The 2010 San Diego City Council election occurred on November 2, 2010. The primary election was held on June 8, 2010. Four of the eight seats of the San Diego City Council were contested. This was the last election to use eight council districts. Two incumbents ran for reelection in their council district.

San Diego is a city in the U.S. state of California on the coast of the Pacific Ocean, approximately 120 miles (190 km) south of Los Angeles and immediately adjacent to the border with Mexico. With an estimated population of 1,419,516 as of July 1, 2017, San Diego is the eighth-largest city in the United States and second-largest in California. It is part of the San Diego–Tijuana conurbation, the second-largest transborder agglomeration between the U.S. and a bordering country after Detroit–Windsor, with a population of 4,922,723 people. The city is known for its mild year-round climate, natural deep-water harbor, extensive beaches, long association with the United States Navy, and recent emergence as a healthcare and biotechnology development center.

The San Diego City Council is the legislative branch of government for the city of San Diego, California. The city council was first established in San Diego in 1850. The council uses a strong mayor system with a separately elected mayor who acts as the executive. There are currently nine members of the council. City council members serve a four-year term and are limited to two successive terms.

Municipal elections in California are officially non-partisan, although most members do identify a party preference. A two-round system was used for the election, starting with a primary in June followed by a runoff in November between the top-two candidates if no candidate received a majority of the votes in the first round.

California is a state in the Pacific Region of the United States. With 39.6 million residents across a total area of about 163,696 square miles (423,970 km²), California is the most populous U.S. state and the third-largest by area. The state capital is Sacramento. The Greater Los Angeles Area and the San Francisco Bay Area are the nation's second- and fifth-most populous urban regions, with 18.7 million and 9.7 million residents respectively. Los Angeles is California's most populous city, and the country's second-most populous, after New York City. California also has the nation's most populous county, Los Angeles County, and its largest county by area, San Bernardino County. The City and County of San Francisco is both the country's second-most densely populated major city after New York City and the fifth-most densely populated county, behind only four of the five New York City boroughs.

The two-round system is a voting method used to elect a single winner, where the voter casts a single vote for their chosen candidate. However, if no candidate receives the required number of votes, then those candidates having less than a certain proportion of the votes, or all but the two candidates receiving the most votes, are eliminated, and a second round of voting is held.

The 2010 election was the last to use the eight district boundaries created by the 2000 Redistricting Commission. Seats in districts 2, 4, 6, and 8 were up for election.

Results

District 2

District 2 consisted of the communities of Bankers Hill/Park West, Downtown San Diego, La Jolla/Mount Soledad, Little Italy, Midway/North Bay, Mission Beach, Mission Hills, Ocean Beach, Old Town, Pacific Beach, and Point Loma. Incumbent council member Kevin Faulconer was reelected with a majority of the votes in the June primary.

Bankers Hill, also known as Park West and formerly known as Florence Heights, is a long-established uptown San Diego neighborhood near Balboa Park. It is bordered to the north by Hillcrest at Upas Street, to the south by Downtown, to the east by Balboa Park, and to the west by Interstate 5, Little Italy and the neighborhood known as Midtown. A more constricted definition of the neighborhood sets its eastern boundary as Fourth Avenue and its western boundary as First Avenue.

Downtown San Diego is the city center of San Diego, California, the eighth largest city in the United States. In 2010, the Centre City area had a population of more than 28,000. Downtown San Diego serves as the cultural and financial center and central business district of San Diego, with more than 4,000 businesses and nine districts. The downtown area is the home of the San Diego Symphony and the San Diego Opera as well as multiple theaters and several museums. The San Diego Convention Center and Petco Park, home of the San Diego Padres, are also located downtown. Downtown San Diego houses the major local headquarters of the city, county, state, and federal governments.

La Jolla is a hilly, seaside community within the city of San Diego, California, occupying 7 miles (11 km) of curving coastline along the Pacific Ocean within the northern city limits. The population reported in the 2010 census was 46,781.

