resources with people of a certain group. Governments can discriminate explicitly in law, for example through policies of racial segregation, disparate enforcement of laws, or disproportionate allocation of resources. Some jurisdictions have anti-discrimination laws which prohibit the government or individuals from being discriminated based on race in various circumstances. Some institutions and laws use affirmative action to attempt to overcome or compensate for the effects of racial discrimination. In some cases, this is simply enhanced recruitment of members of underrepresented groups; in other cases, there are firm racial quotas. Opponents of strong remedies like quotas characterize them as reverse discrimination, where members of a dominant or majority group are discriminated against.

Racial color blindness refers to the belief that a person's race or ethnicity should not influence their legal or social treatment in society.

Employment discrimination is a form of illegal discrimination in the workplace based on legally protected characteristics. In the U.S., federal anti-discrimination law prohibits discrimination by employers against employees based on age, race, gender, sex, religion, national origin, and physical or mental disability. State and local laws often protect additional characteristics such as marital status, veteran status and caregiver/familial status. Earnings differentials or occupational differentiation—where differences in pay come from differences in qualifications or responsibilities—should not be confused with employment discrimination. Discrimination can be intended and involve disparate treatment of a group or be unintended, yet create disparate impact for a group.

Social exclusion or social marginalisation is the social disadvantage and relegation to the fringe of society. It is a term that has been used widely in Europe and was first used in France in the late 20th century. It is used across disciplines including education, sociology, psychology, politics and economics.

Institutional discrimination is discriminatory treatment of an individual or group of individuals by society or institutions, through unequal consideration of members of subordinate groups. These unfair and indirect methods of discrimination are often embedded in an institution's policies, procedures, laws, and objectives. The discrimination can be on grounds of gender, caste, race, ethnicity, religion, or socio-economic status.

Reverse racism, sometimes referred to as reverse discrimination, is the concept that affirmative action and similar color-conscious programs for redressing racial inequality are forms of anti-white racism. The concept is often associated with conservative social movements and reflects a belief that social and economic gains by black people and other people of color cause disadvantages for white people.

Social inequality occurs when resources within a society are distributed unevenly, often as a result of inequitable allocation practices that create distinct unequal patterns based on socially defined categories of people. Differences in accessing social goods within society are influenced by factors like power, religion, kinship, prestige, race, ethnicity, gender, age, sexual orientation, and class. Social inequality usually implies the lack of equality of outcome, but may alternatively be conceptualized as a lack of equality in access to opportunity.

Occupational inequality is the unequal treatment of people based on gender, sexuality, age, disability, socioeconomic status, religion, height, weight, accent, or ethnicity in the workplace. When researchers study trends in occupational inequality they usually focus on distribution or allocation pattern of groups across occupations, for example, the distribution of men compared to women in a certain occupation. Secondly, they focus on the link between occupation and income, for example, comparing the income of whites with blacks in the same occupation.

Residential segregation is the physical separation of two or more groups into different neighborhoods—a form of segregation that "sorts population groups into various neighborhood contexts and shapes the living environment at the neighborhood level". While it has traditionally been associated with racial segregation, it generally refers to the separation of populations based on some criteria.

Laissez-faire racism is closely related to color blindness and covert racism, and is theorised to encompass an ideology that blames minorities for their poorer economic situations, viewing it as the result of cultural inferiority. The term is used largely by scholars of whiteness studies, who argue that laissez-faire racism has tangible consequences even though few would openly claim to be, or even believe they are, laissez-faire racists.

In the United States, housing segregation is the practice of denying African Americans and other minority groups equal access to housing through the process of misinformation, denial of realty and financing services, and racial steering. Housing policy in the United States has influenced housing segregation trends throughout history. Key legislation include the National Housing Act of 1934, the G.I. Bill, and the Fair Housing Act. Factors such as socioeconomic status, spatial assimilation, and immigration contribute to perpetuating housing segregation. The effects of housing segregation include relocation, unequal living standards, and poverty. However, there have been initiatives to combat housing segregation, such as the Section 8 housing program.

Symbolic racism is a coherent belief system that reflects an underlying one-dimensional prejudice towards a racialized ethnicity. These beliefs include the stereotype that black people are morally inferior to white people, and that black people violate traditional White American values such as hard work and independence. However, symbolic racism is more of a general term than it is one specifically related to prejudice towards black people. These beliefs may cause the subject to discriminate against black people and to justify this discrimination. Some people do not view symbolic racism as prejudice since it is not linked directly to race but is indirectly linked through social and political issues.

Concentrated poverty concerns the spatial distribution of socio-economic deprivation, specifically focusing on the density of poor populations. Within the United States, common usage of the term concentrated poverty is observed in the fields of policy and scholarship referencing areas of "extreme" or "high-poverty." These are defined by the US census as areas where "40 percent of the tract population [lives] below the federal poverty threshold." A large body of literature argues that areas of concentrated poverty place additional burdens on poor families residing within them, burdens beyond what these families' individual circumstances would dictate. Research also indicates that areas of concentrated poverty can have effects beyond the neighborhood in question, affecting surrounding neighborhoods not classified as "high-poverty" and subsequently limiting their overall economic potential and social cohesion. Concentrated poverty is a global phenomenon, with prominent examples world-wide. Despite differing definitions, contributing factors, and overall effects, global concentrated poverty retains its central theme of spatial density. Multiple programs have attempted to ameliorate concentrated poverty and its effects within the United States, with varying degrees of progress and to sometimes detrimental effect.

In the United States, racial inequality refers to the social inequality and advantages and disparities that affect different races. These can also be seen as a result of historic oppression, inequality of inheritance, or racism and prejudice, especially against minority groups.

Race-based traumatic stress is the traumatic response to stress following a racial encounter. Robert T. Carter's (2007) theory of race-based traumatic stress implies that there are individuals of color who experience racial discrimination as traumatic, and often generate responses similar to post-traumatic stress. Race-based traumatic stress combines theories of stress, trauma and race-based discrimination to describe a particular response to negative racial encounters.

The weathering hypothesis was proposed to account for early health deterioration as a result of cumulative exposure to experiences of social, economic and political adversity. It is well documented that minority groups and marginalized communities suffer from poorer health outcomes. This may be due to a multitude of stressors including prejudice, social alienation, institutional bias, political oppression, economic exclusion and racial discrimination. The weathering hypothesis proposes that the cumulative burden of these stressors as individuals age is "weathering," and the increased weathering experienced by minority groups compared to others can account for differences in health outcomes. In recent years, the biological plausibility of the weathering hypothesis has been investigated in studies evaluating the physiological effects of social, environmental and political stressors among marginalized communities. This has led to more widespread use of the weathering hypothesis as a framework for explaining health disparities on the basis of differential exposure to racially based stressors. Researchers have also identified patterns connecting weathering to biological phenomena associated with stress and aging, such as allostatic load, epigenetics, telomere shortening, and accelerated brain aging.

The psychological impact of discrimination on health refers to the cognitive pathways through which discrimination impacts mental and physical health in members of marginalized, subordinate, and low-status groups. Research on the relation between discrimination and health became a topic of interest in the 1990s, when researchers proposed that persisting racial/ethnic disparities in health outcomes could potentially be explained by racial/ethnic differences in experiences with discrimination. Although the bulk of the research tend to focus on the interactions between interpersonal discrimination and health, researchers studying discrimination and health in the United States have proposed that institutional discrimination and cultural racism also give rise to conditions that contribute to persisting racial and economic health disparities.
