Typhoon Usagi, known in the Philippines as Super Typhoon Ofel,was a powerful tropical cyclone that impacted the Philippines before later affecting Taiwan in early November 2024. It was the fifth of six consecutive tropical cyclones that impacted the Philippines within a span of four weeks,following Tropical Storm Trami and Typhoons Kong-rey,Yinxing,and Toraji,and preceding the stronger Typhoon Man-yi. Additionally,Usagi was also part of the four tropical cyclones to simultaneously exist in the Western Pacific during the month of November,the first time since records began in 1951;the other three were Yinxing,Toraji and Man-yi.
The twenty-fifth named storm and the fifth super typhoon of the annual typhoon season,Usagi,developed from an area of convection located 494 km (307 mi) east of Chuuk. As it moved westward along the southern periphery of a mid-level subtropical high,the system exhibited formative convective banding wrapping cyclonically around the northern and western quadrants,signaling intensification. On November 13,the Joint Typhoon Warning Center (JTWC) reported that the system had peaked as a Category 4-equivalent super typhoon on the Saffir–Simpson scale,with 1-minute sustained winds of 240 km/h (150 mph). The Japan Meteorological Agency (JMA) noted that Usagi reached its maximum strength with 10-minute sustained winds of 175 km/h (110 mph) and a central pressure of 940 hPa (27.76 inHg). Usagi made landfall in Baggao,Cagayan,on Luzon Island on November 14,as indicated by satellite imagery. After crossing northern Luzon,Usagi emerged into the Babuyan Channel,moving northwestward along the southwestern periphery of a mid-level subtropical high and passing close to the Babuyan Islands and northern Cagayan,with satellite imagery revealing a rapidly weakening low-level circulation and deep convection flaring to the northeast of a broad,partially exposed center. The system,exhibiting a very ragged appearance and weakening significantly due to increasing vertical wind shear,showed disorganized rotation and slow spin just offshore of southwestern Taiwan. The JMA continued to track it until it dissipated on November 16.
PAGASA issued Tropical Cyclone Wind Signal for various areas,and the DSWD announced it had spent ₱1 billion ( US$ 20.3 million) in response to Usagi and previous storms. As a precaution,two spillways at the Magat Dam were left open,and authorities advised people evacuated due to earlier typhoons not to return home. In Taiwan,the Central Weather Administration issued a sea warning for the southern part of the Taiwan Strait on November 14,followed by a land warning for Pingtung County and the Hengchun Peninsula. Usagi caused US$9.56–73.78 million in damages and left one person missing in the Philippines.
Typhoon Usagi emerged from an area of convection 494 km (307 mi) east of Chuuk, with satellite imagery showing a broad area of persistent convection that began to consolidate on November 8. [1] At 12:00 UTC the following day, the Japan Meteorological Agency (JMA) classified the system as a tropical depression, citing a favorable environment for development, with low to moderate vertical wind shear, moderate divergence aloft, and warm sea surface temperatures. [2] [3] By 13:00 UTC on November 10, the United States Joint Typhoon Warning Center (JTWC) issued a tropical cyclone formation alert, citing increasing curved convective banding around the periphery and convection building over the center of the system, indicating an intensifying tropical system. [4] The next day, the JTWC designated the system as 27W, as it developed at the southeast end of an active zone extending from the Philippine Sea off the northeast coast of Luzon. [5] As it moved westward along the southern periphery of a mid-level subtropical high, the system exhibited formative convective banding wrapping cyclonically around the northern and western quadrants, signaling intensification, [6] and at 18:00 UTC on the same day, the JMA upgraded the system to a tropical storm and named it Usagi; [7] it then moved into the Philippine Area of Responsibility, where PAGASA named it Ofel. [8]
