The Legislative Analyst's Office (LAO), located in Sacramento, California, is a nonpartisan government agency that has provided fiscal and policy advice to the California Legislature since 1941. Sometimes referred to as the "eyes and ears" of the Legislature, the office is known for analyzing the state budget with the aim of making government programs more effective and less costly. [1]

The LAO was the first such institution in the United States that was designed to help both houses of a legislature manage the state budget in a strictly nonpartisan fashion; it inspired the creation of many similar agencies in other states, as well as the creation of the nonpartisan Congressional Budget Office in 1974. The LAO should not be confused with the California Legislative Counsel (a position established in 1913), which does not focus primarily on the budget.[ citation needed ]

The LAO is overseen by the Joint Legislative Budget Committee (JLBC), a 16-member bipartisan committee. The office has a staff of 43 analysts and approximately 13 support staff. The analytical staff is divided into four subject areas: Corrections, Environment, and Transportation; State and Local Finance; Education; and Health and Human Services. [2]

The office was founded when the JLBC appointed the first "Legislative Auditor" on October 8, 1941 to assist with the state budgeting process. Because it was frequently confused with the state auditor, the title was changed to "Legislative Analyst" in 1957.

The office has had five Legislative Analysts since its creation. [3] Rolland Vandegrift served from 1941 to 1949, A. Alan Post served from 1949 to 1977, William Hamm served from 1977 to 1986, Elizabeth Hill served from 1986 to 2008, Mac Taylor served from 2008-2018, and currently Gabriel Petek serves as legislative analyst. One of the most important responsibilities of the LAO has been to analyze the annual Governor's budget and publish a detailed review at the end of February. The office has presented a series of analyses from the beginning to the end of the budget process on overarching fiscal issues and specific departmental budget proposals and offered its recommendations for legislative action. In order to provide the Legislature with timely advice on these matters, the LAO has published its budget comments and advice in the form of separate written reports, handouts for hearings, and entries on a Web-based online list, all of which are available at its website. These documents help set the agenda for the work of the Legislature's fiscal committees in developing a state budget. Staff of the office work with these committees throughout the budget process and provide public testimony on the office's recommendations.

Proposition 58 was a California ballot proposition on the March 2, 2004 ballot. It passed with 4,535,084 (71.2%) votes in favor and 1,841,138 (28.8%) against. It was officially called the California Balanced Budget Act. It requires the state legislature to pass a balanced budget every year, which means that budgeted recurrent expenditure, including repayment of past debt, does not exceed estimated revenue. The act does not require that capital works programs be funded out of current revenues. The California Constitution has always allowed bond issues for specified capital works, above a certain value. Bond measures must be approved by a statewide ballot.

The Office of Program Policy Analysis and Government Accountability (OPPAGA) is the research arm of the Florida Legislature. OPPAGA supports the Florida Legislature by providing data, evaluative research, and objective analyses that assist legislative budget and policy deliberations. State law, legislative leadership, and the Joint Legislative Auditing Committee determine OPPAGA's research issues. OPPAGA's research focuses on improving program performance, saving money, and ensuring that program activities are appropriate. Since 1998, the state has saved $857 million by adopting policy options and recommendations presented in OPPAGA reports. Thomas E. Daxon was an American businessman and politician from Oklahoma. Daxon had held numerous positions with the Oklahoma state government, including being elected Oklahoma State Auditor and Inspector in 1978 and serving as the Oklahoma Secretary of Finance and Revenue under Governor of Oklahoma Frank Keating. He was the Republican nominee for governor in the 1982 election, ultimately losing to Democratic incumbent George Nigh.

The comptroller general of South Carolina is a constitutional officer in the executive branch of the U.S. state of South Carolina. Forty individuals have held the office of comptroller general since 1800. The office has been held by Brian J. Gaines since May 12, 2023, who was appointed by Governor Henry McMaster as a recess appointment following the resignation of Richard Eckstrom on April 30, 2023. McMaster appointed Gaines to avoid a constitutional crisis; since the office was vacant, no person could authorize the distribution of funds.

The Government of the U.S. State of Nebraska, established by the Nebraska Constitution, is a republican democracy modeled after the Federal Government of the United States. The state government has three branches: the executive, the legislative, and the judicial. Through a system of separation of powers, or "checks and balances," each of these branches has some authority to act on its own, and also some authority to regulate the other two branches, so that all three branches can limit and balance the others' authority. The State Government is based in Lincoln, the capital city of Nebraska.
