A Legislative Assembly election was held on 25 November 2013 in Madhya Pradesh, India, [1] with the result announced on 8 December. [2] Along with other provincial elections, these were the first five elections in which the Election Commission of India (ECI) implemented a "None of the above" (NOTA) voting option, allowing the electorate to register a neutral vote but not to outright reject candidates. In a first, the Election Commission of India also appointed Central Awareness Observers, whose main task was to oversee voter awareness and facilitation. [3]

Madhya Pradesh State in India

Madhya Pradesh is a state in central India. Its capital is Bhopal, and the largest city is Indore, with Jabalpur, Gwalior, Ujjain and Sagar being the other major cities. Nicknamed the "Heart of India" due to its geographical location, Madhya Pradesh is the second largest Indian state by area and the fifth largest state by population with over 75 million residents. It borders the states of Uttar Pradesh to the northeast, Chhattisgarh to the southeast, Maharashtra to the south, Gujarat to the west, and Rajasthan to the northwest. Its total area is 308,252 km2. Before 2000, when Chhattisgarh was a part of Madhya Pradesh, Madhya Pradesh was the largest state in India and the distance between the two furthest points inside the state, Singoli and Konta, was 1500 km. Konta is presently in Sukma district of Chhattisgarh state.

Election Commission of India election regulatory body of India

The Election Commission of India is an autonomous constitutional authority responsible for administering election processes in India. The body administers elections to the Lok Sabha and Rajya Sabha and state Legislative Assemblies and Legislative Council in India, and the offices of the President and Vice President of the country. The Election Commission operates under the authority of Constitution per Article 324, and subsequently enacted Representation of the People Act. The commission has the powers under the Constitution, to act in an appropriate manner when the enacted laws make insufficient provisions to deal with a given situation in the conduct of an election. Being a constitutional authority, Election Commission is amongst the few institutions which function with both autonomy and freedom, along with the country’s higher judiciary, the Union Public Service Commission and the Comptroller and Auditor General of India.

"None of the above", or NOTA for short, also known as "against all" or a "scratch" vote, is a ballot option in some jurisdictions or organizations, designed to allow the voter to indicate disapproval of the candidates in a voting system. It is based on the principle that consent requires the ability to withhold consent in an election, just as they can by voting "No" on ballot questions.

A total of 2,586 candidates [7] filled their nomination for 230 seats spread across 51 districts. [8]

Prominent BJP candidates included former CM Babulal Gaur (Govindpura constituency in Bhopal), Kailash Vijayvargiya (Mhow in Indore) and former PM, Atal Bihari Vajpayee’s nephew Anoop Mishra (Bhitarvar in Gwalior).

Bharatiya Janata Party Major right-wing political party in India

Suresh Pachouri Indian politician

Suresh Pachouri is an Indian Politician from the state of Madhya Pradesh. He is a member of the Indian National Congress. He was nominated to the panel of Deputy chairman of Rajya Sabha in 2000. He was former Union Minister and served as Minister of State, Defence (1995-96), Personnel, Pension, Public Grievances & Parliamentary Affairs (2004-08) in the Government of India. From 1984-2008, he was the Member of Parliament. From 2008-2011, he was the president (Chief) of Madhya Pradesh Congress Committee.

Scheduled Castes and Scheduled Tribes official designations given to various groups indigenous people in India

The Scheduled Castes (SCs) and Scheduled Tribes (STs) are officially designated groups of historically disadvantaged people in India. The terms are recognised in the Constitution of India and the groups are designated in one or other of the categories. For much of the period of British rule in the Indian subcontinent, they were known as the Depressed Classes. The people in scheduled castes are essentially the lowest part of Hindu society.

Campaign

On 10 November, CM Shivraj Singh Chouhan, who won an election from the Budhni seat in 2008, decided to run again from two seats, Budhni and Vidisha. [11]

A large number of rallies took place prior to elections addressed by various local and national level party leaders including BJP's prime ministerial candidate for forthcoming General Elections, Narendra Modi [12] [13] [14] [15] and Congress vice president, Rahul Gandhi. [16] [17] [18]

BJP leader and Chief Ministerial candidate Shivraj Singh Chouhan used 3D Virtual Live Technology [19] to address various rallies simultaneously from one place. This technology was previously used by the then Gujarat Chief Minister, Narendra Modi [20] during Gujarat legislative assembly election, 2012

BJP extensively campaigned on social media [21] including Twitter and Facebook to attract young and first time voters. BJP's mobile app [22] was also released in a view of upcoming state and General Elections on various platforms including Android, iOS, and Symbian.