Early the next day, the JMA upgraded the system to a severe tropical storm, as improved convective banding wrapped around the western periphery. [10] [11] On November 12, both the JMA and the JTWC upgraded the system to a minimal typhoon, as it exhibited well-defined convective banding tightly wrapping around an obscured low-level circulation center. [12] [13] Satellite imagery reveals that the pinhole eye has contracted even further, indicating extremely rapid intensification. [14] On November 13, the JTWC reported that the system had peaked as a Category 4-equivalent super typhoon after Usagi attained 1-minute sustained winds of 240 km/h (150 mph), [15] while the JMA indicated that Usagi reached its peak intensity with 10-minute sustained winds of 175 km/h (110 mph) and a central pressure of 940 hPa (27.76 inHg). [16] Usagi made landfall in Baggao, Cagayan, on Luzon Island at around 1:30 PM PHT (05:30 UTC) on November 14, [17] as indicated by satellite imagery, with the eye quickly filling and the central dense overcast becoming more asymmetric. [18] After crossing northern Luzon, Usagi emerged into the Babuyan Channel, moving northwestward along the southwestern periphery of a mid-level subtropical high and passing close to the Babuyan Islands and northern Cagayan, [19] leading the JMA to downgrade the system to a severe tropical storm, [20] [21] while satellite imagery shows a rapidly weakening low-level circulation with deep convection flaring to the northeast of a broad, partially exposed center. [22] The system, exhibiting a very ragged appearance just southwest of Taiwan and weakening significantly due to increasing vertical wind shear, [23] exhibited disorganized rotation and slow spinning just offshore of southwestern Taiwan, prompting the JTWC to issue its final warning on November 16 as it weakened into a tropical depression. [24] Afterward, the JMA continued to track the system until it dissipated at 12:00 UTC on the same day. [25]
Beginning November 12, PAGASA issued Tropical Cyclone Wind Signal No. 1 for Cagayan, the Babuyan Islands and parts of Apayao and Isabela. [26] The next day, Signal No. 2 was raised over Cagayan (including Babuyan Islands) and parts of Isabela and Apayao, while Signal No. 1 was raised in Abra, Batanes, Ifugao, Ilocos Norte, Kalinga, Mountain Province, Quirino and parts of Aurora and Nueva Vizcaya. [27] On November 12, Signal No. 3 was raised in northeastern Cagayan, while Signal No. 1 was extended to parts of Ilocos Sur. [28] PAGASA also warned of storm surges and torrential rainfall affecting northern Luzon and Aurora. [29] On November 14, PAGASA initiated Signal No. 5, its highest wind signal, for the northern portion of Cagayan, while Signal No. 4 was raised for Babuyan Islands and other parts of the province. [30] The DSWD said that it had spent ₱1 billion ( US$ 20.3 million) in funds to respond to Usagi and previous storms Tropical Storm Trami (Kristine), Typhoon Kong-rey (Leon), Yinxing (Marce) and Toraji (Nika). [31]
Two spillways in the Magat Dam were left open as a precaution. [32] Authorities advised people evacuated due to previous typhoons Yinxing (Marce) and Toraji (Nika) not to return home. [33] The DILG advised officials in the Ilocos Region, Cagayan Valley, and Cordillera Administrative Region to prepare resources for the storm. [34] Evacuations were also ordered in Cagayan, [35] where a red alert status was retained. [36] More than 5,000 families were evacuated in the province, [37] while 3,471 individuals were evacuated in Isabela. [38] Usagi destroyed infrastructure in Baggao, where more than 1,000 families were evacuated. [39] In Gonzaga, two houses were swept away, while uprooted trees caused a bridge to collapse in the same town, cutting off access to the neighboring town of Santa Ana, [40] [41] which was in turn affected by floods. [42] A six-year-old boy went missing after falling into a river in Amulung, Cagayan. [43] The South Korean government provided aid valued at ₱30 million ( US$ 609,137.06) through the World Food Programme to assist those affected by Trami and other recent storms, including Kong-rey, Yinxing, Toraji, and Usagi. [44] The Taipei Economic and Cultural Office donated disaster relief supplies worth over ₱5 million ( US$ 101,522.84) to the Philippines. [45]
