The TURKPA in full, the Parliamentary Assembly of Turkic States, is an international organization comprising some of the Turkic countries. It was founded on 21 November 2008 in Istanbul. The General Secretariat is in Baku, Azerbaijan. The member countries are Azerbaijan, Kazakhstan, Kyrgyzstan and Turkey. Hungary and Northern Cyprus are observers. [2] [3]

History

The Parliamentary Assembly of Turkic States (TURKPA) was established on November 21, 2008, according to the Agreement signed by the heads of parliaments of the Republic of Azerbaijan, Republic of Kazakhstan, Kyrgyz Republic, and the Republic of Turkey in the «Dolmabakhche Saray» located in Istanbul, Turkey. On September 29, 2009, the first plenary session of the Parliamentary Assembly of Turkic States (TURKPA) was conducted in the capital of the Republic of Azerbaijan Baku city. The TURKPA Regulations, Articles of Secretariat and Baku Declaration, and Statement regarding the permanent accommodation of the Secretariat in Baku city were adopted at the plenary session. The TURKPA Chairmanship annually hands over from one country to another by means of rotation in the English alphabetical order. The TURKPA Secretariat is the authority located in the capital of the Republic of Azerbaijan Baku city and has the status of international organization. [2]

Mission and objectives

Since 2010, TURKPA missions observe presidential and parliamentary elections and referendums in its member countries – Azerbaijan, Kazakhstan, Kyrgyzstan and Turkey. The mission includes members of the parliament of TURKPA member states, as well as representatives of the TURKPA Secretariat. TURKPA observers' mission holds meetings with high-ranked officials of the Central Election Commission and government officials. TURKPA mission monitors voting process at all stages - visits polling stations, estimates the preparation process, has conversation with voters and representatives of the polling station, meets with the officials and representatives of political and public organizations.

The observers follow the objectivity, justness, transparency and impartiality principles confirmed in Code of Conduct for International Observers approved in 2005 by the United Nations Organization, recommendations of Venice Commission of the Council of Europe and other international legal instruments. Observation missions hold press conferences on the conclusions of the elections and referendums. [2]

Secretary-General of TURK-PA is elected for four-year terms. Presidency is rotated in every plenary session alphabetically. Chairpersons of National Assemblies becomes ex officio chairman of TURKPA. [21]

<span class="mw-page-title-main">Economy of Kyrgyzstan</span>

The economy of Kyrgyzstan is heavily dependent on the agricultural sector. Cotton, tobacco, wool, and meat are the main agricultural products, although only tobacco and cotton are exported in any quantity. According to Healy Consultants, Kyrgyzstan's economy relies heavily on the strength of industrial exports, with plentiful reserves of gold, mercury and uranium. The economy also relies heavily on remittances from foreign workers. Following independence, Kyrgyzstan was progressive in carrying out market reforms, such as an improved regulatory system and land reform. In 1998, Kyrgyzstan was the first Commonwealth of Independent States (CIS) country to be accepted into the World Trade Organization. Much of the government's stock in enterprises has been sold. Kyrgyzstan's economic performance has been hindered by widespread corruption, low foreign investment and general regional instability. Despite those issues, Kyrgyzstan is ranked 70th on the ease of doing business index.

The Commonwealth of Independent States (CIS) is a regional intergovernmental organization in Eurasia. It was formed following the dissolution of the Soviet Union in 1991, and is its legal successor. It covers an area of 20,368,759 km2 (7,864,422 sq mi) and has an estimated population of 239,796,010. The CIS encourages cooperation in economic, political, and military affairs and has certain powers relating to the coordination of trade, finance, lawmaking, and security, including cross-border crime prevention.

The Shanghai Cooperation Organisation (SCO) is a Eurasian political, economic, international security and defence organization established by China and Russia in 2001. It is the world's largest regional organization in terms of geographic scope and population, covering approximately 24% of the area of world and 42% of the world population. As of 2024, its combined nominal GDP accounts for around 23%, while its GDP based on PPP comprises approximately 36% of the world's total.

The Economic Cooperation Organization or ECO is a Eurasian political and economic intergovernmental organization that was founded in 1985 in Tehran by the leaders of Iran, Pakistan, and Turkey. It provides a platform to discuss ways to improve development and promote trade and investment opportunities. The ECO is an ad hoc organisation under the United Nations Charter. The objective is to establish a single market for goods and services, much like the European Union. After the dissolution of the Soviet Union, the ECO expanded to include Afghanistan, Azerbaijan, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan in 1992.

