New Town (a.k.a.Rajarhat New Town) is a planned Satellite city of North 24 Parganas district in the Indian state of West Bengal. It is administered by NKDA (New Town Kolkata Development Authority). [4] New Town is declared as a "Solar City" and "Smart Green City" by Government of India. [5]
HIDCO plans developing infrastructure like - roads, drains, sewerage line, water supply lines, major embellishment works and executed constructions like - buildings, projects, parks, museum, subways, over-bridges in New Town. [6] An information technology and residential hub is developed at New Town. New Town was enabled with 10.5 km of Wi-Fi Zone along the Major Arterial Road (part of Biswa Bangla Sarani) from Haldiram, near Kolkata Airport to Salt Lake Sector V, which also make it India's first Wi-Fi road connectivity. The stretch has already been declared as a green corridor. [7]
The area mainly consisted of huge acres of cultivable lands and water bodies, which was acquired and developed in a planned manner. The process of investing in residential and industrial facilities and infrastructural development of the area was mainly started under the leadership of the then Chief Minister of West Bengal, Jyoti Basu in the late 1990s. [8] The master plan envisions a township which is at least three times bigger than the neighbouring planned Salt Lake City.
New Town was declared as a Solar City by the former UPA-lead Government of India [5] and later this city was declared as Smart Green City by NDA-lead Government of India with the help of Government of West Bengal following a proposal submitted by Mamata Banerjee (Chief Minister of West Bengal) [9] [10] but later withdrawn from the Smart Cities Mission after the AITC-governed Bengal government decided to withdraw all cities of West Bengal from the competition. [11] It has rejected ₹1,000 crore to be given for development of the city as smart city. [12]
Most of New Town is in North 24 Parganas district. It was declared as a part of the Kolkata Metropolitan Area in August 2016 by Governor of West Bengal. [13]
New Town has a proposed area of 93.9 km2 in which 30.8 km2 is used for township and 60.354 km2 area is under planning. The township of New Town is divided into Action Area I, II, III and a Central Business District. [14] The erstwhile planning area of HIDCO also included Action Area - IV (still not started). The Central Business District (CBD) is located between Action Area - I & II. HIDCO installed the geographic information system (GIS) to integrate the database on the number of house owners, property tax, mutation, building construction etc. in New Town. [15]
New Town has emerged as the second IT hub of Kolkata after Salt Lake. Growing number of tech parks makes New Town a preferred destination for IT and ITes in East India. Several Information Technology majors are operational like Ericsson, Accenture, Capgemini, Tech Mahindra, ITC Infotech, Mindtree, Adani Labs, British Telecom, TCS, Wipro, Infosys, Cognizant etc. [18] New Town also houses Bengal Silicon Valley Tech Hub.
Fintech hub is developed in New Town by HIDCO with many national and international firms like PNB, HDFC Bank, Axis Bank and SBI showing interest in the project with their investment in different stages of implementation. [19]
Many luxurious hotels like Fairfield by Marriott, Novotel, Ibis, Taj Hotels, Westin Hotels & Resorts, The Park Hotels, Holiday Inn, Wyndham Hotels & Resorts, Lemon Tree Hotels, Ozen Mansion Kolkata etc. have also come up in the area.[ citation needed ]
As of April 2018, the residential population of New Town is estimated to be more than 1 million with 0.5 million additional floating population. [20] [ better source needed ]
The New Kolkata Development Authority (NKDA) has been constituted under The New Town Kolkata Development Authority Act, 2007 (The West Bengal Act XXX of 2007) for rendering various civic services and amenities within New Town, Kolkata and it has come into effect since November, 2008. It is a transitional arrangement in the way of creation of an Urban Local Body (ULB). The administration is headed by a chairman, exercising authority over a member secretary and chief executive officer, who in turn oversee various specific committees, set up to implement various duties. Housing Infrastructure Development Corporation (HIDCO) plans and executes development projects in New Town, Kolkata.
As of 2015, New Town gets 200 litre per capita per day (lcpd) of treated water every day with potable water that is sourced from the Hooghly River. [22] Water treatment plants with computerised monitoring and control system are in place. 100% of the garbage is collected by sanitary workers through door to door collection. As of 2015, more than 70% of the solid waste management vehicles and street sweeping vehicles have been fitted with GPS devices for effective monitoring. [22] All the garbage is compacted at compacting stations before disposing of it in dumping grounds.
