Construction of the airport was started in May 1984 and completed in October 1985. It was expanded in 2001 and again in 2010. Flights resumed on 28 February 2011 after the latest expansion was completed,and the airport adopted the new name Dongying Shengli Airport,after the Shengli Oil Field in Dongying.

It is located 32 km (20 mi) southwest of the centre of the city. The airport was built in 1962,with improvements made in 1990. Terminal 2,with an area measuring 189,000 m2 (2,030,000 sq ft),opened on 25 September 2014. It is designed to handle 16 million passengers annually. The number of passengers reached 1 million in 2002,and jumped to 2 million by 2006. In 2016,11.56 million passengers used the airport.

It is located in Lanqi Village in Xishi District of Yingkou,about 17 kilometres (11 mi) from the city center by road. The airport opened on 3 February 2016,when the inaugural China Eastern Airlines flight landed from Shanghai Pudong International Airport. The total investment for the project was estimated at CNY 8.94 billion.
Dalian Jinzhouwan International Airport is an international airport being built to serve the city of Dalian in Northeast China's Liaoning province. Once open,it will replace the existing Dalian Zhoushuizi International Airport as the city's main airport. It is being built on 21 square kilometres (8.1 sq mi) of reclaimed land off the coast of Dalian. Expected to open in 2026,it is set to become the world's largest offshore airport.
