Jane Margaret Harman is an American former politician who served as the U.S. Representative for California's 36th congressional district from 1993 to 1999 and again from 2001 to 2011. A member of the Democratic Party, she was the ranking member on the House Intelligence Committee (2002–2006), before she chaired the Homeland Security Committee's Intelligence Subcommittee (2007–2011).

Steven T. Kuykendall was an American politician and Republican member of the U.S. House of Representatives from California's 36th congressional district from 1999 to 2001 in the 106th Congress. He defeated Democrat Janice Hahn in the 1998 election with 49% of the vote. He was narrowly defeated for re-election in 2000 by his predecessor Jane Harman, who had relinquished her seat to run for Governor in 1998. Kuykendall was the only freshman congressman to be defeated for re-election in 2000.
In the fall of 2005, a special election was held in California's 48th congressional district to choose a United States representative to replace Republican Christopher Cox, who resigned effective August 2, 2005, to become Chairman of the U.S. Securities and Exchange Commission. A Special primary election was held on October 4. Because no candidate received more than 50% of the vote, a runoff general election took place on December 6, 2005. The top vote getter from each party moved to the runoff contest, which only required a candidate to receive a plurality of the vote. Republican candidate John Campbell ultimately won the runoff with only 44% of the vote, as there were three major candidates, rather than the usual two.

Janice Kay Hahn is an American politician serving as a member of the Los Angeles County Board of Supervisors from the 4th district since 2016. A member of the Democratic Party, she was a U.S. Representative from California from 2011 to 2016, elected in the 36th congressional district until 2013 and later in the 44th congressional district. She was previously a member of the Los Angeles City Council, representing the 15th district from 2001 to 2011. From 1997 to 1999, she served as an elected representative on the Los Angeles Charter Reform Commission.

It takes in the cities of Beverly Hills, Santa Monica, the west side of Culver City, Hermosa Beach, Rancho Palos Verdes, Redondo Beach, Palos Verdes Estates, Rolling Hills Estates, El Segundo, Lomita, Manhattan Beach, and the west side of Torrance, as well as the Los Angeles neighborhoods of Venice, Playa del Rey, Palms, Cheviot Hills, Westwood Village, West Los Angeles, Mar Vista, Westchester, Marina Peninsula, and west side Harbor City.
