The 2022 Sarawak state election, formally the 12th Sarawak state election, will be held before 2 January 2022 to elect the 19th Sarawak State Legislative Assembly. All 82 seats will be up for election, presuming no constituencies are added or removed in a redistribution. As the 18th Assembly first sat on 7 June 2016, it was originally set to be dissolved automatically on 7 June 2021. However, the 2021 state emergency declaration, preceded by an federal 2021 Malaysian state of emergency declaration nationwide, arising from the 2020–21 political crisis and the COVID-19 pandemic, suspended the automatic dissolution of the legislature until the proposed end of the emergency duration on 2 February 2022. [1] [2] On 3 November 2021, Istana Negara announced that Yang di-Pertuan Agong Al-Sultan Abdullah Ri'ayatuddin Al-Mustafa Billah Shah had consented to lift the state of emergency thus the state legislative assembly dissolved automatically and the state election must be held within 60 days after to elect a new state government. Background

Previous election

The size of the Legislative Assembly was enlarged from 71 to 82 members in the last state election. The incumbent Sarawak Barisan Nasional coalition, led by Adenan Satem, won 72 seats, allowing it to form a majority government. This included 11 members who were not affiliated with any of its component parties.

The election was the first major election for the then newly-formed Pakatan Harapan coalition, the successor to the Pakatan Rakyat coalition. However, the component parties of the coalition, winning the remaining 10 seats, suffered a swing of 9.63 percentage points against it and an overall loss of 5 seats compared to the 2011 election.

Between June and August 2016, the 11 partyless Barisan Nasional members either joined the United Bumiputera Heritage Party, or left the coalition and joined the then United People's Party (now Parti Sarawak Bersatu). [4] [5] [6] The United People's Party however committed their support for the Barisan Nasional government.

Death of Adenan Satem

On 11 January 2017, Adenan Satem, the Chief Minister, died from cardiac arrest. [7] He is the first sitting Chief Minister of Sarawak to have died while in office. Abang Johari Openg took over the position two days later. A by-election was held in Adenan's seat of Tanjong Datu on 18 February, which was overwhelmingly retained by the Barisan Nasional coalition.

2018 federal election

The 2018 federal election resulted in an unprecedented victory for the opposition Pakatan Harapan coalition. In response, the four component parties of Barisan Nasional in Sarawak left the coalition and together formed the Gabungan Parti Sarawak coalition on 12 June 2018. [8] [9] [10]

2020-21 political crisis

A political crisis began at the federal level in February 2020, resulting in the collapse of the Pakatan Harapan federal government and the establishment of a Perikatan Nasional government. While Sarawak remained largely unaffected, the People's Justice Party lost all of its representation in the Legislative Assembly by April 2020, with all six remaining Pakatan Harapan seats being held by the Democratic Action Party. The Malaysian United Indigenous Party saw its introduction in the state with the membership of Ali Biju, the MLA for Krian.

Recent events

On 26 July 2020, the member for Padungan, Wong King Wei, left the Democratic Action Party to sit as an independent member. [11] This resulted in Parti Sarawak Bersatu overtaking Pakatan Harapan as the second largest grouping in the Legislative Assembly. PSB chairman Wong Soon Koh took over as opposition leader on 9 November 2020 [12]

On 1 August 2020, the newly-formed political alliance Gabungan Anak Sarawak (GASAK) which includes parties of Sarawak People’s Aspiration Party (Aspirasi), Sarawak Workers Party (SWP), Parti Bansa Dayak Sarawak Baru (PBDSB), Sarawak for Sarawakians (S4S) and Sarawak Independence Alliance (SIA) announced that GASAK will contest in all 82 seats in next state election, using Aspirasi's logo. [13] The statement was later revised on 1 October 2020, with GASAK parties contesting 50 seats and the rest contested by an unaffiliated party, Sarawak People Awareness Party (SEDAR). SEDAR was planning to contest all 82 seats. [14]

Media reports indicated in July 2020 that the election will likely be held in November after the consideration of the federal and state budgets in October. [15] It is expected that at least three candidates (GPS, PH and a minor party) will be fielded in all 82 constituencies. [16]

Electoral system

Elections in Malaysia are conducted at the federal and state levels. Federal elections elect members of the Dewan Rakyat, the lower house of Parliament, while state elections in each of the 13 states elect members of their respective state legislative assembly. As Malaysia follows the Westminster system of government, the head of government (Prime Minister at the federal level and the Menteri Besar/Chief Ministers at the state level) is the person who commands the confidence of the majority of members in the respective legislature – this is normally the leader of the party or coalition with the majority of seats in the legislature.

The Legislative Assembly consists of 82 members, known as Members of the Legislative Assembly (MLAs), that are elected for five-year terms. Each MLA is elected from a single-member constituencies using the first-past-the-post voting system; each constituency contains approximately an equal number of voters. If one party obtains a majority of seats, then that party is entitled to form the government, with its leader becoming the Chief Minister. In the event of a hung parliament, where no single party obtains the majority of seats, the government may still form through a coalition or a confidence and supply agreement with other parties. In practice, coalitions and alliances in Malaysia, and by extension, in Sarawak, generally persist between elections, and member parties do not normally contest for the same seats.

