Albay, officially the Province of Albay, is a province in the Bicol Region of the Philippines, mostly on the southeastern part of the island of Luzon. Its capital is the city of Legazpi, the regional center of the whole Bicol Region, which is located in the southern foothill of Mayon Volcano.

It is spoken in the northern and western part of Camarines Sur, second congressional district of Camarines Norte, eastern part of Albay, northeastern part of Sorsogon, San Pascual town in Masbate, and southwestern part of Catanduanes. Its capital is expected to be Tigaon if the bill is passed.
Rolando Andaya Highway, officially known as Quirino Highway and also known as Camarines Sur–Quezon Road, is a national primary highway located in the provinces of Camarines Norte, Quezon, and Camarines Sur in the Philippines. It serves as an alternative route to the Pan-Philippine Highway and has been efficiently used as a major highway since the 1990s. It traverses the municipality of Santa Elena in Camarines Norte, municipalities of Sipocot, Lupi, Ragay, and Del Gallego in Camarines Sur, and the municipalities of Tagkawayan, Guinayangan, and Calauag in Quezon. It is primarily known as Andaya Highway in segments within Camarines Sur and likewise called as Quirino Highway within Camarines Norte and Quezon.
Ibalon, or Ibalong, is the ancient name of the Bicol Region in the Philippines. The center of settlement is believed to be either beside the Bicol River at the present-day Libmanan, Camarines Sur or in Magallanes, Sorsogon, Philippines, renowned as one of the first Spanish settlement in the island of Luzon. At some point, the name Ibalong was also been used by the Spanish to refer to the entire Bicol Peninsula, and to some extent the entire island of Luzon.
The Bikol languages or Bicolano languages are a group of Central Philippine languages spoken mostly in the Bicol Peninsula in the island of Luzon, the neighboring island province of Catanduanes and the island of Burias in Masbate.

Camarines Sur's 5th congressional district is one of the five congressional districts in the province of Camarines Sur. It has been represented in the House of Representatives since 2010. The district was created following the 2009 reapportionment that split the 1st district into two thereby creating an additional district for the province. The district consists of the city of Iriga and adjacent municipalities in the Partido region of southern Camarines Sur that previously comprised the 4th district, namely Baao, Balatan, Bato, Buhi, Bula and Nabua. It is currently represented in the 19th Congress by Miguel Luis Villafuerte of the PDP-Laban.
