The Directorate-General for Research and Innovation (DG RTD) is a Directorate-General of the European Commission, located in Brussels, and responsible for the European Union's research and innovation policy and coordination of research and innovation activities. Until her resign in May 2023, DG RTD was headed by Commissioner Mariya Gabriel and Director-General Marc Lemaître.
The Directorate-General for Research and Innovation defines and implements European Research and Innovation (R&I) policy with a view to achieving the goals of the Europe 2020 strategy and its key flagship initiative, the Innovation Union. [1]
To do so, DG RTD contributes to the European Semester by analysing national R&I policies, by assessing their strengths and weaknesses, and by formulating country specific recommendations where necessary. It monitors and contributes to the realisation of the Innovation Union flagship initiative and the completion of the European Research Area. It funds Research and Innovation through Framework Programmes (currently Horizon 2020) taking a strategic programming approach.
To make Europe a better place to live and work, by developing and implementing R&I policy to improve Europe's competitiveness, boost its growth, create jobs, and tackle the main current and future societal challenges. [2]
To fulfil its mission, the Directorate General works closely with several other Commission departments (DGs) and executive agencies. [3]
Eurostat is a Directorate-General of the European Commission located in the Kirchberg quarter of Luxembourg City, Luxembourg. Eurostat's main responsibilities are to provide statistical information to the institutions of the European Union (EU) and to promote the harmonisation of statistical methods across its member states and candidates for accession as well as EFTA countries. The organisations in the different countries that cooperate with Eurostat are summarised under the concept of the European Statistical System.
The Directorate-General for European Civil Protection and Humanitarian Aid Operations, formerly known as the European Community Humanitarian Aid Office, is the European Commission's department for overseas humanitarian aid and for civil protection. It aims to save and preserve life, prevent and alleviate human suffering and safeguard the integrity and dignity of populations affected by natural disasters and man-made crises. Since September 2019, Janez Lenarčič is serving as Commissioner for Crisis Management in the Von der Leyen Commission, and since 1 March 2023, Maciej Popowski leads the organisation as the Director-General.
The Secretariat of the European Parliament is the administrative body of the European Parliament headed by a Secretary-General. It is based in the Kirchberg district of Luxembourg City and around the Brussels-Luxembourg Station in Brussels and employs 4000 officials.
The Directorate-General for Communications Networks, Content and Technology is a Directorate-General of the European Commission and is responsible for EU investment in research, innovation and development of critical digital technologies.
Directorate-General for Environment is a Directorate-General of the European Commission, responsible for the Environmental policy of the European Union. In 2010 "relevant [climate change] activities in DG Environment" were moved to the new DG Climate Action. At the same time the DG Energy (ENER) was also established. The 2022 commissioner was Virginijus Sinkevičius.
The Directorate-General for the External Relations was a Directorate-General of the European Commission, responsible for the external policy. The DG was merged into the European External Action Service in 2010, then headed by High Representative Catherine Ashton.
The Directorate-General for Mobility and Transport is a Directorate-General of the European Commission responsible for transport within the European Union.
The Executive Agency for Small and Medium-sized Enterprises (EASME) is an Executive Agency of the European Commission. EASME was founded in 2003 as the Intelligent Energy Executive Agency (IEEA) and was renamed the European Agency for Competitiveness and Innovation (EACI) in 2007, finally becoming EASME in 2014. It is responsible for managing specific programmes in the fields of energy, the environment, and business support. Its goal is to promote sustainable development while improving the competitiveness of European industries. While the Agency has its own legal identity, it reports to several Directorates-General of the European Commission, which remain responsible for programming and evaluation of the programmes.
The Framework Programmes for Research and Technological Development, also called Framework Programmes or abbreviated FP1 to FP9, are funding programmes created by the European Union/European Commission to support and foster research in the European Research Area (ERA). Starting in 2014, the funding programmes were named Horizon.
The European Institute of Innovation and Technology (EIT) is an independent body of the European Union with juridical personality, established in 2008 intended to strengthen Europe's ability to innovate. The EIT’s three “core pillars” of activities are: entrepreneurial education programmes and courses across Europe that transform students into entrepreneurs; business creation and acceleration services that scale ideas and budding businesses; and innovation-driven research projects that turn ideas into products by connecting partners, investors, and expertise.
The Directorate-General for Competition is a Directorate-General of the European Commission, located in Brussels. The DG Competition employs around 850 officials, as well as a number of seconded national officials, among other from national competition authorities. It is responsible for establishing and implementing competition policy for the European Union. DG Competition has a dual role in antitrust enforcement: an investigative role and a decision-making role. The current Director-General is Olivier Guersent.

The Directorate-General for Health and Food Safety, until 2014 known as the Directorate-General for Health and Consumers, is a directorate-general of the European Commission. The DG is responsible for the monitoring and implementation of European Union policies and laws on health and food safety. It is headed by European Commissioner for Health and Food Safety Stella Kyriakides and Director-General Sandra Gallina.
The Directorate-General for Migration and Home Affairs is a Directorate-General of the European Commission. The role of the body is to ensure the EU's security, to build a common EU migration and asylum policy, and to promote dialogue and cooperation with non-EU countries. Thereby, it contributes to the area of freedom, security and justice (AFSJ).
The Graphene Flagship is a European Union scientific research initiative. With a budget of €1 billion, it is one of the large scale initiatives organized by the Future and Emerging Technologies program, along with the Human Brain Project and the Quantum Technologies Flagship. Through a combined academic-industrial consortium, the research effort attempts to develop technologies which range from basic research to production and system integration, using the unique properties of graphene. There are some critics of this and similar initiatives, arguing that the funding of graphene-related research and innovation is disproportional to estimates of industrial potential. However, advocates for the Graphene Flagship note the merits of the initiative’s wide-ranging, applications-focused research, and the potential for graphene to catalyze innovation and economic growth across sectors and interest areas including biomedical research and health, transport, water safety, energy efficiency, battery and semiconductor development, wearable electronics, digital communications, sustainability and the environment, and space exploration.