As of November 17,2024 [update] , the National Disaster Risk Reduction and Management Council (NDRRMC) reported that 852,475 people were affected, with 111,658 displaced from their homes. Infrastructure damage in the Philippines amounted to ₱469.8 million ( US$ 9.54 million), while agricultural damage in Central Luzon reached ₱855,326 ( US$ 17,367.03). [46] The Philippine Coast Guard opened a donation drive for those affected by the storm. [47] However, in the NDRRMC's report on November 24, the damage of three typhoons Toraji (Nika), Usagi (Ofel) and Man-yi could reached ₱784.68 million ( US$ 15.93 million) in agriculture, while infrastructure damage reached ₱2.85 billion ( US$ 57.84 million) for a total of ₱3.63 billion ( US$ 73.78 million). Additionally, 232 cities experienced power outages, and 123,441 houses were damaged. Flooding continued to impact at least 360 areas across the country. [48] In Taiwan, the Central Weather Administration released a sea warning for the storm covering the southern part of the Taiwan Strait on November 14, followed by a land warning covering Pingtung County and the Hengchun Peninsula later in the day. [49] Several flights, ferries and train services were cancelled. [50]
A study by World Weather Attribution (WWA) in December 2024 examined the impact of six consecutive typhoons that had affected Luzon between late October and November, including Tropical Storm Trami and Typhoons Kong-rey, Yinxing, Toraji and Usagi, Man-yi. The WWA reported, "to assess whether climate change has increased the likelihood of at least three major typhoons making landfall in the Philippines in a single year." Using statistical modeling, the scientists hypothesized that "with a 1.3 °C (34.3 °F) rise in sea surface temperatures, such an event was expected to occur once every 15 years and was projected to happen every 12 years." [51]
The 2012 Pacific typhoon season was a slightly above average season that produced 25 named storms, fourteen typhoons, and four intense typhoons. It was a destructive and the second consecutive year to be the deadliest season, primarily due to Typhoon Bopha which killed 1,901 people in the Philippines. It was an event in the annual cycle of tropical cyclone formation, in which tropical cyclones form in the western Pacific Ocean. The season ran throughout 2012, though most tropical cyclones typically develop between May and October. The season's first named storm, Pakhar, developed on March 28, while the season's last named storm, Wukong, dissipated on December 29. The season's first typhoon, Guchol, reached typhoon status on June 15, and became the first super typhoon of the year on June 17.
The 2013 Pacific typhoon season was a devastating and catastrophic season that was the most active since 2004, and the deadliest since 1975. It featured Typhoon Haiyan, one of the most powerful storms in history, as well as one of the strongest to make landfall on record. It featured 31 named storms, 13 typhoons, and five super typhoons. The season's first named storm, Sonamu, developed on January 4 while the season's last named storm, Podul, dissipated on November 15. Collectively, the storms caused 6,829 fatalities, while total damage amounted to at least $26.41 billion (USD), making it, at the time, the costliest Pacific typhoon season on record, until it was surpassed five years later. As of 2024, it is currently ranked as the fifth-costliest typhoon season.
The 2015 Pacific typhoon season was a slightly above average season that produced twenty-seven tropical storms, eighteen typhoons, and nine super typhoons. The season ran throughout 2015, though most tropical cyclones typically develop between May and November. The season's first named storm, Mekkhala, developed on January 15, while the season's last named storm, Melor, dissipated on December 17. The season saw at least one named tropical system forming in each of every month, the first time since 1965. Similar to the previous season, this season saw a high number of super typhoons. Accumulated cyclone energy (ACE) during 2015 was extremely high, the third highest since 1970, and the 2015 ACE has been attributed in part to anthropogenic warming, and also the 2014-16 El Niño event, that led to similarly high ACE values in the East Pacific.
