The 1998 United States House of Representatives elections were held on November 3, 1998, to elect U.S. Representatives to serve in the 106th United States Congress. They were part of the midterm elections held during President Bill Clinton's second term. They were a major disappointment for the Republicans, who were expecting to gain seats due to the embarrassment Clinton suffered during the Monica Lewinsky scandal and the "six-year itch" effect observed in most second-term midterm elections. However, the Republicans lost five seats to the Democrats, although they retained a narrow majority in the House. A wave of Republican discontent with Speaker Newt Gingrich prompted him to resign shortly after the election; he was replaced by Congressman Dennis Hastert of Illinois.
The campaign was marked by Republican attacks on the morality of President Bill Clinton, with independent counsel Kenneth Starr having released his report on the Lewinsky scandal and House leaders having initiated an inquiry into whether impeachable offenses had occurred. However, exit polls indicated that most voters opposed impeaching Clinton, and predictions of high Republican or low Democratic turnout due to the scandal failed to materialize. [1] Some speculate that the losses reflected a backlash against the Republicans for attacking the popular Clinton. With the Republicans having lost four House seats and failing to gain any seats in the Senate, it was the first time since 1934 that the non-presidential party failed to gain congressional seats in a midterm election; this would happen again in 2002. This was the last election until 2024 where no incumbents who served at least 6 terms (12 years) lost re-nomination or re-election, and also the most recent where no Democratic incumbent lost renomination. The 1994 United States Senate elections were held November 8, 1994, with the 33 seats of Class 1 contested in regular elections. Special elections were also held to fill vacancies. The Republican Party took control of the Senate from the Democrats. Like for most other midterm elections, the opposition, this time being the Republicans, held the traditional advantage. The congressional Republicans campaigned against the early presidency of Bill Clinton, including his unsuccessful healthcare plan. Democrats held a 56–44 majority, after having lost a seat in Texas in a 1993 special election.
The 1998 United States Senate elections were held on November 3, 1998, with the 34 seats of Class 3 contested in regular elections. This was seen as an even contest between the Republican Party and Democratic Party. While the Democrats had to defend more seats up for election, Republican attacks on the morality of President Bill Clinton failed to connect with voters and anticipated Republican gains did not materialize. The Republicans picked open seats up in Ohio and Kentucky and narrowly defeated Democratic incumbent Carol Moseley Braun, but these were cancelled out by the Democrats' gain of an open seat in Indiana and defeats of Republican Senators Al D'Amato and Lauch Faircloth. The balance of the Senate remained unchanged at 55–45 in favor of the Republicans.

This was the first time since 1980 that any party successfully defended all their own seats, and the first time Democrats did so since 1958.

As of 2023, this was the last time either party has had a two-thirds majority in the Senate, which allowed the Senate Democrats to override a veto, propose constitutional amendments, or convict and expel certain officials without any votes from Senate Republicans. However, internal divisions would have prevented the Democrats from having done so. The Senate election cycle coincided with Democratic gains in the House in the same year.