ECI also made people aware of the newly introduced NOTA button on EVMs. [23]

Controversies

On 5 November, Madhya Pradesh Legislative Assembly speaker and Jabalpur Cantonment MLA, Ishwar Das Rohani died following a heart attack. [24]

Polls were conducted peacefully and no major untoward incident was reported, [25] however, the Election Commission said minor incidents of violence were reported from Bhind and Morena districts. [26]

An assistant poll official in Katni district’s Vijayraghavgarh seat, KB Shrivastava, died of a heart attack while on duty. [27] A case was registered against state minister Ranjana Baghel in Dhar district for allegedly bribing voters. [26]

Election

Voter-verified paper audit trail (VVPAT) along with EVMs was used in 1 assembly seat in Madhya Pradesh elections. [28] [29] There were over 47 million voters were eligible to exercise their Right to Franchise. Polling for the 230-member assembly began at 0800 hours IST and continued till 1700 hours, baring three Naxal-affected seats of Baihar, Paraswada and Lanjhi in Balaghat district [30] where it ended at 1500 hours.

Polling started with a brisk voter turnout reaching only 18% [27] till 1100 hours, however, turnout increased significantly after mid day and reached 71% by the evening, surpassing the earlier 69.08% turnout recorded during 2008 elections, making it the highest recorded voter turnout in Madhya Pradesh. [31]

Results

Counting of votes started on December 8, 2013 at 0800 hours IST which continued till later part of the evening. BJP emerged as the winner with 165 seats followed by Congress and BSP with 58 and 4 seats respectively. 3 Independent MLAs also won the polls. [32] [33]

Uma Bharti is an Indian politician who currently serves as the Cabinet Minister for Drinking Water and Sanitation in the Union Government of India. She became involved with the Bharatiya Janata Party (BJP) at a young age, unsuccessfully contesting her first parliamentary elections in 1984. In 1989, she successfully contested the Khajuraho seat, and retained it in elections conducted in 1991, 1996 and 1998. In 1999, she switched constituencies and won the Bhopal seat.

The National Democratic Alliance (NDA) is a coalition of Progressive centre-right to right-wing political parties in India. At the time of its formation in 1998, it was led by the BJP and had 13 constituent parties. Its chairman was late Prime Minister Atal Bihari Vajpayee. Also representing the alliance are L. K. Advani, former Deputy Prime Minister, who is the acting chairman of the Alliance, Narendra Modi, current Prime Minister and the Leader of the House in Lok Sabha; and Arun Jaitley, Leader of the House in Rajya Sabha and Finance minister. The coalition ruled from 1998 to 2004. The alliance returned to power in the 2014 General election with a combined vote share of 38.5%. Its leader, Narendra Modi, was sworn in as Prime Minister of India on 26 May 2014.

The Indian general election, 2014 was held to constitute the 16th Lok Sabha, electing members of parliament for all 543 parliamentary constituencies. Running in nine phases from 7 April to 12 May 2014, it lasted 36 days. According to the Election Commission of India, 814.5 million people were eligible to vote, with an increase of 100 million voters since the last general election in 2009, making it the largest ever election in the world. Around 23.1 million or 2.7% of the total eligible voters were aged 18–19 years. A total of 8,251 candidates contested for the 543 Lok Sabha seats. The average election turnout over all nine phases was around 66.40%, the highest ever in the history of Indian general elections.

Dr. Gauri Shankar Shejwar is a senior political leader of Bharatiya Janata Party in Madhya Pradesh and was a senior Cabinet Minister in the state government from 2013-18. He was a Cabinet Minister in-charge of multiple portfolios such as Forests, Planning, Economics & Statistics in the Madhya Pradesh State Government headed by Chief Minister Shivraj Singh Chouhan from 2013-2018. He was also the Minister in-charge of the Narmada Seva Yatra - a unique river conservation and development programme led by Shivraj Singh Chouhan.

The 2012 Gujarat legislative assembly elections were held in the Indian state of Gujarat in December 2012 for all 182 members of the Gujarat Legislative Assembly. Incumbent Chief Minister Narendra Modi of Bharatiya Janta Party (BJP), in power since 2002, was running for his fourth term. The leader of the opposition was Shaktisinh Gohil of the Indian National Congress (INC).