The Organization of the Black Sea Economic Cooperation (BSEC) is a regional international organization focusing on multilateral political and economic initiatives aimed at fostering cooperation, peace, stability and prosperity in the Black Sea region. It traces its origin to 25 June 1992, when Turkish President Turgut Özal and leaders of ten other countries gathered in Istanbul and signed the Summit Declaration and the "Bosphorus Statement". It has a permanent Secretariat, originally financed by the European Commission, in Baku, Azerbaijan, and a regional office in Odesa, Ukraine. Since 2009, the organization has been entirely financed by member countries.

<span class="mw-page-title-main">Foreign relations of Northern Cyprus</span>

Northern Cyprus is recognised only by Turkey, a country which facilitates many of its contacts with the international community. After it was occupied by Turkey, Northern Cyprus' relations with the rest of the world were further complicated by a series of United Nations resolutions which declared its independence legally invalid. A 2004 UN Referendum on settling the Cyprus dispute was accepted by the Turkish Cypriots but rejected by the Greek Cypriots. After that, the European Union declared its intentions to assist in reducing the economic isolation of Northern Cyprus and began giving aid to the territory. However, due to pressure from Greece and the Republic of Cyprus, this aid coming from EU funds cannot be used on Greek Cypriot land and property nor on public bodies. As a result, these funds can be used only on 29 percent of people on the island of Cyprus.

<span class="mw-page-title-main">Organization of Turkic States</span> Eurasian intergovernmental organization

The Organization of Turkic States (OTS), formerly called the Turkic Council or the Cooperation Council of Turkic Speaking States, is an intergovernmental organization comprising all but one of the internationally recognized Turkic sovereign states: Azerbaijan, Kazakhstan, Kyrgyzstan, Turkey, and Uzbekistan; while Hungary, Turkmenistan and Northern Cyprus are observers. Its overarching aim is promoting comprehensive cooperation among the Turkic peoples. First proposed by Kazakh president Nursultan Nazarbayev in 2006, it was founded on 3 October 2009 in Azerbaijan's Nakhchivan. The General Secretariat is located in Turkey's Istanbul.

<span class="mw-page-title-main">Asian Parliamentary Assembly</span>

The Asian Parliamentary Assembly (APA) aims to promote peace in general, and in the Asian region in particular. It was established as the Association of Asian Parliaments for Peace (AAPP) in September 1999 by Sheikh Hasina, acquiring its current name in 2006 during the Seventh Session of the AAPP. The APA consisted, as of 2007, of 41 Member Parliaments and 17 observers. Each Member Parliament has a specific number of seats in the Assembly based on the size of their population. The number of total seats, and therefore, number of votes, is currently 206. Members of Assembly must be elected by members of the Member Parliaments. The APA Charter and Tehran Declaration lay out a framework of cooperation among Asian countries, and point out to a vision; that is Asian Integration.

The Turkic Academy, previously known as Turkic World Educational and Scientific Cooperation Organization, or International Turkic Academy is an international institute for Turkology research involving Azerbaijan, Kazakhstan, Kyrgyzstan and Turkey. Hungary and Uzbekistan have observer status.

The Organization for Economic Co-operation is an intergovernmental organization established in 1985 with cooperation of Turkey, Iran and Pakistan. The crucial goal of this organization is to achieve sustainable economic development, promote trade, integrate to the world economy and develop efficient transport system. Azerbaijan joined the organization in 1992. From August 2012 till 2016, the Secretary General of ECO is a representative from Azerbaijan.

<span class="mw-page-title-main">Azerbaijan–Organization of Turkic States relations</span>

Relations between Turkic Council and Azerbaijan started from the year of 2009 until present. Taking into account of the establishment date of the organization, Azerbaijan continues relations as a member of the founding country.

Javanshir Feyziyev is a Member of the National Assembly of Azerbaijan, Member of the Committee on Cultural issues, and the Committee on İnternational and İnterparliamentary Relations.

Ramil Hasan is an Azerbaijani diplomat. He served as the Secretary-General of the Organization of Turkic States between July 2014 to July 2018. He also was the secretary-general of the Parliamentary Assembly of Turkic-speaking States (TURKPA).
