The Council of Ministers of West Bengal is the collective decision-making body of the Government of West Bengal, composed of the Chief Minister and the most senior of the government ministers. The Cabinet is the ultimate decision-making body of the executive within the Westminster system of government in traditional constitutional theory.
The Union Council of Ministers of the Government of West Bengal was formed after the 2011 West Bengal state assembly election held in six phases in 2011: on 18 April, 23 April, 27 April, 3 May, 7 and 10 May 2011. The results of the election were announced on 13 May 2011 and led to the formation of the 15th Vidhan Sabha. Mamata Banerjee took oath as the 11th Chief Minister of West Bengal on 20 May 2011, followed by the oath-taking ceremonies of the present 'Council of Ministers'.
According to Article 163 of the Indian Constitution,
- There shall be a Council of Ministers with the Chief Minister at the head to aid and advise the Governor in the exercise of his function, except in so far as he is by or under this Constitution required to exercise his functions or any of them in his discretion.
- If any question arises whether any matter is or is not a matter as respects which the Governor is by or under this Constitution required to act in his discretion, the decision of the Governor in his discretion shall be final, and the validity of anything done by the Governor shall not be called in question on the ground that he ought or ought not to have acted in his discretion.
- The question whether any, and if so what, advice was tendered by Ministers to the Governor shall not be inquired into in any court.
This means that the Ministers serve under the pleasure of the Governor and he/she may remove them, on the advice of the Chief Minister, whenever they want.
According to Article 164 of the Indian Constitution,
- The Chief Minister shall be appointed by the Governor and the other Ministers shall be appointed by the Governor on the advice of the Chief Minister, and the Minister shall hold office during the pleasure of the Governor:
Provided that in the States of Bihar, Madhya Pradesh and Orissa, there shall be a Minister in charge of tribal welfare who may in addition be in charge of the welfare of the Scheduled Castes and backward classes or any other work.- The Council of Minister shall be collectively responsible to the Legislative Assembly of the State.
- Before a Minister enters upon his office, the Governor shall administer to him the oaths of office and of secrecy according to the forms set out for the purpose in the Third Schedule.
- A Minister who for any period of six consecutive months is not a member of the Legislature of the State shall at the expiration of that period cease to be a Minister.
- The salaries and allowances of Ministers shall be such as the Legislature of the State may from time to time by law determine and, until the Legislature of the State so determines, shall be a specified in the Second Schedule.
The West Bengal is governed through a parliamentary system of representative democracy, a feature the state shares with other Indian states. Universal suffrage is granted to residents. There are two branches of government. The legislature, the West Bengal Legislative Assembly, consists of elected members and special office bearers such as the Speaker and Deputy Speaker, that are elected by the members. Assembly meetings are presided over by the Speaker or the Deputy Speaker in the Speaker's absence. The judiciary is composed of the Calcutta High Court and a system of lower courts. Executive authority is vested in the Council of Ministers headed by the Chief Minister, although the titular head of government is the Governor. The Governor is the head of state appointed by the President of India. The leader of the party or coalition with a majority in the Legislative Assembly is appointed as the Chief Minister by the Governor, and the Council of Ministers are appointed by the Governor on the advice of the Chief Minister. The Council of Ministers reports to the Legislative Assembly. The Assembly is unicameral with 295 Members of the Legislative Assembly, or MLAs, [1] [2] including one nominated from the Anglo-Indian community. Terms of office run for 5 years, unless the Assembly is dissolved prior to the completion of the term. Auxiliary authorities known as panchayats , for which local body elections are regularly held, govern local affairs. The state contributes 42 seats to Lok Sabha and 16 seats to Rajya Sabha of the Indian Parliament. [3]
The main players in the regional politics are the All India Trinamool Congress, the Indian National Congress, the Left Front alliance. Following the West Bengal State Assembly Election in 2011, the All India Trinamool Congress and Indian National Congress coalition under Mamata Banerjee of the All India Trinamool Congress was elected to power (getting 225 seats in the legislature). [4] West Bengal had been ruled by the Left Front for the past 34 years, making it the world's longest-running democratically elected communist government. [5] [6]
There are a total of 41 ministers, excluding the Chief Minister of West Bengal. This is a list of members of the Council of Ministers of the Government of West Bengal after the 2016 state assembly election. [7] All ministers are based in offices of their respective Ministries in Kolkata. All Cabinet members are mandated by the constitution to be members of the Vidhan Sabha of West Bengal. In a departure from the norm the Chief Minister, Mamata Banerjee, who did not join the cabinet as a member of the Vidhan Sabha. [8] [9] [10]

The All India Trinamool Congress is an Indian political party that is mainly influential in the state of West Bengal. It was founded by Mamata Banerjee on 1 January 1998 as a breakaway faction from the Indian National Congress and rapidly rose to prominence in the politics of West Bengal under her leadership. Presently, it is ruling the state of West Bengal beside being the third-largest party in India in terms of number of MPs just after the BJP and INC.
Mamata Banerjee is an Indian politician who is serving as the eighth and current chief minister of the Indian state of West Bengal since 20 May 2011, the first woman to hold the office. Having served multiple times as a Union Cabinet Minister, Mamata Banerjee became the Chief Minister of West Bengal for the first time in 2011. She founded the All India Trinamool Congress in 1998 after separating from the Indian National Congress, and became its second chairperson later in 2001. She often refers to herself as Didi.
The Government of West Bengal, also known as the West BengalGovernment, is the principal administrative authority of the Indian state of West Bengal, created by the National Constitution as the state's legislative, executive and judicial authority. The Governor acts as the head of state and is the highest nominal authority of the state power, however, it is the Chief Minister who is the chief executive authority and head of government.

