Visa policy of Libya

Visitors to Libya must obtain a visa from one of the Libyan diplomatic missions or online unless they come from one of the visa exempt countries.

As of 2013, governments of the United States, [1] New Zealand, [2] Australia, [3] Canada, [4] Ireland, [5] the United Kingdom, [6] Spain, [7] France, [8] Hungary, [9] Latvia, [10] Germany, [11] Austria, [12] Bulgaria, [13] Norway, [14] Croatia, [15] Romania, [16] Slovenia, [17] Czech Republic, [18] Russia, [19] Denmark, [20] Slovakia, [21] Estonia, [22] Italy, [23] Poland, [24] Iran [25] and South Korea (as travel banned) [26] advise their citizens against all (or in some cases all but essential) travel to Libya.

Libya established electronic visas (e-Visa) on March 21 2024, on its government website. [27] [28]

Visa exemption

Citizens of the following countries can visit Libya without a visa: [27] [29]

Conditional visa-free access

In addition, citizens of the following countries in certain age groups can enter Libya without a visa: [29] [30]

Non-ordinary passports

Holders of diplomatic, official or service passports of Azerbaijan (Temporarily Suspended) , Italy, Malta, Malaysia, Morocco, Pakistan, Slovenia, Sudan and Venezuela and holders of only diplomatic passports of Benin, Burkina Faso, Central African Republic, Chad, Comoros, Cote d'Ivoire, Djibouti, Eritrea, Gambia, Ghana, Guinea, Guinea-Bissau, Kenya, Liberia, Mali, Niger, Nigeria, São Tomé and Príncipe, Senegal, Sierra Leone, Somalia and Togo do not require a visa to enter Libya for 14 days each visit (unless otherwise stated).

Compulsory currency exchange

Visitors travelling to Libya for touristic purposes are required to convert 1,000 USD, or equivalent, in freely convertible cash or debit the amount from a valid credit card upon arrival. Failure to do so will result in the traveler being refused entry.

Exempt are those visiting a resident, provided holding proof of sponsorship covering entire stay and those traveling as part of a paid tourist package if holding a valid visa. [29]

Entry restrictions

Border closures

Libyan borders with Chad, Niger, Sudan and Algeria are closed. [31] In reality, these borders are not controlled by the Government but by the Tuareg people and Toubou people. [32]

Qatar

Nationals of Qatar are only allowed to enter or transit Libya through designated airports in Kufra, Benghazi, Derna, Ghat, Houn, Ghadames, Tripoli International Airport, Mitiga International Airport, Misrata, Ubari, Sabha and Sert. [29] Entry or transit through other ports of entry is refused to Qatari nationals. [29]

Entry banned

Nationals of the following countries are not allowed to enter Libya; however, they are permitted to transit in Libya: [29] [33]

Israel

Entry and transit is banned to nationals of Israel, even if not leaving the aircraft and proceeding by the same flight. [29] Visitors (regardless of nationality) will also be refused entry and transit if holding travel documents containing an Israeli visa, or any evidence of having entered Israel. [29]

As of 25 June 2022, Ni-Vanuatu had visa-free or visa on arrival access to 103 countries and territories. Vanuatu signed a mutual visa waiver agreement with Schengen Area countries on 28 May 2015.
A mutual visa waiver agreement was signed with Russia on 20 September 2016 and entered into force on 21 October 2016. Obtaining a visa is now required for all 27 EU countries. The EU Council has partially suspended the EU visa waiver agreement with Vanuatu. This means that all Vanuatu citizens with a passport issued after 25 May 2015 are no longer eligible for visa-free travel to Europe. The European Council voted on 8 November, 2022 to fully suspend the visa waiver agreement with Vanuatu, citing risks posed by its investor citizenship program. As a consequence all Vanuatu passport holders require a Schengen visa for the bloc which is represented by the French Embassy in Port-Vila.
