Alastair Watt Macintyre Hay OBE (born April 1947) [1] is a British toxicologist, and a Professor of Environmental Toxicology; he works primarily in the fields of chemical warfare and biological warfare (CBW). [2]

Education

Hay gained a Bachelor of Science degree in Chemistry in 1969, in London, though had started with Maths and Chemistry, and a PhD in Biochemistry in 1973 for research on the metabolism of fructose (fructolysis) in the liver. [3]

Career and research

Hay started his career at the chemical pathology department at the University of Leeds. He became Professor of Environmental Toxicology.[ when? ] [4]

He provided assistance to the forming of the Chemical Weapons Convention in 1993, becoming international law in 1997. He works in the Leeds Institute of Cardiovascular and Metabolic Medicine.[ citation needed ] In 1995 he worked with Physicians for Human Rights (PHR). In 2004 he helped prepare the World Health Organization's (WHO) manual: Public health response to biological and chemical weapons. [5]

Hay is an active advocate for promoting ethics to new generations of scientists, [6] and he has headed a group of the International Union of Pure and Applied Chemistry (IUPAC) for educational materials on chemical warfare, [7] which led to the creation of an online resource on "Multiple Uses of Chemicals". [8] He has also represented the IUPAC for preparation of the Biological Weapons Convention (also known as the Biological and Toxin Weapons Convention).

Awards and honours

He was awarded the 2015 OPCW-The Hague Award by the Organisation for the Prohibition of Chemical Weapons. [9] [10] Hay was appointed Order of the British Empire (OBE) in the 2003 Birthday Honours for services to occupational health. [11]

Phosgene is the organic chemical compound with the formula COCl2. It is a toxic, colorless gas; in low concentrations, its musty odor resembles that of freshly cut hay or grass. It can be thought of as formaldehyde with the hydrogen atoms replaced by chlorine atoms. Phosgene is a valued and important industrial building block, especially for the production of precursors of polyurethanes and polycarbonate plastics.

Chemical warfare (CW) involves using the toxic properties of chemical substances as weapons. This type of warfare is distinct from nuclear warfare, biological warfare and radiological warfare, which together make up CBRN, the military acronym for chemical, biological, radiological, and nuclear, all of which are considered "weapons of mass destruction" (WMDs), a term that contrasts with conventional weapons.

<span class="mw-page-title-main">Chemical Weapons Convention</span> Multilateral treaty prohibiting the production, stockpiling, and use of chemical weapons

The Chemical Weapons Convention (CWC), officially the Convention on the Prohibition of the Development, Production, Stockpiling and Use of Chemical Weapons and on their Destruction, is an arms control treaty administered by the Organisation for the Prohibition of Chemical Weapons (OPCW), an intergovernmental organization based in The Hague, The Netherlands. The treaty entered into force on 29 April 1997, and prohibits the large-scale use, development, production, stockpiling and transfer of chemical weapons and their precursors, except for very limited purposes. The main obligation of member states under the convention is to effect this prohibition, as well as the destruction of all current chemical weapons. All destruction activities must take place under OPCW verification.

<span class="mw-page-title-main">Sarin</span> Chemical compound and chemical warfare nerve agent

Sarin is an extremely toxic synthetic organophosphorus compound. A colourless, odourless liquid, it is used as a chemical weapon due to its extreme potency as a nerve agent. Exposure is lethal even at very low concentrations, where death can occur within one to ten minutes after direct inhalation of a lethal dose, due to suffocation from respiratory paralysis, unless antidotes are quickly administered. People who absorb a non-lethal dose and do not receive immediate medical treatment may suffer permanent neurological damage.

3-Quinuclidinyl benzilate (QNB) is an odorless and bitter-tasting military incapacitating agent. BZ is an antagonist of muscarinic acetylcholine receptors whose structure is the ester of benzilic acid with an alcohol derived from quinuclidine.

<span class="mw-page-title-main">VX (nerve agent)</span> Chemical compound and chemical warfare nerve agent

VX is an extremely toxic synthetic chemical compound in the organophosphorus class, specifically, a thiophosphonate. In the class of nerve agents, it was developed for military use in chemical warfare after translation of earlier discoveries of organophosphate toxicity in pesticide research. In recent years, VX was found to be the agent used in the assassination of Kim Jong-nam. In its pure form, VX is an oily, relatively non-volatile liquid that is amber-like in colour. Because of its low volatility, VX persists in environments where it is dispersed.

Cyanogen chloride is a highly toxic chemical compound with the formula CNCl. This linear, triatomic pseudohalogen is an easily condensed colorless gas. More commonly encountered in the laboratory is the related compound cyanogen bromide, a room-temperature solid that is widely used in biochemical analysis and preparation.