Members of the Legislative assembly are directly elected by the people. The legislative assembly comprises 294 Members of Legislative Assembly, all directly elected from single-seat constituencies. Its term is five years, unless sooner dissolved.
Politics in West Bengal is dominated by the following major political parties: the All India Trinamool Congress, the Communist Party of India (Marxist), the Bharatiya Janata Party, the National People's Party and the Indian National Congress. For many decades, the state underwent gruesome and terrible political violence. Since the 2011 West Bengal Legislative Assembly election, it has been governed by the Trinamool Congress party. Previously, it was ruled by Left Front led by the Communist Party of India (Marxist) for over three decades.
Mukul Roy is an Indian politician from West Bengal. He has also served as a Minister of State in the Shipping Ministry and later Ministry of Railways during the second UPA government. Before the creation of Trinamool Congress, he was a member of Indian National Congress. Between 2017 and 2021, Roy left Trinamool Congress to join Bharatiya Janata Party. In 2021, he left BJP and joined TMC.
Members of the 15th Lok Sabha were elected during the 2009 general election in India. It was dissolved on 18 May 2014 by President Pranab Mukherjee.
Suvendu Adhikari is an Indian politician from Bharatiya Janata Party who is the current Leader of the Opposition in the West Bengal Legislative Assembly since 2021 and a member of the West Bengal Legislative Assembly from Nandigram Assembly constituency since 2021 and from Contai South from 2006 to 2009.
Subrata Mukherjee was an Indian politician who was cabinet minister of the government of West Bengal and sitting member of West Bengal Legislative Assembly. He was a member of All India Trinamool Congress. He was also the 35th Mayor of Kolkata from 2000 to 2005.
Sovandeb Chattopadhyay is a veteran Indian politician representing Trinamool Congress and is the first elected MLA of the party. He was the founder president of INTTUC, the labour wing of his party Trinamool Congress.
Sabina Yeasmin is an Indian politician who has been serving as Cabinet Minister of State for Irrigation and Waterways, North Bengal Development in the Government of West Bengal. She is an MLA, elected from the Mothabari in the West Bengal Legislative Assembly.
The Tamil Nadu Council of Ministers is the executive wing of the Government of Tamil Nadu and is headed by the State's Chief Minister M. K. Stalin, who is the head of government and leader of the state cabinet. The current state council of ministers were sworn in on 7 May 2021, following the 2021 Tamil Nadu Legislative Assembly election. The term of every executive wing is for 5 years. The council of ministers are assisted by department secretaries attached to each ministry who are from the Tamil Nadu cadre of the IAS. The chief executive officer responsible for issuing orders on behalf of the Government is the Chief Secretary to the State Government, with Thiru. Shiv Das Meena being the current holder of that position.
Shashi Panja is a medical practitioner and politician who currently serves as Cabinet Minister for Industries, Commerce & Enterprises and Department of Women and Child Development and Social Welfare of the Government of West Bengal.

The term of every executive wing is for 5 years. The council of ministers are assisted by department secretaries attached to each ministry who are from IAS Uttarakhand Cadre. The chief executive officer responsible for issuing orders on behalf of government is Chief Secretary to the state government. The current Chief Secretary is Radha Raturi who took charge on 1 February 2024.
Sonali Guha is an Indian politician from the state of West Bengal. Guha is a Bharatiya Janata Party politician. She was elected to the West Bengal Legislative Assembly from Satgachhia for four terms to the West Bengal Legislative Assembly and was the first female deputy speaker of the West Bengal Legislative Assembly as a member of the Trinamool Congress. Later she joined Bharatiya Janata Party after she was denied a ticket to contest the 2021 assembly elections. Now she is again interested to join TMC after the West Bengal Legislative Assembly Elections 2021 results.
Dr. Asish Banerjee is an Indian politician representing Trinamool Congress, who was the minister in charge of the Department of Agriculture in the Government of West Bengal from 2017 to 2021. He is also M.L.A. of West Bengal Legislative Assembly, elected from Rampurhat five times.
Md. Ghulam Rabbani is an Indian politician .He is cabinet minister of environment and Non Conventional and Renewable Energy Sources in West Bengal government. He has served as Cabinet Minister of State for Minority Affairs & Madrassah Education in Government of West Bengal from 2021 to 2023. Rabbani belongs to All India Trinamool Congress. He was elected as MLA of Goalpokhar Vidhan Sabha Constituency in 2011, 2016 and 2021.
The 21st Council of Ministers for the state of West Bengal was formed under the leadership of Mamata Banerjee. She was sworn in as Chief Minister of West Bengal for the third time on 5 May 2021. The remaining council of ministers was sworn in on 10 May 2021.
