The Fourteenth legislative assembly election was held on 5 May 2013 to elect members from 223 constituencies in the Indian state of Karnataka. Five major political parties contested the election: Indian National Congress (INC), Bharatiya Janata Party (BJP), Janata Dal (Secular) (JD(S)), B. S. Yeddyurappa's Karnataka Janata Paksha (KJP) and B. Sriramulu's Badavara Shramikara Raitara Congress Party (BSRCP). Though Karnataka has 224 assembly constituencies, elections were held only for 223 seats. The election for the Piriyapatna constituency was postponed to 28 May 2013 due to the death of the BJP candidate for the seat. [1] The voter turnout in the state was 70.23%. [2]

India Country in South Asia

India, also known as the Republic of India, is a country in South Asia. It is the seventh largest country by area and with more than 1.3 billion people, it is the second most populous country as well as the most populous democracy in the world. Bounded by the Indian Ocean on the south, the Arabian Sea on the southwest, and the Bay of Bengal on the southeast, it shares land borders with Pakistan to the west; China, Nepal, and Bhutan to the northeast; and Bangladesh and Myanmar to the east. In the Indian Ocean, India is in the vicinity of Sri Lanka and the Maldives, while its Andaman and Nicobar Islands share a maritime border with Thailand and Indonesia.

Karnataka State in southern India

Karnataka is a state in the south western region of India. It was formed on 1 November 1956, with the passage of the States Reorganisation Act. Originally known as the State of Mysore, it was renamed Karnataka in 1973. The state corresponds to the Carnatic region. The capital and largest city is Bangalore (Bengaluru).

Indian National Congress Major political party in India

The Indian National Congress(pronunciation ) is a broadly based political party in India. Founded in 1885, it was the first modern nationalist movement to emerge in the British Empire in Asia and Africa. From the late 19th century, and especially after 1920, under the leadership of Mahatma Gandhi, Congress became the principal leader of the Indian independence movement. Congress led India to independence from Great Britain, and powerfully influenced other anti-colonial nationalist movements in the British Empire.

Contents

The INC under the leadership of the erstwhile Janata Parivar leader Siddaramaiah won the election with an absolute majority of 122 seats (including the Piriyapatna seat), 9 more than the majority mark of 113. [1] [3] As a result, the INC returned to power on its own after nine years with Siddaramaiah becoming the Chief Minister. [4] [5]

Janata Parivar Alliance is an alliance in Indian politics to describe the various political parties that emerged from Janata Dal or others. The Janata Parivar includes, amongst others, Janata Dal (United) and Janata Dal (Secular).

Background

In 2008, the BJP under the leadership of B. S. Yeddyurappa, a powerful Lingayat leader, won 110 seats, emerging as the single largest party. [6] As the party did not have a majority of its own, having not won 113+ seats, it had to form a government with the support of a few independent MLA's. [7] The BJP thus came to power for the first time ever in South India with Yeddyurappa becoming the Chief Minister of Karnataka.

A Member of Legislative Assembly (MLA) is a representative elected by the voters of an electoral district (constituency) to the legislature of the State government in the Indian system of government. From each constituency, the people elect one representative who then becomes a member of the Legislative Assembly (MLA). Each state has between seven and nine MLAs for every Member of Parliament (MP) that it has in the Lok Sabha, the lower house of India's bicameral parliament. There are also members in two unicameral legislatures in Union Territories: the Delhi Legislative Assembly and Puducherry Legislative Assembly.

However, the five years in which BJP was in power in Karnataka was not smooth and was mired in many controversies. A few months after coming to power, the BJP launched Operation Kamala which encouraged Congress and JD(S) MLA's to defect to the BJP to boost its strength in the assembly. Yeddyurappa had to face many revolts over his style of functioning from the Reddy brothers (Karunakara, Somashekara and Janardhana) and B. Sriramulu, a faction led by Balachandra Jarkiholi and the old BJP loyalists led by Ananth Kumar. [8] Janardhana Reddy was arrested in the Bellary illegal mining scam in 2011. [9] Some BJP leaders like Katta Subramanya Naidu, Ess Enn Krishnaiah Setty and Yeddyurappa were imprisoned for some time for their role in individual land scams. Yeddyurappa and Kumaraswamy of JD(S) were accused of encouraging illegal mining, though were cleared later by the High Court of Karnataka. [10] [11]

G. Karunakara Reddy is an Indian politician from the state of Karnataka, who was the member of the Karnataka Legislative Assembly from Harapanahalli assembly constituency. He was previously a member of the 14th Lok Sabha from the Bellary constituency as a member of the Bharatiya Janata Party.

Gali Somashekhara Reddy is an Indian politician from the state of Karnataka associated with the BSR Congress party. He was previously an (MLA) of the Vidhan Sabha of Karnataka representing the Bellary assembly constituency for the Bharatiya Janata Party.