Dimercaprol, also called British anti-Lewisite (BAL), is a medication used to treat acute poisoning by arsenic, mercury, gold, and lead. It may also be used for antimony, thallium, or bismuth poisoning, although the evidence for those uses is not very strong. It is given by injection into a muscle.

T-2 mycotoxin is a trichothecene mycotoxin. It is a naturally occurring mold byproduct of Fusarium spp. fungus which is toxic to humans and animals. The clinical condition it causes is alimentary toxic aleukia and a host of symptoms related to organs as diverse as the skin, airway, and stomach. Ingestion may come from consumption of moldy whole grains. T-2 can be absorbed through human skin. Although no significant systemic effects are expected after dermal contact in normal agricultural or residential environments, local skin effects can not be excluded. Hence, skin contact with T-2 should be limited.

Novichok is a group of nerve agents, some of which are binary chemical weapons. The agents were developed at the GosNIIOKhT state chemical research institute by the Soviet Union and Russia between 1971 and 1993. Some Novichok agents are solids at standard temperature and pressure, while others are liquids. Dispersal of solid form agents is thought possible if in ultrafine powder state.

The U.S. Army Edgewood Chemical Biological Center (ECBC) is the United States's principal research and development resource for non-medical chemical and biological (CB) defense. As a critical national asset in the CB defense community, ECBC supports all phases of the acquisition life-cycle ― from basic and applied research through technology development, engineering design, equipment evaluation, product support, sustainment, field operations and demilitarization ― to address its customers’ unique requirements.

The S9 fraction is the product of an organ tissue homogenate used in biological assays. The S9 fraction is most frequently used in assays that measure the metabolism of drugs and other xenobiotics. It is defined by the U.S. National Library of Medicine's "IUPAC Glossary of Terms Used in Toxicology" as the "Supernatant fraction obtained from an organ homogenate by centrifuging at 9000 g for 20 minutes in a suitable medium; this fraction contains cytosol and microsomes." The microsomes component of the S9 fraction contain cytochrome P450 isoforms and other enzyme activities. The cytosolic portion contains the major part of the activities of transferases. The S9 fraction is easier to prepare than purified microsomes.

<span class="mw-page-title-main">Chemical weapon</span> Device that uses chemicals to kill or harm individuals

A chemical weapon (CW) is a specialized munition that uses chemicals formulated to inflict death or harm on humans. According to the Organisation for the Prohibition of Chemical Weapons (OPCW), this can be any chemical compound intended as a weapon "or its precursor that can cause death, injury, temporary incapacitation or sensory irritation through its chemical action. Munitions or other delivery devices designed to deliver chemical weapons, whether filled or unfilled, are also considered weapons themselves."

<span class="mw-page-title-main">Spiez Laboratory</span>

The Spiez Laboratory is the Swiss institute for the protection of the population against nuclear, biological and chemical threats and dangers. It is part of the Federal Department of Defence, Civil Protection and Sports (DDPS) and is located in Spiez. The Spiez Laboratory is one of the five labs in the world permanently certified by the Organisation for the Prohibition of Chemical Weapons.

The OPCW–The Hague Award is an annual award founded by the OPCW as a result of their being presented with the 2013 Nobel Peace Prize. The purpose of the Award is to honour and recognize individuals and institutions that have significantly contributed towards the goal of a world free of chemical weapons.

Arie Jacobus Johannes "Jack" Ooms was a Dutch chemist, diplomat and chemical weapons researcher. As head of Dutch chemical defence research, Ooms worked for 23 years for the eradication of chemical warfare, which he believed could best be achieved by a combination of effective chemical protection and international chemical arms control and a permanent, multilateral ban on chemical weapons, as implementation of the Chemical Weapons Convention.

<span class="mw-page-title-main">A-234 (nerve agent)</span> Chemical compound

A-234 is an organophosphate nerve agent. It was developed in the Soviet Union under the FOLIANT program and is one of the group of compounds referred to as Novichok agents that were revealed by Vil Mirzayanov. In March 2018 the Russian ambassador to the UK, Alexander Yakovenko, claimed to have been informed by British authorities that A-234 had been identified as the agent used in the poisoning of Sergei and Yulia Skripal. Vladimir Uglev, one of the inventors of the Novichok series of compounds, said he was "99 percent sure that it was A-234" in relation to the 2018 Amesbury poisonings, noting its unusually high persistence in the environment.

<span class="mw-page-title-main">Mahdi Balali-Mood</span> Iranian toxicologist and professor (born 1942)

Mahdi Balali-Mood is an Iranian medical toxicologist, and professor of medicine, clinical pharmacology and toxicology. He was awarded OPCW-The Hague Award in recognition of his pioneering work in clinical management of victims of chemicals weapons and dedicating his career to caring and advocating for the victims of chemical weapons. He is credited as the father of Toxicology of Iran.
