The 63rd Session of the Utah State Legislature took place from 2019 to 2020 with a total of eight sessions, two constitutionally mandated general sessions (one each year) and six special sessions. While it's typical that the legislature has at least one special session per year, the high number of sessions was the result of the COVID-19 pandemic.

McCay was initially appointed by Republican Governor of Utah Gary Herbert to fill the vacancy caused by the resignation of Carl Wimmer.

Jacob 'Jake' L. Anderegg is an American politician. A Republican, he has represented District 22 in the Utah State Senate since 2023. Prior to redistricting he represented District 13 starting in January 2017. He previously represented District 6 in the Utah House of Representatives from 2013 to 2017.

Brad R. Wilson is an American businessman, politician and a Republican member of the Utah House of Representatives representing District 15 since January 1, 2011. He lives in Kaysville, Utah, with his wife Jeni and their three children. On April 13, 2023, he formed an exploratory committee to run for the U.S. Senate against Mitt Romney in 2024.

Brian S. King is an American politician serving as a Democratic member of the Utah House of Representatives from the 23rd district. Before redistricting following the 2020 Census, he represented the 28th district since January 1, 2009.

Rebecca P. Edwards is an American politician and therapist who served as a member of the Utah House of Representatives from 2009 to 2019. On May 31, 2023, Edwards announced her candidacy in the 2023 Utah 2nd congressional district special election to replace U.S. representative Chris Stewart.

Keith Grover is an American politician and a Republican member of the Utah Senate. Grover has represented Senate district 23 since 2023. Prior to redistricting he represented district 15 starting in June 2018.

Derrin R. Owens is an American politician and a Republican member of the Utah State Senate who represents Senate district 27 and previously district 24. He previously served Utah House of Representatives representing District 58 from August 10, 2015 to December 31, 2020.

Karen Kwan is an American politician serving in the Utah State Senate from the 12th district. On January 16, 2023 she was selected by delegates of the Utah Democratic Party to replace resigning Senator Karen Mayne. Before her appointment to the Senate she served in the Utah House of Representatives, representing the 34th district from 2017 to 2023. She also previously served as the House Minority Whip.

Stephanie Pitcher is an American politician and attorney, and Senator in the Utah State Senate. She served two terms as a member of the Utah House of Representatives from the 40th district, from 2019 through 2022.

Across the fifty states, approximately 56 percent of all upper house seats and 92 percent of all lower house seats were up for election. Additionally, six territorial chambers in four territories and the District of Columbia were up as well.

The 64th session of the Utah State Legislature sat from 2021 to 2022. House members were elected at the 2020 Utah House of Representatives election. Fifteen Senate members were elected at the 2020 Utah Senate election.
