India is a union of states and union territories as per article 1 of the Indian Constitution. Some states and union territories are further divided into divisions, which are made up of groups of districts. A division is led by an officer of the Indian Administrative Service, known as a divisional commissioner. There are 103 divisions in India.
The states of Andhra Pradesh, Goa, Gujarat, Kerala, Manipur, Mizoram, Sikkim, Tamil Nadu, Telangana, and Tripura as well as five of the union territories [lower-alpha 1] are not divided into divisions.

Some states consist of regions, which have no official administrative governmental status. They are purely geographic regions; some correspond to historic countries, states or provinces. A region may comprise one or more divisions, averaging about three divisions per region. However, the boundaries of the regions and the boundaries of the divisions do not always coincide exactly. So far there has been no movement to give the regions official administrative status. If this was to be done, it would presumably require that the boundaries of the regions be slightly modified so that they correspond exactly with their constituent districts.

Tourism in India is 4.6% of the country's gross domestic product (GDP). Unlike other sectors, tourism is not a priority sector for the Government of India. Forbes magazine ranked India as the 7th most beautiful country in 'The 50 Most Beautiful Countries In The World' rankings. The World Travel and Tourism Council calculated that tourism generated ₹13.2 lakh crore (US$160 billion) or 5.8% of India's GDP and supported 32.1 million jobs in 2021. Even though, these numbers were lower than the pre-pandemic figures; the country's economy witnessed a significant growth in 2021 after the massive downturn during 2020. The sector is predicted to grow at an annual rate of 7.8% to ₹33.8 lakh crore (US$400 billion) by 2031. India has established itself as the 5th largest global travel healthcare destination with an estimated market size of around $9 billion in 2019, out of the total global travel healthcare industry of $44.8 billion(2019). In 2014, 184,298 foreign patients travelled to India to seek medical treatment.

The specific name depends on the state or union territory. The primary responsibilities include revenue collection, maintaining law and order, overseeing developmental activities and coordinating various departments within a sub-division.

The constitutional power to create new states and union territories in India is solely reserved with the Parliament of India, which can do so by announcing new states/union territories, separating territory from an existing state or merging two or more states/union territories or parts of them. The Chief Secretary is the top-most executive official and senior-most civil servant of the state government.
