In the European Commission, a cabinet (the French pronunciation, cab-ee-nay, is used) is the personal office of a European Commissioner. The role of a cabinet is to give political guidance to its Commissioner. Technical policy preparation is handled by the European Civil Service. [1] The term is not to be confused with the European Commission's top decision making-body known in EU-lexicon, as the "College of Commissioners" (referred to in most political systems as a cabinet).
The Commissioner's cabinets are seen as the real concentration of power within the Commission [2] and consist of six members, but the exact membership faces restrictions. Two must be women, no more than three can be of the same nationality as the Commissioner and it must also reflect the Union's regional diversity. However the exact make up does change throughout the Commissioner's term. [3] The head member is known by its French translation: Chef de Cabinet .
Special chefs are a meeting of a member of each cabinet (for a certain area), the legal service and the secretariat general. They perform last minute preparations to proposed laws before they go before the College of Commissioners, but they are a "political equivalent of a College of Cardinals" with a great degree of cloak and dagger work. The most "special" of these is the group for inter-institutional relations (formerly Parliamentary affairs) as it provides the Commission with an early warning on what the European Parliament is thinking - before it rejects the Commission's proposals. The most astute civil servants get sent to these meetings. [5]
The heads of cabinets meet weekly in the "Hebdo" - the most important meeting of European Civil Servants who direct the work of the Commission and the Commissioners. [6]

Pascal Lamy is a French political consultant and businessman. He was the Director-General of the World Trade Organization (WTO) from 1 September 2005 to 1 September 2013 for 8 years. In April 2009, WTO members reappointed Lamy for a second 4-year term, beginning on 1 September 2009. He was then succeeded by Roberto Azevêdo. Pascal Lamy was also European Commissioner for Trade for 5 years, from 13 September 1999 to 22 November 2004 and is an advisor for the transatlantic think-tank European Horizons, as well as currently serving as the Honorary President of the Paris-based think tank, Notre Europe.

Derk Jan Eppink is a Dutch journalist, politician in the Netherlands, and former cabinet secretary for European Commissioners Bolkestein (1999–2004) and Kallas (2004–2007). In 2009, he was elected to the European Parliament for List Dedecker, and in 2019 for Forum for Democracy. In 2021, he became an MP in the Dutch House of Representatives for the JA21 party, but in 2023 he switched to the Farmer-Citizen Movement.

Established in 1833, it functioned as part of the executive administration of the country to various degrees until Ceylon gained self-rule in 1948. Until it was abolished on 1 May 1963 it functioned as the permanent bureaucracy or secretariat of Crown employees that assisted the Government of Ceylon.

Virendra Dayal is a retired Indian Administrative Service officer and United Nations civil servant who served as Chef de Cabinet to Secretary General of the United Nations for more than a decade. He has served as the director of the Department of Political and Peacebuilding Affairs of the United Nations and as the special envoy who probed the allegations levelled against a number of India politicians including Natwar Singh, a former Minister of External affairs, in the Paul Volcker Committee report of 2005. A former Indian Administrative Service officer and a Rhodes Scholar of 1956 Dayal sat on the National Human Rights Commission of India as a member for two terms from 1998 to 2006. The Government of India awarded him the third highest civilian honour of the Padma Bhushan, in 1992, for his contributions to society.