Electricity is supplied and managed by New Town Electric Supply Company Limited (NTESCL). [22] Fire services are handled by the West Bengal Fire Service, a state agency. The Bidhannagar Police Commissionerate looks after the law and order in the city.
State-owned Bharat Sanchar Nigam Limited (BSNL), as well as private enterprises, among them Vodafone, Bharti Airtel, Idea Cellular, Reliance Jio, Tata DoCoMo are the leading telephone and cell phone service providers in the city. [23] : 25–26 : 179 Kolkata being the first city in India to have cell phone and 4G connectivity, the GSM and CDMA cellular coverage is extensive in New Town. [24] [25]
Although the NKDA had been tasked with carrying out civic functions within Newtown, the township continued to fall under the jurisdiction of the "Jyangra-Hatiara no II block" Panchayat for the purpose of polls to the rural local self-governing body. In early February 2023, the then Urban Development Minister, Firhad Hakim, had said that New Town cannot remain under a panchayat, while acknowledging that parts of the township had been included within a panchayat area as a result of "some error". He also promised that the "error" would be rectified before the upcoming panchayat polls. [26]
Despite prior assurances of exclusion from Panchayat jurisdiction, the Panchayat polls were being held in Newtown. This led to discontent amongst a section of residents of Newtown as they felt that they were wrongfully being "labelled" as "villagers". [27] The Newtown Forum demanded that the township be taken out of the jurisdiction of panchayats. The Forum, in this end, launched a campaign to boycott the polls - they put up hoardings and banners, blocked a few roads and even collected signatures of 12,000 voters in support of the cause. Biswa Bangla Sarani connects Action Area I and II. It also connects New Town to the Netaji Subhas Chandra Bose International Airport. The New Town Road and Gitanjali Road also serves as major connectors between Action Area III and Action Area II. The main mode of road transportation includes air conditioned or non-AC government and private buses, taxi and other popular Indian transports like auto rickshaw and e-rickshaws. As of 2015, around 300 buses on 25 different bus routes, either passes through or originates from New Town. [22]

AIFF National Center of Excellence is a "state of art" football complex which includes India's first ever roof top pitch. The sports complex is spread across 15 Acres and built with an investment of ₹200 crores. [37]
Cricket Association of Bengal is building an international cricket stadium in New Town. In 2022, CAB bought a 14 Acres plot with ₹30 Crore. [38] [39]
North 24 Parganas (abv. 24 PGS (N)) or sometimes North Twenty Four Parganas is a district in southern West Bengal, of eastern India. North 24 Parganas extends in the tropical zone from latitude 22° 11′ 6″ north to 23° 15′ 2″ north and from longitude 88º20' east to 89º5' east. Barasat is the district headquarters of North 24 Parganas. North 24 Parganas is West Bengal's most populous district and also (since 2014) the most populated district in the whole of India. It is the tenth-largest district in the State by area.
Bidhannagar, also known as Salt Lake City is a satellite city of Kolkata in North 24 Parganas district in the Indian state of West Bengal. It is a part of the area covered by Kolkata Metropolitan Development Authority (KMDA). The population within city limits was 218,323 at the 2011 census, it has increased since 2001 census. After a successful extension of the city limits in June 2015, Bidhannagar's population increased to 6.7 lakhs (670,000) residents. It is now the fourth-most populous city in West Bengal, after Kolkata, Howrah and Asansol.
Raigachi is a census town in the Rajarhat CD block in the Barasat Sadar subdivision in North 24 Parganas district in the Indian state of West Bengal. It is close to Kolkata and also a part of Kolkata Urban Agglomeration.
Bidhannagar subdivision is an administrative subdivision of the North 24 Parganas district in the Indian state of West Bengal. After transferring Rajarhat-Gopalpur Municipality and Rajarhat to Bidhannagar subdivision, Bidhannagar subdivision's total area becomes 141.37 km2, the population becomes 808,251, and density becomes 5,700/km2.
Barasat Sadar subdivision is an administrative subdivision of the North 24 Parganas district in the Indian state of West Bengal. After transferring Rajarhat-Gopalpur Municipality and Rajarhat to Bidhannagar subdivision, Barasat Sadar subdivision's total area became 894.61 km2, population became 2,196,874 and density became 2,500/km2.