Legislative Assembly elections in India were conducted for nine legislative assemblies in 2013. Voting in Chhattisgarh was held in two phases on 11 November and 19 November 2013. The Election Commission of India (ECI) successfully conducted elections in Tripura, Meghalaya and Nagaland in February and in Karnataka on 5 May. The elections in Chhattisgarh, Delhi, Madhya Pradesh and Rajasthan were conducted in December while the counting that took place on 8 December showed a clear majority for BJP in the states of Madhya Pradesh, Rajasthan and Chhattisgarh, while Congress retained the state of Mizoram and Delhi got a hung assembly, with no single party getting a clear majority.

Jitendra Patwari also known as Jitu Patwari is currently the Cabinet Minister for Higher Education, Sports and Youth Affairs of Madhya Pradesh and the Member of Legislative Assembly from Rau Vidhan Sabha in Madhya Pradesh.. He is the member of the INC.

A legislative assembly election was held on 15 October 2014, in a single phase, to select the 288 members of the Maharashtra Legislative Assembly in India. The result was announced on 19 October, with the BJP getting a plurality.

Bharatiya Janata Party campaign for the 2014 Indian general election

The Bharatiya Janata Party (BJP) is one of the two major political parties in India and was the main opposition party during the 15th Lok Sabha. It contested the 2014 parliamentary election as the leading party of the National Democratic Alliance with Narendra Modi as its Prime Ministerial candidate and party president Rajnath Singh as the chief-of-election of campaign. The important issues during the campaign included price hike, corruption, economy, security, infrastructure such as roads, electricity and water. The party promised a vibrant and participatory democracy, inclusive and sustainable development, quality life, productive youth, globally competitive economy, open and transparent government, pro-active and pro-people good governance in its manifesto.

Campaigning in the 2014 Indian general election

The Indian general election of 2014 were held to constitute the 16th Lok Sabha in India. Voting took place in all 543 parliamentary constituencies of India to elect members of parliament in the Lok Sabha. The result of this election was declared on 16 May. The 15th Lok Sabha completed its constitutional mandate on 31 May 2014. Since the last general election in 2009, the 2011 Indian anti-corruption movement by Anna Hazare, and other similar moves by Baba Ramdev, have gathered momentum and political interest. Issues such as Inflation, price rise and corruption were some of the chief issues.

2019 Indian general election Elections for the 17th Lok Sabha

The 2019 Indian general election is currently being held in seven phases from 11 April to 19 May 2019 to constitute the 17th Lok Sabha. The counting of votes will be conducted on 23 May, and on the same day the results will be declared. About 900 million Indian citizens are eligible to vote in one of the seven phases depending on the region.

2015 Delhi Legislative Assembly election

A Delhi Legislative Assembly election was held on 7 February 2015 to elect 70 members of the Sixth Legislative Assembly of Delhi. The results were announced on 10 February 2015. The Aam Aadmi Party secured an absolute majority in the assembly, winning 67 of the 70 seats.

Bihar Legislative Assembly election, 2015

The Legislative Assembly election was held over five-phases in Bihar through October–November 2015 before the end of the tenure of the prior Legislative Assembly of Bihar on 29 November 2015.

The Jhabua-Ratlam Lok Sabha constituency by-election of 2015 was caused by the death from brain haemorrhage and myocardial infarction of the sitting Member of Parliament, Dileep Singh Bhuria of the Bharatiya Janata Party (BJP). The by-election was won by Kantilal Bhuria of the Indian National Congress (INC) by 88,800 votes.

2017 Uttar Pradesh Legislative Assembly election

The election to the 17th Uttar Pradesh Legislative Assembly was held from 11 February to 8 March 2017 in 7 phases. This election saw voter turnout of 61.04% compared to 59.40% in the previous election. Bharatiya Janata Party won this election by an overwhelming three-quarter majority of 325 seats despite not projecting a chief ministerial candidate before the election. As part of its election strategy BJP contested under a collective leadership and capitalised mostly on the political clout and 'brand' of its leader, Narendra Modi. In the previous election in 2012, the Samajwadi Party had won a majority and formed government in the leadership of Akhilesh Yadav.

Elections in the Republic of India in 2018 included by-elections to the Lok Sabha, elections to the Rajya Sabha, elections to legislative assemblies of eight states and numerous other by-elections to state legislative assemblies, councils and local bodies.

2018 Madhya Pradesh Legislative Assembly election


Elections to the Madhya Pradesh Legislative Assembly were held on 28 November 2018 to elect members of the 230 constituencies in Madhya Pradesh. It is believed that the election was a direct political battle between the BJP and the INC. While the Shivraj Singh Chouhan government will try to win for consecutive 4th term, the INC will fight for winning the state after 2003. The election led to a hung assembly, with the INC emerging as the single largest party and the BJP winning the popular vote.
