Background

Currently in Missouri, citizen-initiated constitutional amendments may be approved by voters with 50% of the vote. The amendment to require these citizen-led amendments to be approved in each of Missouri's eight congressional districts was approved for the ballot in September 2025. [1] Some measures, such as Medicaid expansion in 2020, abortion rights in 2024, and a minimum wage expansion in 2024 would have failed if this proposal was in effect. [2]