The 2016 Pacific typhoon season is considered to have been the fourth-latest start for a Pacific typhoon season since reliable records began. It was an average season, with a total of 26 named storms, 13 typhoons, and six super typhoons. The season ran throughout 2016, though typically most tropical cyclones develop between May and October. The season's first named storm, Nepartak, developed on July 3, while the season's last named storm, Nock-ten, dissipated on December 28.
Typhoon Nanmadol, known in the Philippines as Super Typhoon Mina, was the strongest tropical cyclone in 2011 to hit the Philippines and also the second most intense tropical cyclone worldwide in 2011, and the first of the year to directly impact Taiwan and the rest of the Republic of China (ROC). Becoming the eleventh named storm, the seventh severe tropical storm and the fourth typhoon of the 2011 Pacific typhoon season, Nanmadol made a total of three landfalls killing 26, and causing widespread damage worth US$26,464,591. The area of low pressure that was about to become Nanmadol formed on August 19. It drifted north and became a tropical depression on August 21, a tropical storm on August 23 and a typhoon on the same night. Nanmadol reached peak strength with winds of 100 knots and 140 knots threatening the Philippines with heavy rain and flash flooding.
Typhoon Usagi, known in the Philippines as Super Typhoon Odette, was a tropical cyclone which affected Taiwan, the Philippines, China, and Hong Kong in September 2013. Usagi, which refers to the constellation Lepus in Japanese, was the fourth typhoon and the nineteenth tropical storm in the basin. Developing into a tropical storm east of the Philippines late on September 16, Usagi began explosive intensification on September 19 and ultimately became a violent and large typhoon. Afterwards, the system weakened slowly, crossed the Bashi Channel on September 21, and made landfall over Guangdong, China on September 22.
Typhoon Krosa, known in the Philippines as Typhoon Vinta, was a typhoon that made landfall in the northern Philippines in late October 2013. Forming on October 27 near Guam, the storm slowly intensified while moving westward. Krosa developed an eye and became a typhoon before striking Luzon on October 31. The storm weakened over land, but re-intensified over the South China Sea, reaching peak winds of 150 km/h (93 mph) on November 2 off the southeast coast of China. Typhoon Krosa stalled and encountered unfavorable conditions, resulting in quick weakening. By November 3, it had weakened to tropical storm status, and was no longer being warned on by the next day. In northern Luzon, Krosa damaged 32,000 houses, including 3,000 that were destroyed, and caused four fatalities. High winds and rainfall left ₱277 million in damage.
Typhoon Noul, known in the Philippines as Super Typhoon Dodong, was a relatively small but powerful tropical cyclone that affected several areas but caused minor damage. The sixth named storm and third typhoon of the annual typhoon season, Noul formed as a tropical depression over the eastern Caroline Islands on May 2, 2015. It moved generally to the west and west-northwest, gradually intensifying into a tropical storm and later typhoon. On May 9, Noul began rapid deepening as it developed a well-defined eye. Early the next day, the Japan Meteorological Agency (JMA) estimated peak 10 minute sustained winds of 205 km/h (125 mph), while the American-based Joint Typhoon Warning Center (JTWC) estimated peak 1 minute winds of 260 km/h (160 mph), equivalent to Category 5 on the Saffir–Simpson hurricane wind scale. Noul struck northeastern Luzon in the Philippines at that intensity and greatly weakened. After passing east of Taiwan, the typhoon accelerated to the northeast and weakened due to unfavorable conditions. On May 12, Noul became extratropical south of Japan, and the remnants continued to the northeast for several days, dissipating on May 16.
The 2021 Pacific typhoon season was the second consecutive season to have below average tropical cyclone activity, with twenty-two named storms, and was the least active since 2011. Nine became typhoons, and five of those intensified into super typhoons. This low activity was caused by a strong La Niña that had persisted from the previous year. The season's first named storm, Dujuan, developed on February 16, while the last named storm, Rai, dissipated on December 21. The season's first typhoon, Surigae, reached typhoon status on April 16. It became the first super typhoon of the year on the next day, also becoming the strongest tropical cyclone in 2021. Surigae was also the most powerful tropical cyclone on record in the Northern Hemisphere for the month of April. Typhoons In-fa and Rai are responsible for more than half of the total damage this season, adding up to a combined total of $2.02 billion.
