The Ministry of Education (MoE), (Ministry of Human Resource and Development (MHRD) from 1985 to 2020) [2] , is responsible for the Implementation and formulation of the National Policy on Education approved by Union cabinet of India and to ensure that it is implemented in letter and spirit. Planned development, including expanding access and improving quality of the educational institutions throughout the country, including in the regions where people do not have easy access to education. The Ministry is held currently by Ramesh Pokhriyal and is divided into two departments: the Department of School Education and Literacy, which deals with primary, secondary and higher secondary education, adult education and literacy, and the Department of Higher Education, which deals with a university education, technical education, scholarship, etc.
The current education minister is Ramesh Pokhriyal, a member of the Council of Ministers. [3]
The Department of School Education and Literacy is responsible for the development of school education and literacy in the country. It works on the "universalisation of education" and for the cultivation of higher standards for citizenship among the youth of India.
The Department of Higher Education is in charge of secondary and post-secondary education. The department is empowered to grant deemed university status to educational institutions on the advice of the University Grants Commission (UGC) of India, under Section 3 of the University Grants Commission (UGC) Act, 1956. [4] [5] [6] The Department of Higher Education takes care of one of the largest higher education systems of the world, just after the United States and China. The department is engaged in bringing world-class opportunities of higher education and research to the country so that Indian students are not found lacking when facing an international platform. For this, the government has launched joint ventures and signed MoUs to help the Indian students benefit from world opinion. The technical education system in the country can be broadly classified into three categories – Central Government funded institutions, State Government/State-funded institutions & Self-financed institutions. The 122 Centrally funded institution of technical and science education are as under: List of CFTIs (Centrally Funded Technical Institutions): IIITs (5 – Allahabad, Gwalior, Jabalpur,Kurnool, Kancheepuram), IITs (23), IIMs (20), IISc, IISER (5), NITs (31), NITTTRs (4), and 9 others (SPA, ISMU, NERIST, SLIET, IIEST, NITIE & NIFFT, CIT) [7]
The department is divided into eight bureaus, and most of the work of the department is handled through over 100 autonomous organisations under these bureaus. [8]

MHRD’s Innovation Cell (MIC) was established in Aug 2018 [15] by Ministry of Human Resource Development (MHRD) at All India Council for Technical Education (AICTE) to systematically foster the culture of Innovation, Entrepreneurship and startup in all major higher education institutions in India. [16] Dr. Abhay Jere was appointed as first Chief Innovation Officer. [17] [18]

In April 2016, Ministry of Human Resource Development published the first list of rankings of Indian colleges under National Institutional Ranking Framework. [23] [24] [25] The entire ranking exercise involved NBA, All India Council for Technical Education, UGC, Thomson Reuters, Elsevier and INFLIBNET (Information & Library Network) centre. [26] [27] The ranking framework was launched in September 2015. [28] All 122 centrally-funded institutions – including all central universities, IITs and IIMs – participated in the first round of ranking. [29] [30]

The National Institutes of Technology (NITs) are autonomous public technical and research universities located in India and are among most reputable institutes of technology in the world. They are governed by the National Institutes of Technology Act, 2007, which declared them as institutions of national importance and lays down their powers, duties, and framework for governance. The National Institutes of Technology Act, 2007 lists thirty-one institutes. Each NIT is autonomous, linked to the others through a common council, which oversees their administration and all NITs are funded by the Government of India. The Minister of Human Resource Development is the ex officio Chairperson of the NIT Council. These institutes are among the top-ranked engineering colleges in India and have one of the lowest acceptance rates for engineering institutes, of around 1 to 2 percent. The language of instruction is English at all these institutes. As of 2019, the total number of seats for undergraduate programs was 21,133 and for postgraduate programs 10,550 in all the 31 NITs put together.
Deemed university, or deemed-to-be-university, is an accreditation awarded to higher educational institutions in India, conferring the status of a university. It is granted by the Department of Higher Education. To quote the Ministry of Human Resource Development (MHRD), "An Institution of Higher Education, other than universities, working at a very high standard in specific area of study, can be declared by the Central Government on the advice of the University Grants Commission (UGC), as an Institution 'Deemed-to-be-university'. Institutions that are 'deemed-to-be-university' enjoy the academic status and privileges of a university."
The University Grants Commission of India is a statutory body set up by the Government of India in accordance to the UGC Act 1956 under Ministry of Education, and is charged with coordination, determination and maintenance of standards of higher education. It provides recognition to universities in India, and disbursements of funds to such recognized universities and colleges. Without its recognition, no university in India can grant degree. Its headquarters is in New Delhi, and has six regional centres in Pune, Bhopal, Kolkata, Hyderabad, Guwahati and Bangalore. A proposal to replace it with another new regulatory body called HECI is under consideration of Government of India.
Sant Longowal Institute of Engineering and Technology is a deemed university under Section 3 of the UGC Act 1956 for higher education and research in India. It was established by the government of India in 1989. The campus is situated on 451 acres in the Longowal, Sangrur district, Punjab, India. SLIET is fully funded by the Ministry of Human Resource Development, and is an autonomous body controlled by the SLIET Society. Educational opportunities include technical and practical training in the fields of engineering and technology. The students and alumni of SLIET are informally referred to as SLIETians.

In 2014, Lok Sabha passed a bill to make all the three SPAs "centres of excellence" on the pattern of IITs and IIMs.

SWAYAM is an initiative launched by the Ministry of Human Resource Development, Government of India under Digital India to give a coordinated stage and free entry to web courses, covering all advanced education, High School and skill sector courses.It was launched on 9th July 2017 by Honorable President of India.
The National Institutional Ranking Framework (NIRF) is a methodology adopted by the Ministry of Human Resource Development (MHRD), Government of India, to rank institutions of higher education in India. The Framework was approved by the MHRD and launched by Minister of Human Resource Development on 29 September 2015. There are separate rankings for different types of institutions depending on their areas of operation like universities and colleges, engineering institutions, management institutions, pharmacy institutions and architecture institutions. The Framework uses several parameters for ranking purposes like resources, research, and stakeholder perception. These parameters have been grouped into five clusters and these clusters were assigned certain weightages. The weightages depend on the type of institution. About 3500 institutions voluntarily participated in the first round of rankings.
National Institute of Technical Teachers' Training and Research, Chennai is an autonomous educational institution under the Ministry of Human Resource Development, Government of India. NITTTR Chennai is one of the National Coordinator for SWAYAM MOOC project of MHRD. SWAYAM is an integrated Massive Open Online Courses portal for online courses of higher education. For ensuring quality content, nine National Coordinators have been appointed. The online courses related to Post-Graduation Education is under the purview of University Grants Commission, and for Under-Graduation Education the Consortium for Educational Communication is coordinating the online course creation. The National Programme on Technology Enhance Learning is coordinating online courses for Indian Institute of Technology and Indian Institute of Science. The NITTTR Chennai is coordinating for online courses for teachers training program.
