Pennsylvania's third congressional district includes several areas of the city of Philadelphia, including West Philadelphia, most of Center City, and parts of North Philadelphia. It has been represented by Democrat Dwight Evans since 2019. With a 2022 Cook Partisan Voting Index of D+39, it is the third most Democratic district in the nation.^[2]

Prior to 2018, the district was located in the northwestern part of the state and included the cities of Erie, Sharon, Hermitage, Butler and Meadville. The Supreme Court of Pennsylvania redrew this district in February 2018 after ruling the previous map unconstitutional. The new third district is similar to the old second district and was heavily Democratic for the 2018 election and representation thereafter.^[3] Dwight Evans, the incumbent from the old 2nd district, ran for re-election in the new 3rd District.

The current version of the 3rd, like the old 2nd, is a heavily Democratic, black-majority district. In 2020, it gave Joe Biden 91 percent of the vote, his best showing in the nation.^[4]

History

From 1983 to 2003, the district was located in Northeast Pennsylvania and was represented by Rep. Robert Borski; much of that district was merged with the 13th district after the 2000 census, while the 3rd was reconfigured to take in most of the territory in the old 21st district. This version of the 3rd supported President George W. Bush in 2004 as well as John McCain in 2008, Mitt Romney in 2012 and Donald Trump in 2016.

Pennsylvania's 8th congressional district is located in the northeastern region of the state. It encompasses all of Wayne, Pike, and Lackawanna Counties; along with portions of Luzerne and Monroe counties.

The district's boundaries have been redrawn following the 2010 census, which granted an additional congressional seat to Georgia. Mississippi's 1st congressional district is in the northeast corner of the state. It includes much of the northern portion of the state including Columbus, Oxford, Southaven, Tupelo and West Point. One of the state's major universities, the University of Mississippi, is located within the district at Oxford.

Pennsylvania's fifth congressional district encompasses all of Delaware County, an exclave of Chester County, a small portion of southern Montgomery County and a section of southern Philadelphia. Democrat Mary Gay Scanlon represents the district.

Pennsylvania's 7th congressional district includes all of Carbon, Lehigh, and Northampton Counties; and parts of Monroe County. The district is represented by Democrat Susan Wild.

The 5th congressional district of Illinois covers parts of Cook and DuPage counties, as of the 2011 redistricting which followed the 2010 census. All or parts of Chicago, Elmhurst, Elmwood Park, Franklin Park, Hinsdale, La Grange Park, Norridge, Northlake, River Grove, Schiller Park, and Oakbrook Terrace are included.

Pennsylvania's 16th congressional district is located in Northwestern Pennsylvania. It contains all of Erie County, Crawford County, Mercer County, and Lawrence County, as well as part of Butler County. The district is represented by Republican Mike Kelly.

Pennsylvania's 10th congressional district is located in the south-central region of the state. It encompasses all of Dauphin County as well as parts of Cumberland County and York County. The district includes the cities of Harrisburg and York. Prior to 2019, the district was located in the northeastern part of the state. The Supreme Court of Pennsylvania redrew the district in 2018 after ruling the previous map unconstitutional due to gerrymandering. The court added State College to the old district's boundaries while removing some Democratic-leaning areas and redesignated it the twelfth district, and they reassigned the tenth district to an area around Harrisburg and York. The new tenth district is represented by Republican Scott Perry, who previously represented the old fourth district.

Pennsylvania's 11th congressional district is located in the southeast-central part of the state. It includes all of Lancaster County and portions of York County south and east of but not including the city of York. Republican Lloyd Smucker represents the district.

Pennsylvania's 9th congressional district is located in the east central part of the state and encompasses all of Carbon County, Columbia County, Lebanon County, Montour County, and Schuylkill County, as well as parts of Berks County, Luzerne County, and Northumberland County. Much of the district includes Pennsylvania's Coal Region. Republican Dan Meuser represents the district, serving since 2019.

Pennsylvania's 14th congressional district is located in the southwestern part of the state and includes all of Fayette County, Greene County, and Washington County, and most of Indiana, Westmoreland, and Somerset counties. It is represented by Republican Guy Reschenthaler.

Missouri's third congressional district is in the eastern and central portion of the state. It surrounds but does not include St Louis City. Its current representative is Republican Blaine Luetkemeyer.

North Carolina's 3rd congressional district is located on the Atlantic coast of North Carolina. It covers the Outer Banks and the counties adjacent to the Pamlico Sound.