The voting age is currently 21 [20] [21] although the age of majority in the country is 18. [22] While the Constitution (Amendment) Act 2019, which provided for the voting age to be lowered to 18, was enacted in July 2019, [23] that provision is not yet in force and is awaiting proclamation. Elections are conducted by the Election Commission of Malaysia, which is under the jurisdiction of the Prime Minister's Department. Malaysia does not practice compulsory voting and automatic voter registration.

2018 Malaysian general election

The 2018 Malaysian general election, formally known as the 14th Malaysian general election, was held on Wednesday, 9 May 2018, for members of the 14th Parliament of Malaysia. At stake were all 222 seats in the Dewan Rakyat and 505 seats in 12 out of the 13 state legislative assemblies of Malaysia. The 13th Parliament of Malaysia was dissolved by Prime Minister Najib Razak on 7 April 2018. It would have been automatically dissolved on 24 June 2018, five years after the first meeting of the first session of the 13th Parliament of Malaysia on 24 June 2013.

2016 Sarawak state election

The eleventh Sarawak state election was held on Saturday, 7 May 2016 after nomination for candidates on Monday, 25 April 2016. The 82 members of the Sarawak State Legislative Assembly, were elected in single-member constituencies using first-past-the-post voting. More than 1.1 million who had their names entered or retained in an electoral register for a particular electoral district in Sarawak was eligible to vote at the time of the election. Malaysia does not practice compulsory voting and automatic voter registration. The voting age is 21 although the age of majority in the country is 18. The election was conducted by the Election Commission of Malaysia.

Pakatan Harapan Malaysian political coalition

The Alliance of Hope is a Malaysian political coalition which succeeded the Pakatan Rakyat coalition in 2015. At the federal level, it was the ruling coalition for 22 months from May 2018 when it won the 2018 Malaysian general election to February 2020 when Mahathir Mohamad, the Prime Minister in its administration resigned. It was established in September 2015 as an opposition political coalition against the then-ruling Barisan Nasional coalition that ruled the nation from its independence in August 1957 to its defeat in the 2018 Malaysian general election in May 2018 for almost 61 years. It is currently the largest political coalition with 90 seats in the Dewan Rakyat. While at the state level, it is the ruling coalition in three of the 13 states in the nation, which are Penang, Selangor and Negeri Sembilan. It also garners a two-thirds majority in the state legislative assemblies of Penang and Selangor.

Gagasan Sejahtera Political party in Malaysia

The Gagasan Sejahtera is an inactive coalition of opposition Islamist political parties which promote the "ideas of peace" in Malaysia. Larry Sng Wei Shien, is a Malaysian politician who has served as the Member of Parliament (MP) for Julau since May 2018. He served as Member of the Sarawak State Legislative Assembly (MLA) for Pelagus from September 2001 to April 2011. He is a member of the Parti Bangsa Malaysia (PBM). In PBM, he has served as Deputy President since November 2021. He was a member, State Chairman of Sarawak for the People's Justice Party (PKR), a component party of the Pakatan Harapan (PH) opposition coalition. On 28 February 2021, he left PKR to become an independent again and declared support for the ruling Perikatan Nasional (PN) coalition. On 21 November 2021, he was declared Deputy President of a new party, PBM.

United Progressive Kinabalu Organisation Political party of Sabah, Malaysia

The United Progressive Kinabalu Organisation is a multiracial political party based in Sabah, Malaysia. The party was rebranded from its previous party's name, United Pasokmomogun Kadazandusun Murut Organisation using the same UPKO acronym; which was a widely known Kadazan-Dusun-Murut based party in 2019. 2020–21 Malaysian political crisis 2020–21 event in Malaysia

The 2020–21 Malaysian political crisis is an ongoing political crisis in Malaysia. It has been caused by Members of Parliament (MPs) changing party support, leading to the loss of parliamentary majority, the collapse of two successive coalition governments and resignation of two Prime Ministers in less than 18 months. In February 2020, developments commonly nicknamed the Sheraton Move saw the ousting of the elected Pakatan Harapan government and the resignation of Prime Minister Mahathir Mohamad, after 22 months in power. They were replaced with the Perikatan Nasional government under Prime Minister Muhyiddin Yassin. Political instability continued after this change throughout 2020 and into 2021, exacerbated by the COVID-19 pandemic. This culminated in the resignation of Muhyiddin and his cabinet in August 2021 after 17 months in power. Ismail Sabri Yaakob was appointed Prime Minister a few days later.

Perikatan Nasional Political coalition in Malaysia

The National Alliance is a political coalition composed of the Malaysian United Indigenous Party (BERSATU), Pan-Malaysian Islamic Party (PAS), Homeland Solidarity Party, Sabah Progressive Party (SAPP) and later Parti Gerakan Rakyat Malaysia (GERAKAN). The establishment of this party was induced by the Muhyiddin cabinet on 10 March 2020. This coalition previously preceded by the Malaysian Party Alliance Association or also known as the Persatuan Perikatan Parti Malaysia (PPPM). This party later was legalised and confirmed by Registrar of Society (RoS) as a 'political coalition party' known as Perikatan Nasional (National Alliance). As of 13 August 2021, Perikatan Nasional controls 50 seats, with support of another 4 independent MPs. The coalition was the ruling government of Malaysia from March 2020 to August 2021.

2021 Malacca state election Election in Malaysia

The 2021 Malacca state election, formally the 15th Malacca state election, took place on 20 November 2021. This election was to elect 28 members of the 15th Malacca State Legislative Assembly. The previous assembly was dissolved on 4 October 2021.