District 4

District 4 consisted of the communities of Alta Vista, Broadway Heights, Chollas View, Emerald Hills, Encanto, Jamacha, Lincoln Park, Lomita Village, Mount Hope, Mountain View, North Bay Terrace, Oak Park, O'Farrell, Paradise Hills, Ridgeview, Skyline Hills, South Bay Terrace, Valencia Park, and Webster. Incumbent council member Tony Young was reelected with a majority of the vote in June primary.

Alta Vista is a small neighborhood in southeastern San Diego, California, United States. It is bordered by National City to the east, Bay Terraces to the west, Encanto and Valencia Park to the north.

Broadway Heights is a small community in the southeastern section of the city of San Diego. It is bordered on the north, east, and west by Lemon Grove, and on the south by Encanto and Mallard Street. The predominantly African-American community has 629 residents and zero businesses within its seven blocks. Weston Street was renamed to Martin Luther King Jr. Way due to a youth campaign, marking the first time a street in San Diego was named after him.

Chollas View is a community in the southeastern section of the city of San Diego. It is bordered by Webster and California State Route 94 on the north, Mount Hope and Interstate 805 on the west, Emerald Hills and Euclid Avenue on the east, and Lincoln Park and the San Diego Trolley on the south. Major thoroughfares include Market Street and 47th Street.

District 6

District 6 consisted of the communities of Bay Ho, Bay Park, Clairemont Mesa, Fashion Valley, Kearny Mesa, Linda Vista, Mission Valley, North Clairemont, and Serra Mesa. Incumbent council member Donna Frye was ineligible to run for reelection due to term limits. Lorie Zapf was elected after advancing to the November general election and receiving a majority of the votes.

Clairemont is a community within the city of San Diego, California, United States. It has a population of about 81,600 residents and an area of roughly 13.3 square miles (34 km²). Clairemont Mesa is bordered by Interstate 805 on the east, Interstate 5 to the west, State Route 52 to the north, and the community of Linda Vista to the south. The community of Clairemont Mesa can be subdivided into the neighborhoods of North Clairemont, Bay Ho, Clairemont Mesa East, Clairemont Mesa West, and Bay Park.

Fashion Valley Mall is an upscale, open-air shopping mall in Mission Valley in San Diego, California. The shopping center has 1,720,533 sq ft (159,842.7 m²) of leasable floor area, making it the largest mall in San Diego and one of the largest in California. It is managed by the 50% owner Simon Property Group.

Kearny Mesa is a community in the central part of San Diego, California. It is bounded by State Route 52 to the north, Interstate 805 to the west, Aero Drive to the south, and Interstate 15 to the east. Adjacent communities include Serra Mesa, Clairemont and Tierrasanta.

District 8

District 8 consisted of the southern communities of San Diego and those along the Mexico–United States border, including the communities of Barrio Logan, Egger Highlands, Grant Hill, Golden Hill, Logan Heights, Memorial, Nestor, Ocean View Hills, Otay Mesa West, Otay Mesa East, San Ysidro, Sherman Heights, Southcrest, Stockton, and Tijuana River Valley. Incumbent council member Ben Hueso was ineligible to run for reelection due to term limits. David Alvarez was elected after advancing to the November general election and receiving a majority of the votes.

Barrio Logan is a neighborhood in south central San Diego, California. It is bordered by the neighborhoods of East Village and Logan Heights to the north, Shelltown and Southcrest to the east, San Diego Bay to the southwest, and National City to the southeast. Interstate 5 forms the northeastern boundary. The Barrio Logan Community Plan Area comprises approximately 1,000 acres, of which slightly more than half is under the jurisdiction of the Port of San Diego or the United States Navy rather than the city of San Diego. The community is subject to the California Coastal Act.

Egger Highlands is a residential neighborhood in the southern section of San Diego. It neighbors Palm City and Nestor to the east, San Diego Bay to the north, Imperial Beach to the southwest and Chula Vista to the northeast. Major thoroughfares include Coronado Avenue, Saturn Boulevard, and Palm Avenue.

Aftermath

The new city council was sworn in December 2010. Tony Young was unanimously elected as council president and Kevin Faulconer was elected as council president pro tem by their fellow council members.^[5]
