In the San Francisco Bay Area, the transportation authorities are planning a whole network of HOT lanes. [96]
Riverside County is recognized by the California Transportation Commission (CATC) as having a traffic congestion problem second only to Los Angeles. [99]
Los Angeles County has a plan in place that has been approved by the California legislature. [100] They have received a grant for $213.6 million from the USDOT (United States Department of Transportation). This plan will be implemented in two phases, although it is currently unknown when those phases will take place. [101]
Both phases are for the conversion of HOV lanes to HOT lanes.
MnDOT plans to continue their construction of E-ZPass Express Lanes [118] across the Twin Cities including:

The New Jersey Turnpike (NJTP) is a system of controlled-access highways in the U.S. state of New Jersey. The turnpike is maintained by the New Jersey Turnpike Authority. The 117.2-mile (188.6 km) mainline's southern terminus is at the Delaware Memorial Bridge on I-295 in Pennsville. Its northern terminus is at an interchange with I-80 and US 46 in Ridgefield Park. Construction of the mainline, from concept to completion, took a total of 22 months between 1950 and 1951. It was opened to traffic on November 5, 1951, between its southern terminus and exit 10.
Interstate 66 (I-66) is a 76.32 mile east–west Interstate Highway in the eastern United States. The highway runs from an interchange with I-81 near Middletown, Virginia, on its western end to an interchange with U.S. Route 29 (US 29) in Washington, D.C., at the eastern terminus. The route parallels State Route 55 (SR 55) from its western terminus at I-81 to Gainesville, and US 29 from Gainesville to its eastern terminus in Washington. I-66 has no physical or historical connection to US 66, which was located in a different region of the United States.
The Atlantic City Expressway, officially numbered, but unsigned, as Route 446 and abbreviated A.C. Expressway, ACE, or ACX, and known locally as the Expressway, is a 44.1-mile (70.97 km) controlled-access toll road in the U.S. state of New Jersey, managed and operated by the South Jersey Transportation Authority. It serves as an extension of the freeway part of Route 42 from Turnersville southeast to Atlantic City. The Atlantic City Expressway is signed as east–west, though the mileage and exits decrease as if one is travelling north–south. It connects Philadelphia and the surrounding Philadelphia metro area with Atlantic City and other Jersey Shore resorts, and also serves other South Jersey communities, including Hammonton and Mays Landing. The expressway intersects many major roads, including Route 73 in Winslow Township, Route 54 in Hammonton, Route 50 in Hamilton Township, the Garden State Parkway in Egg Harbor Township, US 9 in Pleasantville, and the Atlantic City–Brigantine Connector near the eastern terminus in Atlantic City.
Interstate 278 (I-278) is an auxiliary Interstate Highway in New Jersey and New York in the United States. The road runs 35.62 miles (57.32 km) from US Route 1/9 (US 1/9) in Linden, New Jersey, northeast to the Bruckner Interchange in the New York City borough of the Bronx. The majority of I-278 is in New York City, where it serves as a partial beltway and passes through all five of the city's boroughs. I-278 follows several freeways, including the Union Freeway in Union County, New Jersey; the Staten Island Expressway (SIE) across Staten Island; the Gowanus Expressway in southern Brooklyn; the Brooklyn–Queens Expressway (BQE) across Northern Brooklyn and Queens; a small part of the Grand Central Parkway in Queens; and a part of the Bruckner Expressway in the Bronx. I-278 also crosses multiple bridges, including the Goethals, Verrazzano-Narrows, Kosciuszko, and Robert F. Kennedy bridges.
E-ZPass is an electronic toll collection system used on toll roads, toll bridges, and toll tunnels in the Eastern United States, Midwestern United States, and Southern United States. Interstate 287 (I-287) is an auxiliary Interstate Highway in the US states of New Jersey and New York. It is a partial beltway around New York City, serving northern New Jersey and the counties of Rockland and Westchester in New York. I-287, which is signed north–south in New Jersey and east–west in New York, follows a roughly horseshoe-shaped route from the New Jersey Turnpike (I-95) in Edison, New Jersey, clockwise to the New England Thruway (I-95) in Rye, New York, for 98.72 miles (158.87 km). Through New Jersey, I-287 runs west from its southern terminus in Edison through suburban areas. In Bridgewater Township, the freeway takes a more northeasterly course, paralleled by US Route 202 (US 202). The northernmost part of I-287 in New Jersey passes through mountainous surroundings. Upon entering New York at Suffern, I-287 turns east on the New York State Thruway (I-87) and runs through Rockland County. After crossing the Hudson River on the Tappan Zee Bridge, I-287 splits from I-87 near Tarrytown and continues east through Westchester County on the Cross Westchester Expressway until it reaches the New England Thruway. Within New Jersey, I-287 is maintained by the New Jersey Department of Transportation (NJDOT), and, within New York, it is maintained by the New York State Thruway Authority (NYSTA).

Open road tolling (ORT), also called all-electronic tolling, cashless tolling, or free-flow tolling, is the collection of tolls on toll roads without the use of toll booths. An electronic toll collection system is usually used instead. The major advantage to ORT is that users are able to drive through the toll plaza at highway speeds without having to slow down to pay the toll. In some installations, ORT may also reduce congestion at the plazas by allowing more vehicles per hour/per lane.

The North Carolina Turnpike Authority was created in 2002 to speed the implementation of needed transportation improvements by funding some projects with tolls. Governed by a nine-member authority board, it is located within the Department of Transportation and under the direct supervision of the Secretary of Transportation. The authority has the power to study, plan, develop and undertake preliminary design work on up to eleven turnpike projects. At the conclusion of these actives, the authority is authorized to design, establish, purchase, construct, operate and maintain toll highways and bridges. The authority is also authorized to designate one or more lanes of any highway, or portion thereof, into a high-occupancy toll lanes or other type of managed lanes; provided that such designation does not reduce the number of existing non-toll general purpose lanes.
Virginia HOT lanes refers to seven separate projects to add high-occupancy toll lane to highways in the U.S. state of Virginia.
