The 2009 Andhra Pradesh Legislative Assembly election took place in April 2009, concurrently with the 2009 Indian general election. The elections were held in the state in the first phase on 16 April 2009 and the second phase on 23 April 2009. The results were declared on 16 May 2009 The incumbent Indian National Congress retained power in the Andhra Pradesh State Assembly lower house, though with a reduced majority. The Congress Legislature party re-elected incumbent Chief minister Y. S. Rajasekhara Reddy as its leader thus re-nominating him to the post.

Contents

Previous Assembly

In the 2004 Andhra Pradesh Assembly election, Congress had swept the state, winning 185 of the 294 seats in the Assembly. The Congress' pre-poll alliance partners, Telangana Rashtra Samithi (TRS) and Left parties also did well, winning 15 and 26 seats respectively, taking the United Progressive Alliance (UPA) tally to 226. [3] As the leader of the Congress Legislature Party, Y. S. Rajasekhara Reddy was invited to form the Government by Governor Surjit Singh Barnala. [4]

As expected, the Government lasted the full term of 5 years and the tenure of the Legislative Assembly was due to expire on 30 May 2009. The Election Commission of India (ECI) decided to hold the Assembly elections along with the general election. The election in each Assembly constituency (AC) was held in the same phase as the election to the corresponding Parliamentary constituency that the AC falls under. [5]

Background

After the 2008 Lok Sabha vote of confidence, the Left Front withdrew support to the Congress in the state as well. Telugu Desam Party (TDP) and TRS then joined the Left parties as part of the national Third Front. In Andhra Pradesh, this alliance called themselves the Maha Kutami or "Grand Alliance" against what they called the "corrupt Congress" and "communal BJP". [6] [7]

However, after the elections in Andhra Pradesh were completed, but before the counting of votes, TRS switched allegiance to the NDA. [8]

Government formation

Despite losing their alliance partner after voting and fighting anti-incumbency in the state, Congress managed to get the majority in the 294-member Assembly with 157 seats. Analysis of the results showed that the split of the anti-Congress votes between the Maha Kutami and actor-turned-politician Chiranjeevi's newly formed Praja Rajyam Party (PRP) helped increase the Congress overall seat count. [9]

The incumbent Chief Minister Y. S. Rajasekhara Reddy was sworn in for a second term on 20 May 2009. [10] His council of 35 ministers were sworn in by Governor N. D. Tiwari a few days later on 25 May 2009. [11]

Yeduguri Sandinti Rajasekhara Reddy, popularly known as YSR was an Indian politician. He served as the 14th chief minister of Andhra Pradesh from 2004 to 2009. Reddy was elected four times to the Lok Sabha from Kadapa and to the Andhra Pradesh Legislative Assembly for five terms from the Pulivendula, winning every election he contested.

The Politics of Andhra Pradesh take place in the context of a bicameral parliamentary system within the Constitutional framework of India. The main parties in the state are the YSR Congress Party, Telugu Desam Party and Jana Sena Party. The 2004 Indian general election in Andhra Pradesh and state assembly elections were held simultaneously. In both, the ruling Telugu Desam Party-Bharatiya Janata Party (TDP-BJP) combine was routed. BJP could not win a single seat. The result was a landslide victory for the United Progressive Alliance which won 37 out of 42 seats, which reflects the state elections that occurred before the general elections, where National Democratic Alliance (NDA) member, TDP, was defeated soundly by Y. S. Rajasekhara Reddy and the Indian National Congress. Alliance with CPM and CPI helped the Congress party. Congress had contested in alliance with the communist parties and the TRS.

Yeduguri Sandinti Jagan Mohan Reddy, also known as Y. S. Jagan or mononymously as Jagan, is an Indian politician currently serving as the 17th Chief Minister of Andhra Pradesh. She is a member of the Indian National Congress party.

The Yuvajana Sramika Rythu Congress Party is an Indian regional political party based in the state of Andhra Pradesh. Its president, Y. S. Jagan Mohan Reddy, serves as the state's chief minister. It is currently the fifth largest party in the Lok Sabha with 17 seats.

Duddilla Sridhar Babu is an Indian politician from Indian National Congress and is a member of the Telangana Assembly from Manthani Constituency,Peddapalli district which he won for the fifth time as MLA in December 2023. He is a senior Minister in the Telangana Government holding the crucial portfolios of Information Technology, Electronics & Communication, Industry & Commerce and Legislative Affairs. Sridhar Babu is one of the senior most leaders in the Telangana Congress Party, and is an AICC All India Congress Committee Secretary attached to the AICC General Secretary, in charge of Karnataka since July 2022.He was the Minister for Civil Supplies, Consumer Affairs, Legal Metrology and Legislative Affairs in the United Government of Andhra Pradesh prior to that state being divided.

<span class="mw-page-title-main">2004–2010 Telangana protests</span>

The Telangana protests 2004-2010 refers to the movements and agitations related to the Telangana movement that took place between the years 2004 and 2010. For the 2004 Assembly and Parliament elections, the Congress party and the TRS had an electoral alliance in the Telangana region to consider the demand of separate Telangana State. However, again in 2006, the then Chief Minister Y. S. Rajasekhara Reddy categorically said that the state would remain united. This again resulted in statewide protests. In 2009, Union Minister of Home Affairs P. Chidambaram announced that the Indian government would start the process of forming a separate Telangana state, pending the introduction and passage of a separation resolution in the Andhra Pradesh assembly after an 11-day fast by K. Chandrashekar Rao. This again resulted in protests across both Andhra and Rayalseema as in a short time of the Home Minister's declaration, MLAs from the Coastal Andhra and Rayalaseema regions submitted their resignations in protest.

Kethi Reddy Suresh Reddy is an Indian politician who is the current Member of Rajya Sabha from Telangana since 2020. He was the Speaker of the Legislative Assembly of Andhra Pradesh from 2004 to 2009.

Devireddy Sudheer Reddy is an Indian politician elected to Andhra Pradesh Legislative Assembly in 2009 and Telangana Legislative Assembly in 2018 for the Lal Bahadur Nagar constituency. Reddy won the seat against Mudda Ram Mohan Goud of BRS by 17,848 votes, with the former polling 113,980 votes and the latter 96,132. Previously, he served as the Chairman of the Hyderabad Urban Development Authority from 2004 to 2008. He was appointed Musi River Development Front Corporation Limited Chairman by Telangana government in February, 2020 for a period of three years.

Perni Venkataramaiah, commonly known as Perni Nani, is an Indian politician from Krishna district, Andhra Pradesh. He is elected as the Member of the Legislative Assembly from Machilipatnam Assembly constituency to the Andhra Pradesh Legislative Assembly on behalf of YSR Congress Party. He is a former Minister for Transport, Information & Public Relations in the state of Andhra Pradesh.

The Twentieth ministry of United Andhra Pradesh of the state of United Andhra Pradesh was formed on 14 May 2004 headed by Y. S. Rajasekhara Reddy as the Chief Minister following the 2004 Andhra Pradesh Legislative Assembly election. 24 member ministry was formed on 22 May 2004. The council of ministry was initially formed with 25 members including the chief minister. Later expanded on 26 April 2007 with 17 members taking the total number of members in the council to 41.

The Maha Kutami was an alliance formed ahead of the 2009 Andhra Pradesh Legislative Assembly and general elections. It was formed on 21 January 2009 by four political parties — the Telugu Desam Party, the Telangana Rashtra Samithi, the Communist Party of India (Marxist) and the Communist Party of India. It was formed with the sole aim of dethroning the then-Indian National Congress government in the state, which was led by then-chief minister Y. S. Rajasekhara Reddy.