Tropical Depression Josie was a weak tropical system that impacted the Philippine archipelago of Luzon in July 2018, bringing widespread flooding. The tropical depression was classified in the South China Sea on July 20, and steadily moved eastward while gradually intensifying. The storm reached its peak intensity of 1-minute sustained winds of 65 km/h while nearing the northern tip of the Ilocos Region. By July 22, the system moved northward and rapidly weakened. The system was last noted on July 23 to the northeast of Taiwan.
Severe Tropical Storm Usagi, known in the Philippines as Tropical Storm Samuel, was a tropical cyclone that affected the Philippines and Southern Vietnam in late November 2018, causing severe damage around the Visayas region and Ho Chi Minh City. The storm formed from a disturbance in the Central Pacific basin on November 3, but did not develop into a tropical storm until almost three weeks later, on November 13. Usagi underwent rapid intensification and peaked in intensity before making its final landfall on Vũng Tàu, Bà Rịa–Vũng Tàu province as a weakening tropical storm on November 25. While never considered as a typhoon by the Japan Meteorological Agency (JMA), the Joint Typhoon Warning Center (JTWC) assessed its intensity to be equivalent to Category 2 status on the Saffir–Simpson scale. Usagi caused one death and ₱52.2 million (US$992,000) in damages in the Philippines, most of which came from agriculture. Usagi caused 3 deaths and ₫925 billion in damages in Vietnam.
The 2024 Pacific typhoon season is an ongoing event in the annual cycle of tropical cyclone formation in the western Pacific Ocean. It is the fifth-latest starting Pacific typhoon season on record, as well as the deadliest since 2013, and the fifth-costliest Pacific typhoon season on record, mostly due to Yagi. This season also saw the most active November on record, with 4 storms active at the same time. The season runs throughout 2024, though most tropical cyclones typically develop between May and October. The season's first named storm, Ewiniar, developed on May 25, and eventually intensified into the first typhoon of the season.
Tropical Storm Barijat, known in the Philippines as Tropical Storm Neneng, was a weak tropical storm that caused flooding in the far northern regions of the Philippines and Southern China. Barijat, a replacement name for Utor which is a Marshallese word for coastal areas impacted by waves or winds, the thirty-third tropical depression and twenty-third tropical storm of the 2018 Pacific typhoon season, it was first noted as an area of convection in the South China Sea on September 6. On September 8, it was upgraded to a tropical depression, and by September 11, it intensified into a tropical storm, with the Japan Meteorological Agency (JMA) giving it the name Barijat. Barijat peaked in intensity 6 hours later, with 10-min winds of 40 knots and 1-min winds of 45 knots. Barijat continued westward, and on November 12 at 00:30 UTC, it made landfall over Zhanjiang, quickly dissipating afterwards.
Typhoon Chanthu, known in the Philippines as Super Typhoon Kiko, was the second most intense tropical cyclone worldwide in 2021 after Typhoon Surigae in April. It impacted the Cagayan Valley region of the Philippines and became the strongest typhoon to affect the Batanes province since Typhoon Meranti in 2016. The twenty-ninth tropical depression, fourteenth named storm and fourth typhoon of the 2021 Pacific typhoon season, Chanthu originated from a disturbance well east of the Philippine islands on September 5 which organized into a tropical depression later that day. By the next day, the depression had formed into a mature tropical storm which began to explosively intensify by September 7, featuring a pinhole eye on satellite, characteristic of rapidly intensifying storms. Chanthu became a Category 5-equivalent super typhoon by September 8, the highest category on the Saffir–Simpson scale. Subsequent eyewall replacement cycles caused intensity fluctuations, but on September 10, Chanthu peaked with 1-minute sustained winds of 285 km/h (180 mph) just northeast of extreme northeastern Luzon. The typhoon passed very near the Babuyan Islands before passing directly over Ivana, Batanes as a weakening but still powerful Category 5-equivalent super typhoon. Chanthu continued steadily weakening as it passed just east of Taiwan and eventually stalled just east of Shanghai, China. The storm eventually made its second and final landfall near Ikitsuki, Nagasaki in Japan, before crossing the country's mountainous terrain and becoming an extratropical cyclone on September 18. Chanthu then continued eastward and curved southward, before dissipating on September 20. According to Aon Benfield, economic losses totaled US$30 million.
