On 15 July 2023, President Yoon Suk Yeol visited Ukraine after visiting Lithuania and Poland for the NATO summit. He visited Bucha and Irpin, small cities near the capital city of Kyiv. He laid flowers on the monument. [1]
South Korea, a key United States ally in Asia, has actively participated in international sanctions against Russia and provided Ukraine with humanitarian and financial support. However, South Korea, the world's ninth largest arms exporter, was not supplying Ukraine with weapons in accordance with an old policy of not supplying arms to conflict zones. [2] [3]
Invited to the summit amid China's support for Russia and geopolitical concerns in the region, President Yoon Suk Yeol attended the NATO AP4 summit in Lithuania. He then visited Poland, held a summit with President Andrzej Duda, and expressed his solidarity with Ukraine against Russia's invasion. [4]
All of the G7 leaders had already visited Ukraine and had a summit with President Volodymyr Zelenskyy. He decides to visit Ukraine because he values diplomacy as a global pivot state. [5]
After the summit, Yoon announced plans to expand aid to Ukraine in a joint press conference with Zelenskyy, but did not mention arms supplies. Zelenskyy thanked to Yoon for his “firm support of Ukraine’s sovereignty and territorial integrity” and the “significant political, security, economic and humanitarian aid” it has supplied since the start of Russia's invasion. Yoon said South Korea will also provide $150 million worth of humanitarian aid this year (2023), up from $100 million last year (2022). He also said South Korea and Zelenskyy agreed to cooperate in efforts to rebuild Ukraine after the war. Seoul and Zelenskyy said they will set up a scholarship fund to expand aid to Ukrainian students. [3]
At a press conference on 17 July 2023, United States State Department Press Secretary Matthew Miller said "We welcome the visit. We welcomed the president's expression of support."[ citation needed ]
Fumio Kishida is a Japanese politician who served as Prime Minister of Japan and president of the Liberal Democratic Party (LDP) from 2021 to 2024. He has been a member of the House of Representatives in the National Diet since 1993. Kishida previously served as Minister for Foreign Affairs from 2012 to 2017 and as acting Minister of Defense in 2017. From 2017 to 2020, he also chaired the LDP Policy Research Council.

Yoon Suk Yeol is a South Korean politician and attorney who has served as the 13th president of South Korea since 2022. A member of the People Power Party (PPP), he served from 2019 to 2021 as the prosecutor general of South Korea under his presidential predecessor, Moon Jae-in.
The foreign policy of the Joe Biden administration emphasizes the repair of the United States' alliances, which Biden argues were damaged during the Trump administration. There have been several rounds of peace talks to halt the Russian invasion of Ukraine (2022–present) and end the Russo-Ukrainian War (2014–present). The first meeting was held four days after the start of the invasion, on 28 February 2022, in Belarus. It concluded without result. A second and third round of talks took place on 3 and 7 March 2022 on the Belarus–Ukraine border. A fourth and fifth round of talks were held on 10 and 14 March in Antalya, Turkey.
After the Russian invasion of Ukraine, the People's Republic of China stated that it respects Ukraine's sovereignty but Russia's concerns about enlargement of NATO should also be addressed. It abstained from United Nations votes that condemned the invasion.

On 3 May, Zelenskyy travelled to Finland, where he met with the four prime ministers of the Nordic countries. On 4 May, Zelenskyy travelled to the Netherlands, meeting with the prime ministers of Belgium and the Netherlands, as well as visiting the International Criminal Court.
The 2024 Washington summit was the 33rd summit of the heads of state and government of the thirty-two members of the North Atlantic Treaty Organization (NATO), their partner countries and the European Union (EU), which took place in Washington, D.C., United States, on 9–11 July 2024. The summit commemorates the landmark 75th anniversary of NATO, which was founded on 4 April 1949 with the signing of the North Atlantic Treaty in Washington, DC. The summit was also the fourth NATO summit to be held in the United States following the 1978 Washington summit, 1999 Washington summit and 2012 Chicago summit. It also marks the first summit since Sweden acceded to NATO and the last for Jens Stoltenberg as Secretary General.

South Korea's Indo-Pacific strategy is a comprehensive strategy that encompasses the economic and security spheres of Indo-Pacific countries. Announcing the strategy, South Korea said, "While strengthening the rules-based international order, which is conducive to a stable and prosperous Indo-Pacific, we will work towards a regional order that enables a diverse set of nations to cooperate and prosper together."
The United Kingdom has supported Ukraine during the ongoing Russian invasion of Ukraine, during both Conservative and Labour governments. After it began on 24 February 2022, then Conservative Prime Minister Boris Johnson condemned the invasion, provided military and humanitarian aid to Ukraine, and sanctioned Russia and Belarus, the two countries most involved in invading Ukraine. Support to Ukraine has continued under prime ministers Liz Truss, Rishi Sunak and incumbent Labour Prime Minister Keir Starmer.
South Korean President Yoon Suk Yeol held the South Korea-Africa Summit and the Korea-Pacific Islands Summit to strengthen economic cooperation with these regions. The Indo-Pacific Strategy to strengthen solidarity with Indo-Pacific countries was also announced in the first year of his administration.
The NATO Washington Summit Declaration is a statement approved by all 32 member states of the North Atlantic Treaty Organization (NATO) that was issued on 10 July 2024 by the national leaders that participated in the NATO 2024 Washington summit in Washington, D.C., in the United States. The declaration made frequent references to Russia's invasion of Ukraine, specifically dedicating six paragraphs assuring assistance to Ukraine for defense and security against Russia's impact on European stability. The Declaration was notable for its overt use of strong language condemning China's support of Russia during its invasion, referring to it as a "decisive enabler" of Russia's war crimes and breaches of international law by strengthening their mutual economic trade and political partnership. It also included several means of support and coordination with different NATO facilities and initiatives to promote Ukraine's security on its "irreversible path" to integration with European and Western nations, including eventual NATO accession.
