A think tank, or policy institute, is a research institute that performs research and advocacy concerning topics such as social policy, political strategy, economics, military, technology, and culture. Most think tanks are non-governmental organizations, but some are semi-autonomous agencies within government or are associated with particular political parties, businesses or the military. Think-tanks are often funded by individual donations, with many also accepting government grants.
The European Union Institute for Security Studies (EUISS) is a Paris-based agency of the European Union (EU) within the realm of Common Foreign and Security Policy (CFSP). The EUISS is an autonomous agency with full intellectual freedom and researches security issues of relevance for the EU and provides a forum for debate. In its capacity as an EU agency, it also offers analyses and forecasting to the High Representative for Foreign Affairs and Security Policy, Josep Borrell.
Pascal Lamy is a French political consultant and businessman. He was the Director-General of the World Trade Organization (WTO) from 1 September 2005 to 1 September 2013 for 8 years. In April 2009, WTO members reappointed Lamy for a second 4-year term, beginning on 1 September 2009. He was then succeeded by Roberto Azevêdo. Pascal Lamy was also European Commissioner for Trade for 5 years, from 13 September 1999 to 22 November 2004 and is an advisor for the transatlantic think-tank European Horizons, as well as currently serving as the Honorary President of the Paris-based think tank, Notre Europe.

Mihnea Ioan Motoc is a Romanian diplomat who served as Minister of Defence of Romania between November 2015 and January 2017, in the Cioloș Cabinet. Before this appointment, he was the country's ambassador to the European Union between 2008 and 2015, and briefly the country's ambassador to the United Kingdom. He is currently the Principal Adviser in the European Commission's Inspire, Debate, Engage and Accelerate Action (IDEA) department.

The Jacques Delors Institute, which also uses the name Notre Europe, is an independent think tank based in Paris. Founded in 1996 by Jacques Delors, it aims to "think a united Europe." Enrico Letta currently serves as president of the Jacques Delors Institute, while Sébastien Maillard is its director.
Roger John Liddle, Baron Liddle is a British political adviser and consultant who is principally known for being Special Adviser on European matters to the former Prime Minister Tony Blair, and President of the European Commission, José Manuel Barroso. He also worked together with Peter Mandelson on books outlining the political philosophy of the Labour Party under Blair's leadership. He is the co-chair of the international think tank Policy Network and was Pro-Chancellor of the University of Lancaster until 2020.
The Centre for European Policy Studies (CEPS) is a think tank based in Brussels, Belgium that undertakes research "leading to solutions to the challenges facing Europe today". It was established in 1983.

New Direction – The Foundation for European Reform is a political foundation at European level, think tank and publisher affiliated with the Alliance of Conservatives and Reformists in Europe (ACRE). It was established in 2010, under the patronage of Baroness Thatcher. It is based in Brussels with satellite offices in London and Warsaw. New Direction is a free-market think tank that promotes European reform through the strengthening of accountability, transparency and democracy.

The European Parliamentary Research Service (EPRS) is the in-house research department and think tank of the European Parliament, providing comprehensive research and analytical support to the Members of the European Parliament, its parliamentary committees and the Parliament as a whole. It was created in November 2013 as a directorate-general within the Parliament's permanent administration. The EPRS philosophy is to provide independent, objective and authoritative analysis of, and research on, policy issues relating to the European Union, in order to assist Members in their parliamentary work.