Kolkata Light Rail Transit (KLRT) is a mass rapid transit system proposed for the city of Kolkata in India. The Government of West Bengal and SREI Infrastructure Finance signed a memorandum of understanding (MoU) to set up the light rail transit (LRT) system. A special purpose vehicle, Kolkata Mass Rapid Transit Pvt Ltd has been formed to execute this Rs.6000 crore project.
Kolkata Monorail was a rail-based transit project planned for the city of Kolkata, West Bengal, India. This was the first proposed monorail in the country.
Rabindra Tirtha Complex; Tagore Pilgrimage is a cultural center in Narkel Bagan, Action Area - I of New Town, Kolkata. It is dedicated to Rabindranath Tagore. It is a project developed by the HIDCO and houses an exhibition of Tagore’s paintings, archives, a research centre, an auditorium. and dormitories for students opting to conduct their research on Tagore. It was inaugurated by Mamata Banerjee, Chief Minister of West Bengal on 8 August 2012.
Eco Park : is an urban park in New Town, Kolkata, India. With an area of 480 acres (190 ha), including a 104 acres (42 ha) waterbody, Eco Park is the largest urban park in India. The park was conceptualised by Mamata Banerjee, the CM of West Bengal, in July 2011. It is constructed under the oversight of WBHIDCO, along with different other government bodies responsible for implementation of different works inside the park. Eco Park offers diverse attractions, including theme gardens and recreational activities, making it a prime spot for eco-friendly tourism in Kolkata.
Kolkata Museum of Modern Art (KMOMA) is a proposed art museum to be built in New Town, Kolkata.
West Bengal Housing Infrastructure Development Corporation is a Government of West Bengal owned public sector undertaking headquartered in Narkelbagan, Action Area- I of New Town, Kolkata, West Bengal, India. It plans and executes infrastructure and housing development projects in West Bengal which includes buildings, parks, museum, subways, overbridges, drains, sewerage line, water supply lines, beautification works and others.
Rajarhat is a neighbourhood in Bidhannagar of North 24 Parganas district in the Indian state of West Bengal. It is a part of the area covered by Kolkata Metropolitan Development Authority (KMDA).

Line 6 is a rapid transit metro line of the Kolkata Metro in Kolkata, West Bengal, India. It will connect New Garia with Netaji Subhas Chandra Bose International Airport via two major satellite towns of Kolkata metropolitan region, Salt Lake and New Town. It currently operates between Kavi Subhash and Hemanta Mukhopadhyay. Biswa Bangla Gate is an arch-monument in the city of New Town, Kolkata, West Bengal, India. It is built by Housing Infrastructure Development Corporation (HIDCO) on the Biswa Bangla Sarani at Narkelbagan, Action Area - I of New Town, Kolkata metropolitan area. It also houses India's first hanging restaurant. The visitors' gallery and restaurant are surrounded by glass giving a show to various parts of New Town.
The National Center of Excellence by All India Football Federation is an under construction football complex, in Kolkata, West Bengal, India. It serves as the one of the home base for India national football team and India women's national football team. It includes India’s first ever roof top pitch. Built on a 15 acres (650,000 sq ft) land behind Eco Park and beside a proposed deer park, in Action Area II, Rajarhat, New Town.
Biswa Bangla Convention Centre is a convention centre in New Town, West Bengal, India. It was built by West Bengal Housing Infrastructure Development Corporation (HIDCO) and opened in the year 2017. It was built to attract meetings, incentives, conferences and exhibitions (MICE) tourism in the city.
Vivek Tirtha or Ramakrishna Mission Vivekananda Centre for Human Excellence and Social Sciences is an upcoming cultural and education centre dedicated to Swami Vivekananda in New Town, Kolkata, West Bengal, India. Chief Minister Mamata Banerjee laid the foundation stone of Vivek Tirtha on 11 November 2014. It is being built with an aim to help people to live a life of peace and happiness.
FinTech Hub is a financial, commercial centre and business district located in New Town city, which lies outskirts of Kolkata under its metropolitan area in the state of West Bengal, India. The hub has the presence of a large number of banking, financial companies and legal institutions. Many major companies have their headquarters, offices and training centres operational or under construction.