Severe Tropical Storm Kompasu, known in the Philippines as Severe Tropical Storm Maring was a very large and deadly tropical cyclone that affected the Philippines, Taiwan, and southeast China. Part of the 2021 Pacific typhoon season, Kompasu originated from an area of low pressure east of the Philippines on 6 October 2021. The Japan Meteorological Agency (JMA) classified it as a tropical depression that day. A day later, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) classified it as a tropical depression, naming it Maring. The cyclone was initially heavily disorganised, competing with another vortex, Tropical Depression Nando. Eventually, Maring became dominant, and the JMA reclassified it as a tropical storm, naming it Kompasu. Kompasu made landfall in Cagayan, Philippines, on 11 October 2021, and two days later, the storm made landfall in Hainan, China. The cyclone dissipated on 14 October 2021 while located over Vietnam.
Typhoon Krathon, known in the Philippines as Super Typhoon Julian, was a powerful and erratic tropical cyclone which impacted Taiwan and the Philippines in late September and early October 2024. Krathon, which refers to the santol fruit, was the first storm to make landfall on Taiwan's densely populated western plains since Typhoon Thelma in 1977. It was also the first storm to hit Kaohsiung in October and the first since Tropical Storm Trami in 2001 to weaken into a tropical depression over Taiwan. Additionally, it was the wettest tropical cyclone in Basco, Batanes, bringing more than two months' worth of rainfall for September and surpassing the previous record set by Typhoon Ruth in 1991.
Typhoon Kong-rey, known in the Philippines as Super Typhoon Leon, was a powerful tropical cyclone that impacted Taiwan and the Philippines before later affecting East China, South Korea, and Japan in late October and early November 2024. Kong-rey was the first typhoon in Taiwan's history to make landfall after mid-October and the largest storm to strike since Typhoon Herb in 1996. Additionally, it was the second tropical cyclone in a series to impact the Philippines, following Tropical Storm Trami a few days earlier, and preceding Typhoons Yinxing, Toraji, Usagi, and Man-yi which would impact a few days later.

It was the third tropical cyclone in a series to impact the Philippines, following Tropical Storm Trami and Typhoon Kong-rey a few days earlier, and Typhoons Toraji, Usagi, and Man-yi only a few days after. Additionally, it was also part of the four tropical cyclones to simultaneously exist in the Western Pacific during the month of November, the first occurrence since records began in 1951; the other three were Toraji, Usagi and Man-yi.

It was the fourth tropical cyclone in a series to impact the Philippines, following Tropical Storm Trami and Typhoons Kong-rey, Yinxing, Usagi, and Man-yi which had occurred just a few days earlier. Additionally, it was also part of the four tropical cyclones to simultaneously exist in the Western Pacific during the month of November, the first occurrence since records began in 1951; the other three were Yinxing, Usagi and Man-yi.
Typhoon Man-yi, known in the Philippines as Super Typhoon Pepito, was a powerful and long-tracked tropical cyclone that impacted the Philippines in early November 2024. Closely following Tropical Storm Trami and Typhoons Kong-rey, Yinxing, Toraji and Usagi, Man-yi became the sixth consecutive tropical system to affect the country in less than a month. It was also part of the four tropical cyclones to simultaneously exist in the Western Pacific during the month of November, the first occurrence since records began in 1951; the other three were Yinxing, Toraji, and Usagi.