G. Janardhana Reddy Indian politician

Gali Janardhana Reddy is an Indian politician who belongs to Bharatiya Janata Party and is one of the richest politicians in Karnataka. He worked as Bellary district BJP President subsequently he was elected as a Member of Legislative Council in 2006 and further he became a Cabinet Minister for Tourism and Infrastructure in B. S. Yedurappa Cabinet, and he was made as Bellary district incharge Minister and in the same capacity he developed the Bellary dist. in many folds. Subsequently, he was implicated in illegal mining scam in Bellary and the related Belekeri port scam. In 2009, the Supreme Court of India-appointed Central Empowerment Committee recommended action against Reddy-owned Obulapuram Mining Company. An FIR in the case was filed by the Central Bureau of Investigation. Also, Santosh Hegde, the Lokayukta or ombudsman of Karnataka state, has made allegations against Reddy of illegal mining and he was taken in to judicial custody for a period of 42 months.

In its five years of rule, the BJP had three Chief Ministers. Yeddyurappa was forced to resign as Chief Minister in July 2011 due to his alleged involvement in a land scam. [12] He was replaced by his handpicked successor and loyalist D. V. Sadananda Gowda, who faced a challenge from Jagadish Shettar, the Chief Minister choice for Yeddyurappa's opponents in the BJP. [13] However, Gowda soon fell out with Yeddyurappa and the latter began to revolt against him, threatening to quit the BJP if Gowda was not removed. [14] The BJP High Command replaced Gowda with Shettar, only 11 months after he became Chief Minister. [15] Shettar was another Lingayat BJP leader whom Yeddyurappa opposed becoming his successor just less than a year ago as they were from the same caste. [15]

D. V. Sadananda Gowda Indian politician, Ex Chief Minister of Karnataka

Devaragunda Venkappa Sadananda Gowda is an Indian politician and was the 20th Chief Minister of Karnataka and is currently the Minister of Statistics and Programme Implementation in the Government of India. He previously served as Minister of Law and Justice shifted from the Ministry of Railways in the cabinet reshuffle of 5 July 2016. He is a member of the 16th Lok Sabha representing the Bangalore North constituency.

Jagadish Shettar Indian politician

Jagadish Shivappa Shettar is an Indian politician who was the 21st Chief Minister of Karnataka, a state in southern India, from 2012 to 2013. He has subsequently served as Leader of the Opposition in the Karnataka Legislative Assembly. He is a senior leader of the Bharatiya Janata Party (BJP). Earlier, he was the Speaker of the Karnataka Legislative Assembly during 2008-2009.

In local body elections, the Congress and the JD(S) won more seats while the BJP was pushed to third. [16] In the by-election to the Udupi Chimagalur Lok Sabha seat held in March 2012, the Congress won. [17]

Udupi Chikmagalur Lok Sabha constituency is one of the 28 Lok Sabha constituencies in Karnataka a state in southern India. This constituency was created as part of the implementation of the delimitation of the parliamentary constituencies in 2008, based on the recommendations of the Delimitation Commission of India constituted in 2002. It first held elections in 2009 and its first member of parliament was D. V. Sadananda Gowda of the Bharatiya Janata Party (BJP). Gowda was selected on 4 August 2011 to become Chief Minister (CM) of Karnataka after the previous CM B. S. Yeddyurappa resigned. He therefore had to resign as MP for this seat which forced a by-election in 2012. This by-election was won by K. Jayaprakash Hegde of the Indian National Congress (INC). As of the latest elections in 2014, Shobha Karandlaje of the BJP represents this constituency.

Lok Sabha Lower house of the Parliament of India

The Lok Sabha is the lower house of India's bicameral Parliament, with the upper house being the Rajya Sabha. Members of the Lok Sabha are elected by adult universal suffrage and a first-past-the-post system to represent their respective constituencies, and they hold their seats for five years or until the body is dissolved by the President on the advice of the council of ministers. The house meets in the Lok Sabha Chambers of the Sansad Bhavan in New Delhi.

Yeddyurappa quit the BJP in November 2012 and formed his own party, the Karnataka Janata Paksha (KJP). [18] Previously, Sriramulu had quit the BJP in 2011 to form the Badagara Shramika Raitala Congress (BSR Congress) after Janardhana Reddy was imprisoned. [19] These splits weakened the BJP.

Election

The election was held in a single phase on 5 May 2013 for 223 out of total 224 seats. A voter turnout of 70.23% was recorded. [20] 50,446 polling stations were set up for the 4.18 crore voters in Karnataka. Election in the constituency of Periyapatna had been adjourned due to the death of the BJP candidate, Sannamogegowda, a day before polls. [21]

Result

Votes were counted on 8 May. [21] Following the defeat, Chief Minister Jagadish Shettar submitted his resignation on 8 May. [22] Governor H. R. Bharadwaj later appointed INC legislative leader Siddaramaiah as the next chief minister. [23] The next election was held in May 2018. [24]
